Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The E-TVET Strategy sets the following targets in TVET:
1. Adopt a two-pillar approach in planning for employment and TVET considering (1) the characteristics and needs of the labour market, and (2) the abilities and needs of the trainees;
2. Develop the capacity of TVET agencies in line with their roles in planning, policy design, and resource development, as well as activities related to follow-up, monitoring, evaluation and networking;
3. Diversify the number and type of TVET providers and ensure their coordination and cooperation;
4. Promote women's participation in TVET and encourage their involvement at the planning and executive level;
5. Encourage media’s promotion of TVET as a way of enhancing positive attitudes towards vocational and technical professions and towards women's participation in TVET training and employment;
6. Initiate, institutionalize and upgrade channels between the demand and supply side of TVET - including legislation; information and resource development systems; occupational classification and standards; career counselling and employment services, etc.;
7. Promote TVET research by cooperating with universities and other TVET stakeholders;
8. Consider and apply international best practices in TVET with the objective of developing national planning capabilities;
9. Develop legislative tools and create an adequate legal framework for TVET;
10. Develop organizational structures that link general education and TVET allowing for greater flexibility of the TVET system;
11. Highlight and promote women’s role in TVET;
12. Establish the Higher Council for Human Resources Development to undertake responsibilities related to planning, police-making, and coordination of human resource development (HRD) at the national level;
13. Establish the E-TVET Council to undertake activities related to planning, policy-making and coordination for employment and TVET at the national level.

The Education and Human Resource Development Plan 2008 – 2020 recognises TVET as an instrument for meeting labour market needs in skilled manpower. It acknowledges current weaknesses of TVET and calls for reforms aimed at improving governance, access, financing, quality, relevance, private sector participation and acquisition of skills in a non-formal and informal way.
The overall goal is to create an efficient TVET system responsive to the present and future needs by providing a skilled and flexible workforce for sustainable development. To achieve this goal, the Plan defines six strategic goals:
1. Increase access and improve equity in TVET;
2. Improve articulation between TVET and general education;
3. Enhance the quality and relevance of TVET;
4. Strengthen management of the TVET system;
5. Sustain funding for TVET;
6. Make Mauritius a Regional Hub for TVET.

This paper focuses on the estimation of skill/industry premiums and labor force composition at the national and sector levels in seven East Asian countries with the objective of providing a comprehensive analysis of trends in demand for skills in the region. The paper addresses the following questions: Are there converging or diverging trends in the region regarding the evolution of skill premiums and labor force composition? Are changes in skill premiums generalized or industry-related? How have industry premiums evolved? The analysis uses labor and household surveys going back at least 10 years. The main trends emerging from the analysis are: (a) increasing proportions of skilled/educated workers over the long run across the region; (b) generally increasing demand for skills in the region; (c) the service sector has become the most important driver of demand for skills for all countries (except Thailand); (d) countries can be broadly categorized into three groups in relation to trends and patterns of demand for skills (Indonesia, Philippines, and Thailand; Vietnam and China; and Cambodia and Mongolia); and (e) industry premiums have increased in three countries of the region (Philippines, Thailand, and Cambodia). These trends point to several policy implications, including that governments should focus on policies promoting access to education to address the increasing demand for skills and/or persistent skill shortages; support general rather than specific curricula given broad-based increases in skill premiums in most countries; better tailor curriculum design and content and pedagogical approaches to the needs of the service sector; and target some social protection programs to unskilled workers to protect them from the "unequalizing" impact of education.

TVET: Key for the Development of a Modern and Competitive Workforce

The Policy on Technical and Vocational Education and Training 2009 – 2014 focuses on technological and human resource development, and particularly on equal opportunity of access for males and females.
For that purpose, the Policy sets the following goals for TVET:
• Meet the need for highly skilled craftsmen and technicians through education and training during and after the secondary level;
• Make education and training opportunities available to all regardless of ethnic origin, sex, scholastic ability, aptitude, or place of residence;
• Develop competencies needed for successful transition from school to work with emphasis on leadership and personal employability skills;
• Ensure that students/trainees acquire competencies needed for employment or self- employment in occupations of their choice and for which there are employment opportunities;
• Promote programmes which are developed through collective efforts with business, industry, and government, and which effectively use public and private resources;
• Provide training or retraining for workers whose skills and technical knowledge must be updated as well as those whose jobs will be made redundant due to increasing efficiency, automation, or economic change;
• Expand the Technical and Vocational Education and Training programmes consistent with employment possibilities and national economic needs.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

