UNDP Regional Bureau for Africa’s (RBA) Working Paper Series Volume 1, No.1 The specific objectives of the research project are to: (i)Provide a comparative analysis of inequality and examine several forms of elasticity of poverty and inequality across African countries and sub-regions;

(ii)Identify key factors responsible for the inequality and poverty changes observed in Sub-Saharan Africa during the last twenty years, so as to orient future policies towards inclusive growth. An important objective is to identify best practice policies and programs in countries that have experienced favourable progress on inequality trends over the past decade;

(iii)Examine empirically whether the countries which experienced a transition to democracy and the election of more accountable governments experienced improvements in growth and or inequality, and assess whether trade-offs (if any) between these two are unavoidable or can lead to win-win situations;

(iv)Analyze the relative importance of various economic, social and political factors in the observed changes in inequality and poverty in different clusters of economies; and

(v)Identify existing bottlenecks still impeding rapid progress such as dependence on commodity exports, weak industrial policy, reliance on volatile foreign savings, as well as other impediments that could hinder progress in sustaining an inclusive pro-poor growth in the future.

Paper presented at the 2016 Jobs & Development Conference, 2- 3 November. This paper analyses the economic impacts of growth on poverty in Sub-Saharan Africa, exploiting a rich and unique dataset covering 56 countries between 1990 and 2012. Albeit the high economic growth rates of the last decades, there have been increasing concerns that growth is not benefiting African population at large. In line with the view that certain sectors are more poverty reducing than others, we find that during the period 1990-2012 productivity gains in agriculture played a smaller role in Africa than elsewhere. At the same time, employment shifts out of agriculture have contributed only half as much to poverty reduction than in the rest of the world, and especially there has been no impact of movements into manufacturing employment, which instead have been at the basis of the poverty reducing strategies of South and East Asia in the past decades. Forecasted projections for the years to come suggest that African governments would need to double their efforts towards structural transformations in order to achieve sustained poverty reduction.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Implementing the G20 Training Strategy

In Nepal, the Labour Market Information and Employment Services (LIfE) project, funded by the Korea International Cooperation Agency (KOICA), helps to improve access to basic information and services that can help job seekers, in particular youth, make well-informed choices about education, training, and employment.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Implementing the G20 Training Strategy: The “Skills for Employment and Productivity in Low Income Countries”, a project being implemented by the ILO, with support from KOICA of South Korea.

Unemployment and underemployment are major concerns throughout the developing world, but are particularly acute in Mozambique. Tackling these challenges requires effective measures to increase employment opportunities for the growing supply of labour, in particular women and men living in rural areas, with the relevant and quality skills they need to enter the labour market. The “Skills for Employment and Productivity in Low Income Countries” project being implemented by the ILO, with support from KOICA of South Korea, addresses the need to create more quality jobs and increase the employability of vulnerable groups, in particular young women and men in Mozambique. The ILO’s Chief Technical Advisor in the country, Ana Cristina Paulo, talks about the project, now approaching the midpoint of its three-year period.

Empirical Evidence Using STEP Data Most research on the economic payoffs of skills has used individuals' level of schooling attained -- typically years or level of education or training received—as a key proxy for skills. Such research has consistently found that individual returns to schooling are positive and that returns tend to be higher in low- and middle-income countries than in higher-income countries. However, years in school is only one proxy for skills -- are these returns still observed using other measures as proxies?
This study uses data from the STEP Skills Measurement Survey to examine the extent to which there is an independent association between cognitive and noncognitive skills and earnings in low- and middle-income countries. The study uses measures of reading proficiency and complexity of on-the-job computer tasks to proxy cognitive skills, and personality and behavioral measures to proxy noncognitive skills. The results demonstrate that even when controlling for schooling and background factors, these skills pay off in the labor market. This is particularly the case for the measures of cognitive skills, while noncognitive skills show some significant, but small, effects on earnings. The findings also suggest that there is significant heterogeneity across countries in how skills are valued in the labor market.

Part of a series of case studies highlighting effective models of work-based learning supported by Jobs for the Future. The Industrial Manufacturing Technician Apprenticeship (IMT) fills a major gap in the professional development and career pathway of entry-level production workers—the largest manufacturing job category—in diverse manufacturing sub-sectors. Although the manufacturing industry has a long tradition of using apprenticeship to train workers for highly skilled occupations such as industrial maintenance mechanics and pattern makers, little formal training was deemed necessary for workers in entry-level production positions. In recent years, as manufacturers have incorporated lean manufacturing, statistical process control, and computer numerical control (CNC) processing into entry-level manufacturing jobs, the skill requirements of entry-level jobs have increased. Not only have manufacturing employers found it difficult to recruit and retain qualified production workers, they have also had difficulty finding candidates within their current workforce who are qualified to train for high-skilled occupations. This publication describes how the IMT Apprenticeship addresses both of these challenges.

A recurring issue for education policy-makers is the labour market effect of the long-term global mass expansion of higher education, particularly on what is a “graduate job”. The traditional assumption is that graduate jobs are virtually coterminous with professional and managerial occupations. This paper develops the concept of graduate jobs, and puts forward a simple framework for the determination of graduate jobs. It considers existing graduate jobs classifiers, and reviews the existing internationally comparative literature. It then introduces the Survey of Adult Skills (PIAAC), and describes the key indicators used in the classification. It also presents findings from analyses of the prevalence of graduate jobs. And finally, the paper concludes and discusses some limitations.

This report presents the findings of a study conducted between August and September 2013 across eight governorates to assess the status of Technical Vocational Education and Training (TVET) in Jordan, perceptions of TVET amongst employed and unemployed youth, students, as well as the business community. The study also attempted to measure the appeal of TVET as a potential career path, as well as a potential supply of labour, awareness and knowledge of training centres and offerings to both youth and business community, and how the latter can benefit from TVET.

The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The development of the German vocational education and training system and more specifically of the dual system relies on regular data collection. Statistical analysis and surveys are continuously informing policy decisions and supporting practices. Traditional aspects of apprenticeship in terms of indicators on apprentices, companies or occupations are provided in this document. The report delivers in-depth data on matching relationship between training system and labour market needs and oversights on future shortages of skilled workers in Germany. It is also a selection of the most relevant and actual data on the German Vocational Education and Training system.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Based on the OECD data from the Survey of Adult Skills (PIAAC) this paper sheds light on the skills of migrants. In line with earlier research the data show that migrants from Poland are more likely to have a tertiary degree than peers at home, but they often work in elementary professions abroad that do not match these high qualifications. This may well be at least partly a language issue, as migrants from Poland resemble migrants from other low-income countries in that their numeracy and literacy skills in the language of their host country is markedly lower than the average across all PIAAC participants, migrants or not. This gap is smaller, though, when looking only at migrants who report having been tested in a language that they use often and master well. The data reveal an interesting difference with migrants from higher-income countries, as their test results do not differ from the average, although they face the same language issues as other migrants. The reason may well be that only migrants from low-income countries can hope to earn higher wages abroad even if they work in low-skill professions, while migrants from higher-income countries need to master the language of their host country to do well. In fact, Polish migrants earn higher wages than their peers who stayed at home, even though they are particularly often overqualified.
