The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. Effective mechanisms for financing skills development vary according to countries’ economic and political circumstances and the degree and level of social dialogue established.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Les principaux objectifs de la politique nationale indienne sur le développement des qualifications sont d’améliorer la pertinence et la qualité de la formation professionnelle, de rendre les programmes mieux centrés sur la demande et adaptés aux besoins du marché du travail, et de rendre le marché du travail plus accessible aux jeunes, aux femmes et autres groupes minoritaires reconnus comme étant défavorisés. La politique englobe une gamme d’initiatives qui tiennent compte des bonnes pratiques internationales, dont la contribution des partenaires sociaux à la formation, dans le cadre de partenariats public-privé par exemple, et au processus de validation, ainsi que des approches sectorielles en matière de développement des qualifications.

G20 Meeting of Labour and Employment Ministers: country policy brief The policy brief explores labour market policies put in force by the Australian government as a response to the recent crisis. Their focus has been on skills development, increased resources for training and special assistance for disadvantaged groups and regions. Since 2009, the main vehicle for delivering this approach has been the Jobs and Training Compact. The brief provides an overview of this initiative, describes its key objectives, measures included in it and target groups.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. The National Skills Strategy was developed in extensive consultation with various stakeholders, including local and international experts, relevant Ministries, provincial governments, training providers, trainees, private sector associations and Chambers of Commerce. Pakistan’s National Skills Strategy (2009-2013) proposes a paradigm shift from curricula-based education to competency-based training. It sets the following objectives:

1. Providing relevant skills for industrial and economic development
2. Improving access, equity and employability
3. Assuring quality

The Strategy emphasizes the importance of enhancing the role of the private sector in policy making, designing and setting standards in training; improving apprenticeship training systems and providing more flexibility in industries’ selection of trainees and the structure of the training.

This note presents a brief overview of Public Employment Services (PES) in Egypt, describes the institutional framework for public delivery of Active Labor Market Programs (ALMPs) there and proposes a policy framework to improve employment services in the country.

The note is structured as follows. Section 1 presents PES international best practice. Section 2 describes the institutional framework governing employment services in Egypt. Sections 3 and 4 describe provision of labor intermediation and technical and vocational education and training (TVET) in Egypt. Sections 5 and 6 describe the country’s existing Public Works and Regional Development Programs as well as entrepreneurship programs followed by a brief conclusion.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

An initiative to unleash the potential of young people to achieve smart, sustainable and inclusive growth in the European Union Youth on the Move is a comprehensive package of policy initiatives on education and employment for young people in Europe. Launched in 2010, it is part of the Europe 2020 strategy for smart, sustainable and inclusive growth.

This initiative aims to improve young people’s education and employability, to reduce high youth unemployment and to increase the youth-employment rate – in line with the wider EU target of achieving a 75% employment rate for the working-age population (20-64 years) – by
• making education and training more relevant to young people's needs;
• encouraging more of them to take advantage of EU grants to study or train in another country;
• encouraging EU countries to take measures simplifying the transition from education to work.

This consultation reviews the skills needed to decarbonise three key sectors – Power, Transport and Construction/Built Environment – that face specific skills needs. Beyond these sectors, the document sets out an approach to stimulating the skills solutions that are needed to decarbonise the entire manufacturing and process industry supply chains and make the most efficient use of resources in the UK. It also lays out the opportunities for growth and carbon savings in the food and advanced manufacturing sectors and the skills needed there. A wide range of cross-cutting skills will be needed, many of which will combine traditional professional disciplines with emerging industrial applications, such as composites.

The document identifies five key challenges for employers, the skills system and Government:
• Delivering significantly higher volumes of generic Science, Technology, Engineering and Mathematics (STEM) skills at all levels;
• Developing and delivering rapidly the specialist skills solutions that will be needed for emerging sectors and technologies;
• Getting more young people and adults interested in low carbon careers, skills and qualifications;
• Stimulating employer demand for and investment in low carbon skills;
• Replicating good practice rapidly in each of the above, within and between emerging sectors.

The document highlights as case studies the range of innovative measures which have already brought together employers, sector skills councils and the wider skills system to articulate low carbon skills needs and develop prototype skills solutions.