World Bank working paper no. 168, Africa human development series

The report provides an analysis of the current educational attainment and current school enrollment of youth and the educational opportunities and training available to them in the formal and informal sectors. Using the results of a simulation model that incorporates enrollment in alternative education programs and the educational level attained by out-of-school population, the report explains the various scenarios for the development of the post-primary sector. The results of each scenario are evaluated according to their impact on the human capital accumulation of young people and sustainability of public expenditures. The report offers various options for rapidly raising the educational achievements of young people who will enter the labor market in the next two decades, including expanding opportunities for alternative education and training for school children, extension of the primary cycle and the reorganization of secondary education and technical/vocational education to reduce early specialization. This study is of interest to other African countries, education professionals and staff development organizations struggling to grapple with the challenge of expanding access to post-primary education in a context of low primary achievement and limited resources.

Demonstrates that the labour market in Estonia is volatile, increasing the risk that groups with some obstacles to enter the labour market (youth, non-Estonian speakers and workers with no upper secondary graduation certificate) may become long-term unemployed, due to the aggravating skills mismatch in the wake of structural change. Argues that avoiding a permanent exit from the labour force makes a multi-pronged strategy necessary, including strengthening activation policies, a better school-to-job transition, improving the cooperation with employers to improve vocational training programmes, stepping up targeting life-long learning support, and improving the access of tertiary studies for students from weak social backgrounds.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Cette note d’orientation fait valoir que l’apprentissage de technologies et de méthodes de production améliorées, de nouveaux produits et marchés ainsi que de compétences nécessaires à l’activité professionnelle et à la vie pratique sont des facteurs pouvant faire une grande différence pour améliorer la productivité et les moyens de subsistance. Les femmes ont souvent des besoins en formation différents de ceux des hommes, qui sont liés, d’une part, à leur travail domestique et à leurs responsabilités de soins familiaux, et d’autre part, aux divisions du travail sensible au genre relatives à la direction ou à l’accomplissement de tâches spécifiques dans la production et la transformation des produits agricoles. Cette note d’orientation analyse certains des facteurs sociaux, culturels et économiques pouvant restreindre l’accès des filles et des femmes en milieu rural à l’éducation et à la formation, en les confinant dans un statut inférieur et dans un emploi insuffisamment rémunéré avec des perspectives limitées en matière de développement des compétences. La liste des orientations possibles propose une série de mesures pratiques pour stimuler la participation des femmes à une éducation et une formation techniques et professionnelles, afin de renforcer les possibilités pour elles de trouver un emploi de meilleure qualité.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Invertir en educación y desarrollo de calificaciones de mujeres y hombres para ayudar a las economías a alcanzar un crecimiento dinámico con empleos de calidad es una prioridad urgente en todo el mundo.

En el 2008 la Conferencia Internacional del Trabajo, los mandates tripartitos de la OIT, gobiernos, empleadores y trabajadores, adoptaron una serie de conclusiones completamente enfocadas en este reto. Estas conclusiones brindan una orientación práctica para fortalecer la educación, la capacitación vocacional y el aprendizaje a lo largo de la vida como los principales pilares de la empleabilidad de los trabajadores y del carácter sostenible de las empresas en el marco del Programa de Trabajo Decente.

Las conclusiones destacan cómo el desarrollo de calificaciones puede ser una herramienta importante para reducir la pobreza y la exclusión y fortalecer la competitividad y la empleabilidad.

Lors de la Conférence internationale du Travail de 2008, les mandants tripartites de l’OIT (gouvernements, employeurs et travailleurs) ont adopté une série de conclusions uniquement centrées sur ce problème. Elles fournissent des directives pratiques en vue de renforcer l’éducation, la formation professionnelle et la formation tout au long de la vie, qui constituent les piliers essentiels de l’employabilité des travailleurs et du développement durable des entreprises dans le cadre de l’Agenda du travail décent.
