This report provides a statistical overview of vocational education and training (VET) and lifelong learning in European countries. Data are presented in the form of statistical snapshots, one for each of the 31 selected indicators. To the extent allowed by data availability, data are presented for the 27 European Union Member States and for Croatia, the former Yugoslav Republic of Macedonia, Iceland, Norway, Switzerland and Turkey.

The report complements a recent Cedefop publication 'On the way to 2020: Data for vocational education and training policies. Country statistical overviews (Cedefop, 2013)' which has made use of the same data but has organised them in a different way. While the previous report offered a set of country snapshots (one per country), this report offers a set of indicator snapshots (one per indicator).

Data are based on international statistics, enabling comparisons of countries and statistical averages for the European Union. The overviews comprise 31 selected indicators that separately and together provide meaningful information about the position of each country in relation to the priorities of European VET and lifelong learning policy, and in comparison to EU averages. Indicators are supplemented by a short commentary highlighting particularly interesting observations for each indicator.

The publication provides a statistical overview of vocational education and training and lifelong learning in European countries. Data are based on international statistics enabling comparisons of countries and statistical averages for the European Union. The report defines a concise set of 31 core statistical indicators quantifying key aspects of VET and lifelong learning to help describe, monitor and compare European countries and their progress. The indicators are selected based on their policy relevance as well as on their importance to achieving the objectives of the Europe 2020 strategy. Taking 2010 as the baseline year, to coincide with the launch of the strategy and the revised European VET policy framework, 31 core indicators are published for each country – the 27 European Union Member States and, where data are available, for Croatia, the former Yugoslav Republic of Macedonia, Iceland, Norway, Switzerland and Turkey.

The overarching objective of this study is to address the skills requirements of the manufacturing sector in Ireland over the period 2012-2020. Specifically this entails an analysis of global drivers of change; a statistical profile of skills supply and demand in the sector; a quantitative assessment of future skills needs through economic modelling; a qualitative assessment of future skills needs identified through consultations with enterprises and industry stakeholders; and recommendations to address immediate and future skills requirements. The report highlights the importance of continuous up-skilling requirements across all occupations. It argues that the manufacturing sector needs to do more to promote and boost the attractiveness of manufacturing as a career choice since there are highly varied and rewarding career paths within the sector, with good potential for mobility, however, these are often not apparent to students or those working outside of the sector.

El Instituto Nacional de Formación Técnico Profesional (INFOTEP) preocupado por ofrecer una mejor respuesta a la necesidades de capacitación de los recursos humanos de los distintos sectores de la economía del país y contribuir a su desarrollo, realizó este estudio en el área de edificaciones, con el objetivo de brindar capacitación en función de las nuevas tecnologías que impactarán este importante sector de la economía nacional en los próximos 10 años.

El estudio fue coordinado por la OIT/CINTERFOR con el apoyo del Servicio Nacional de Aprendizaje Industrial de Brasil (SENAI), responsable de la transferencia de la metodología prospectiva, a través de la realización de varios talleres a las diferentes instituciones de la red.

El sector construcción es uno de los sectores que más aporta al crecimiento económico de la República Dominicana. Es un gran generador de empleo directo e indirecto y contribuye a la dinámica económica y al desarrollo del mercado. Es de gran importancia por la cantidad de empresas constructoras que involucra en forma directa, por su efecto dinamizador en una alta gama de insumos que demanda y la gran cantidad de puestos de trabajo que crea.

Los resultados de este estudio serán de gran utilidad para la institución, además de ser una guía necesaria para modificar los programas existentes del sector construcción civil y crear nuevos planes de estudios, anticipándose a las nuevas demandas del mercado laboral.

OECD Local Economic and Employment Development (LEED) Working Papers, 2010/04 The paper provides an overview of different approaches to the measurement of skill utilisation. It addresses two questions:

1. How can skills demand and skills utilisation be best measured at the local level?
2. What efforts to improve skills utilisation at the local and regional level have been undertaken in OECD countries in recent times?

The study summarises initiatives undertaken in various countries to improve the use of skills. As this is a new area of policy concern, initiatives directly related to skills utilisation are limited. Consequently, the paper deals with policies and programs that addressed similar issues in the past – especially those directed at (a) changing approaches to the deployment of labour in the workplace and (b) initiatives directed at actively linking workforce to industry development. The paper concludes by providing an initial assessment of what the readily available literature reveals of relevance to policy makers interested in improving both data collection and practice concerning skill utilisation.

This paper is the result of a joint partnership between the Social Protection Unit of the World Bank and the Korean Ministry of Labor on Skills Development. This partnership was aimed at better understanding the Korean skills development strategy and drawing lessons and best practices for developing countries. This study aims to evaluate the impact of training offered to the unemployed in Korea. It focuses on analyzing the respective employment and earnings effect. The study also provides policy recommendations to developing countries that would be interested in learning from the Korean experience.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This comparative report presents the results of the 2011/12 migration survey on the relationship between skills, migration and development in Armenia and Georgia. Results are discussed separately for the three groups defined by the survey: non-migrants, that is, respondents who reported that they were not seriously considering moving abroad; prospective migrants, who reported that they were seriously considering migration; and returned migrants, who had previously spent at least three months abroad. The report shares interesting findings on the skills dimension of migration and conatins policy implications.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

In the transition to a market economy, the Russian workforce underwent a wrenching period of change, with excess supply of some industrial skills coexisting with reports of skills shortages by many enterprises. This paper uses data from the Russia Competitiveness and Investment Climate Survey and related local research to gain insight into the changing supply and demand for skills over time, and the potential reasons for reported staffing problems and skills shortages, including labor turnover, compensation policies, and the inhibiting effects of labor regulations. It discusses in-service training as an enterprise strategy for meeting staffing and skills needs, and presents evidence on the distribution, intensity, and determinants of in-service training in Russia. It investigates the productivity and wage outcomes of in-service training, and the supportive role of training in firms' research and development and innovative activities. A final section concludes with some policy implications of the findings.
