ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Providing Canadian workers with the tools to adapt to a changing labour market would establish the conditions for inclusive economic growth, and create the opportunity for widespread increases in household incomes. As noted in a recent report from the Business Council of Canada, ‘skills make workers more resilient [and] able to adapt to inevitable change in a world where people have multiple jobs during their working lives.’ Further, greater support for skills development among disadvantaged groups, and for workers in the low-skill jobs most likely to be affected by automation, will be critical to developing an economy that works for all. Canada must respond to the monumental shifts occurring throughout the global labour market – agile and forward-looking national action today will help prepare future generations of Canadians for work success and boost Canada’s competitiveness on the global stage.

In this paper, the Council proposes the formation of a national non-governmental organization to operate as a laboratory for skills development and measurement in Canada. Led by an executive team drawn from the private, non-profit, and education sectors, the FutureSkills Lab would invite all levels of government, private sector organizations, labour unions, not-for-profits, and other interested parties to partner on an opt-in basis. Through project partnerships and co-financing opportunities, new and innovative approaches to skills development and outcome measurement will be explored. Drawing from these experiences, the FutureSkills Lab would amass learnings and best practices. By sharing these learnings, the Lab could help inform skills and training program funding decisions of multiple players, including government ministries, researchers, employers, and organizations dealing with labour market information. The Council believes that the FutureSkills Lab could catalyze and enable much more forward-looking approaches to preparing Canadians for the workforce.

Future of work. Digital technologies will both create new jobs and replace existing ones. To cope with increasing labor market dynamics in the digital age, workers will have to become more mobile across jobs, occupations, and industries. The relative importance of their job-specific skills will decrease while that of their general skills applicable to various occupations will increase. The G20 should establish national adult training programs that focus on improving workers’ general skills, specifically their theoretical, non-cognitive, and digital skills. These general skills will enable workers to work with technology instead of competing with it, thereby increasing their job mobility and employability.

They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This year’s Asian Development Outlook draws attention to opportunities and concerns presented by new technologies in the workplace. The application of new technologies will boost productivity, but at the same time it will displace certain types of jobs. Evidence shows, however, that rising demand and higher output will create jobs, outweighing job displacement, especially with the addition of new occupations and industries that will arise to meet the new needs of producers and consumers. This transition will require a skilled workforce and could put the less-skilled at a disadvantage. The challenge for governments is to ensure that workers are equipped with foundational skills to enable lifelong learning and have the specialized skills required for working with new technologies. Governments must act to enhance and adapt skills development, labor regulation, social protection, and income redistribution. Finally, they must ensure that new technologies develop in ways that benefit people and protect their rights.

Cette étude analyse le risque d'automatisation et ses implications pour la formation professionnelle et l'utilisation des compétences dans le cadre professionnel. En s’appuyant sur les entretiens d’experts conduits par Carl Frey and Michael Osborne en 2013, cette étude détermine un risque d’automation qui est spécifique à chaque emploi. En utilisant l’Enquête sur les Compétences des Adultes (PIAAC). L’analyse perfectionne les résultats obtenus par d’autres études internationaux sur le risque d’automatisation à niveau individuel en utilisant des catégories professionnelles plus désagrégées et en identifiant les mêmes étranglements techniques constatés lors des entretiens d’experts. Par conséquent, cette étude est mieux alignée à l’évaluation du potentiel d’automatisation généré par les développements en Intelligence Artificielle. Aussi, cette étude applique la même méthodologie à des bases de données nationales pour l’Allemagne et le Royaume Uni, ce qui permet de tester la robustesse des résultats.

Le risque d'automatisation est estimé jusqu'à présent pour les 32 pays de l'OCDE ayant participé à l'Évaluation des compétences des adultes (PIAAC). Outre la proportion d'emplois à risque d’être perturbés par l’automatisation de la production et des services, l'étude s'intéresse en particulier aux caractéristiques desdits emplois et des travailleurs qui les occupent. Le risque est également évalué en fonction de l'utilisation des TIC dans le cadre professionnel et du rôle des formations visant à aider les travailleurs à évoluer vers de nouvelles opportunités professionnelles.

Upwork press release Upwork, the largest global freelancing website, released its Skills Index for Q4 2017, ranking the 20 fastest growing skills for freelancers in the United States. The index sheds light on new and emerging skills as an indicator of hot freelance job market trends. According to Stephane Kasriel, CEO of Upwork and co-chair of the World Economic Forum's Council on the Future of Gender, Education and Work, this research shows growth of the number of independent workers as well as growth in the large-scale use of freelance talent by large corporations.

Human Age Series The macroeconomic forces ManpowerGroup identified a decade ago — shifting demographics, greater individual choice, client sophistication and technological revolution — and their structural impacts are evident as they predicted. This confluence of digitization, machine learning, aging and shifting populations, polarization, consumerization and alternative ways of working means business models are being transformed.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This document is the outcome of an international, multistakeholder Dialogue Series organized by the World Economic Forum’s System Initiative on Shaping the Future of Education, Gender and Work. As a key output of the learning created by the discussion, this White Paper draws upon submissions by leaders and experts who engaged in the dialogue, as well as the latest thinking from international organizations, think tanks, businesses and other stakeholders. It provides a common narrative on the new context for emerging issues, identi es priorities for leaders, and supports the development of policy roadmaps.

The White Paper is intended to be a resource for governments, business and other stakeholders interested in strengthening the enabling environment for human capital formation in the Fourth Industrial Revolution.
