The paper analyses the potential of private sector involvement in Technical and Vocational Education and Training (TVET) in Viet Nam in response to Vietnamese government’s interest in increasing the involvement of the private sector in TVET as a key instrument to raise additional resources for vocational training implementation and to improve quality and relevance of the training outcome.

The objectives of this draft concept paper are to:
• Provide an overview on framework conditions for business sector involvement in training provision, and identify potentials and constraints of a further development of a private training market;
• Improve the understanding about the extent, characteristics, constraints and potentials of enterprise-based TVET institutes in Viet Nam;
• Provide an overview about existing forms of cooperative TVET delivery (internships and other cooperation between TVET institutes and business sector);
• Analyse the business sector representation in TVET governance (e.g. standard setting, assessment and governing of institutes) and to assess how this involvement can be further improved;
• Identify knowledge gaps and recommend further research.

The study is based on a rapid appraisal of the subject that focussed on qualitative interviews with a number of sector experts, companies and TVET institutes. It concludes with recommendations on how to strengthen the role of the business sector and to improve the cooperation of enterprises with TVET institutes of various kinds.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. The mapping project has been conducted in anticipation of the ILO project Promoting Decent Work for People with Disabilities through a Disability Inclusion Support Service (INCLUDE). The overview presented in this report is a result of a mapping exercise of the existing situation regarding access of people with disabilities to vocational training, conducted in preparation for implementation of INCLUDE in Vietnam in July 2008.

This paper focuses on the estimation of skill/industry premiums and labor force composition at the national and sector levels in seven East Asian countries with the objective of providing a comprehensive analysis of trends in demand for skills in the region. The paper addresses the following questions: Are there converging or diverging trends in the region regarding the evolution of skill premiums and labor force composition? Are changes in skill premiums generalized or industry-related? How have industry premiums evolved? The analysis uses labor and household surveys going back at least 10 years. The main trends emerging from the analysis are: (a) increasing proportions of skilled/educated workers over the long run across the region; (b) generally increasing demand for skills in the region; (c) the service sector has become the most important driver of demand for skills for all countries (except Thailand); (d) countries can be broadly categorized into three groups in relation to trends and patterns of demand for skills (Indonesia, Philippines, and Thailand; Vietnam and China; and Cambodia and Mongolia); and (e) industry premiums have increased in three countries of the region (Philippines, Thailand, and Cambodia). These trends point to several policy implications, including that governments should focus on policies promoting access to education to address the increasing demand for skills and/or persistent skill shortages; support general rather than specific curricula given broad-based increases in skill premiums in most countries; better tailor curriculum design and content and pedagogical approaches to the needs of the service sector; and target some social protection programs to unskilled workers to protect them from the "unequalizing" impact of education.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Co-ordination mechanisms between TVET and enterprises in different economic sectors are eminently important for the relevance of TVET to both employers and job seekers. Such mechanisms, linkages and “bridges” between training providers and companies cannot follow one uniform design or format under different economic, social and cultural circumstances. In addition, there are a multitude of stakeholders in training, with varying and sometimes conflicting interests, objectives and priorities; and these stakeholders are not the same in every country. In 2007, the Vietnamese General Directorate for Vocational Training (GDVT) organized a workshop in order to establish closer links between training providers and companies in the various sectors of the Vietnamese economy. One of the leading ideas was to scrutinize the Vietnamese experiences and examine them against those in neighbouring countries which have some cultural features in common with Vietnam: Thailand, the Peoples’ Republic of China and the Republic of Korea. In addition, experts from a country well-reputed for linking company- and school-based TVET, namely Germany, were invited, which enabled the participants of the workshop to take part in a captivating dialogue between different cultures about the varying approaches and the solutions found in the Asian and European contexts.

This booklet analyses the information system supporting school-to-work transition in selected countries in the Asia-Pacific region. The rationale for the study is underpinned by the importance of accurate and reliable information as the starting point of successful TVET policy. The booklet explores key policy issues and challenges currently confronting governments, and likewise provides a set of recommendations for policy makers to address these issues, drawing from examples of countries in the region. This publication fills a long-standing need for a clear and comprehensive analysis of a pressing policy issue that has not been sufficiently explored previously. It is hoped then that it will serve as a key resource for policy makers, practitioners and stakeholders and contribute to informed decision making and progress in TVET policy, research and practice. This booklet was prepared within the framework of a regional thematic study conducted by UNESCO Bangkok in collaboration with the UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

OECD Local Economic and Employment Development (LEED) Working Papers, 2012/12 This report discusses inputs and conclusions from two experts’ meetings of the “Skills and Employment Strategies in Southeast Asia Initiative” (ESSSA) held in Tokyo in 2010 and Shanghai in 2011 on integrating skills development strategies. It includes brief country-specific chapters of skills development strategies and policies from the following 15 countries: Australia, Cambodia, China, Hong Kong, China, India, Japan, Korea, Malaysia, Mongolia, Nepal, Pakistan, Philippines, Singapore, Thailand and Viet Nam. Together, these countries represent one of the most dynamic regions in the world, with steady growth, even during the recent financial crisis.This publication is an initial insight into the skills challenges ahead for Asian economies but also of the originality of the approaches and the pathways they are choosing.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Final Report of the Seminar of TVET experts from selected UNEVOC Centres in Asia and the Pacific on school to work transition that took place in Tokyo, Japan, 23-30 January 2007. The meeting was organised by the Japanese National Institute for Educational Policy Research (NIER) in collaboration with UNESCO-UNEVOC. Using case studies from the Asia-Pacific region and Australia, the report focuses on technical and vocational education and training (TVET) as a means to preparing school leavers for the world of work and on policies and strategies supporting young people through the actual transition process. The report comprises case studies from 15 countries and summarizes the findings of the seminar on TVET that was co-organized with The UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

The National Action Plan to Support People with Disabilities is the main policy document for persons with disabilities in Viet Nam. It aims to "provide opportunities for people with disabilities to participate fully and equally in social activities, to improve quality of life for people with disabilities and to build a barrier-free society and for the rights of people with disabilities." Key activities of the plan include: a national survey on disability, development of a national disability database and standardized criteria for classification of disability, revision or replacement of existing disability laws, establishment of self-help groups, and access to social security and poverty reduction programs.
