The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Work4Youth Publication Series No. 3

This report presents the highlights of the 2012 School-to-work Transition Survey (SWTS) and Labour Demand Enterprise Survey (LDES) run together with the Liberian Institute of Statistics and Geo-information Services within the framework of the ILO Work4Youth project. The SWTS and LDES, implemented in 2012 with a second round planned for 2014, can serve as principal tools for monitoring the impact of policies and programmes outlined in the National Employment Policy and other national policy instruments. This report is intended for the policymakers and social partners that are concerned with the implementation, monitoring and evaluation of the youth-related policies and programmes. It analyses indicators generated from the survey and presents a detailed picture of youth in the labour market with a specific focus on the quality of youth employment.

This study is a meta-analysis of the evidence available in literature on the economic benefits of vocational education and training (VET) at company level. It is based on 62 studies and 264 estimated effects, covering many different company performance and training indicators. The meta-analysis concludes that VET has a positive and significant effect on the economic performance of firms. This result is valid for most performance indicators and VET indicators, and is also robust to the methodology used in the studies. Evidence on the effects of different types of training is limited because this aspect is not recorded in most of the studies. Similarly, a clear relationship between size of investment and size of the effect on productivity was hard to establish for the limited comparability of the VET variables and estimated effects collected.

To characterize the specific youth employment challenges and to support policymakers in designing adequate instruments to support the transition of young people into employment, the ILO has developed a school-to-work transition survey (SWTS), a household survey of young people aged 15-29. The SWTS, implemented in Cambodia in 2012 with a second round planned for 2014, can serve as a principle tool for monitoring the impact of policies and programmes outlined in national instruments. This report is intended for the policymakers and social partners that are concerned with the implementation, monitoring and evaluation of the youth-related policies and programmes. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

First Results from the Survey of Adult Skills

The OECD Skills Outlook presents the initial results of the Survey of Adult Skills (PIAAC), which evaluates the skills of adults in 24 countries. It provides insights into the availability of some of the key skills and how they are used at work and at home. A major component is the direct assessment of key information-processing skills: literacy, numeracy and problem solving in the context of technology-rich environments.

The SWTS, implemented in 2012 with a second round planned for 2014, can serve as a principle tool for monitoring the impact of policies and programmes outlined in the National Action Plan on Youth Employment (NAP) and other national instruments.This report is intended for the policy makers and social partners that concern themselves with the implementation of the NAP and other youth-related policies and programmes.

The indicators generated from the survey and analysed in this report aim to present a much more detailed picture of youth in the labour market than what can usually be derived through standard surveys, including the labour force survey. Unemployment among youth is a major national concern, but it is also important to consider the quali ty of work made available to the young population. Does the work provide the wages and security necessary to empower young people to move toward self-sufficiency in their pending adulthood? The emphasis on quality of employment in this report should help to answer this question. The report also draws attention to the path and duration that young people’s transition from school to work takes and draws conclusions on characteristics or experiences that make for a smoother transition.

Со цел да се карактеризираат одредени предизвици на вработувањето на младите и да се поддржат креаторите на политиката при планирање на соодветни инструменти за поддршка на младите при премин кон вработување, МОТ изготви анкет а за преминувањето од училиште кон работа (АПУР), анкета на домаќинства во кои има млади на возраст од 15 до 29 години. АПУР, која што се спроведе во 2012 година, а вториот циклус се планира за 2014 година, може да послужи како основна алатка за следење на влијанието на политиките и програмите наведени во Националниот акциски план за вработување на младите (НАП) и други национални инструменти. Овој извештај е наменет за креаторите на политики и социјалните партнери што се вклучени во спроведувањето на НАП и другите политики и програми поврзани со младите.

Показателите што се генерирани од анкетата и се предмет на анализа на овој извештај, имаат за цел да дадат многу подетална слика за младите на пазарот на трудот, отколку што е случај со стандардните анкети, вклучувајќи ја и анкетата на работната сила. Невработеноста меѓу младите е голема национална грижа, но исто така, важно е да се земе предвид и квалитетот на работата што се нуди на младото население. Дали работата ги обезбедува неопходната плата и сигурно ст што би им овозможило на младите македонски граѓани да бидат самодоволни во иднина? Акцентот на квалитетот на вработувањето во овој извештај треба да помогне во одговорот на ова прашање. Со извештајот се истакнува патот и времетраењето на преминот на мла дите од образование кон работа и се изнесуваат заклучоци за карактеристиките или искуствата што би придонеле кон полесен премин.

The synthesis draws on country reports from Croatia, Egypt, Kyrgyzstan, the Republic of Moldova, Montenegro, Serbia, Turkey and Ukraine. These eight countries differ in many respects, including size, economic structures, location, history and institutional background, but three particular groups may be distinguished: transition countries which were part of the former Soviet Union, transition countries from former Yugoslavia, and Mediterranean countries.

This report looks at the experience of anticipation and matching of the demand for and supply of skills in these countries, drawing upon a broad range of previous work in this area. It analyses the practices described in the country reports on the basis of a conceptual framework that distinguishes matching and anticipation as different sets of practices performed by various kinds of actors and shaped by institutional and organisational frameworks.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

It highlights the main structural issues affecting school-to-work transition and early career experiences of youth with different levels of education and discusses the key short-term policy challenges to cushion the impact of the crisis on at-risk youth.
