There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Presented at the APEC Forum on Human Resources Development, Chiba, Japan 14 – 16 November, 2007 This paper maintains that most career development efforts are directed to occupation and preparation in response to technological advances, new management process, and the changing economy. However, other workplace characteristics have career implications as well –characteristics such as the changing conditions of employment, alternative work arrangements, and aging population. Career development in the education and training of youth and adults must move to new levels to keep up with these workplace developments. Career management skills such as creative thinking and problem solving may have a new focus as workers strive to navigate through new and uncharted employment practices for their sustainable career development throughout working life.

Asia-Pacific Education System Review Series No. 9 The purpose of this report is to provide insight into transversal skills education in Technical and Vocational Education and Training (TVET) by examining teaching and assessment of these skills in selected countries of the Asia-Pacific region. There are different understandings and conceptualizations of transversal skills across countries but in general these skills refer to a number of important competencies for life and work (namely communication, entrepreneurship, problem-solving, innovation, collaboration skills, etc.) that can be acquired through education and training and can help people better progress through pathways between education levels and across employment sectors.

This report is part of the OECD’s ongoing work on building effective national and local skills strategies. Skills have become the key driver of individual well-being and economic success in the 21st century. Without proper investment in skills, people languish on the margins of society, technological progress does not translate into growth, and countries are unable to compete in increasingly knowledge-based global economies. Effective skills systems connect skills with economic development to deliver prosperity and social cohesion.

The OECD Skills Strategy provides countries with a framework to analyse their strengths and weaknesses as a basis for taking concrete actions according to the three pillars that comprise a national skills system: 1) developing relevant skills from childhood to adulthood; 2) activating these skills in the labour market, and 3) using these skills effectively in the economy and society. This diagnostic report presents the main outcomes of Korea’s collaborative project with the OECD, which ran from July 2013 to February 2014. It identifies 12 skills challenges that need to be addressed to build a more effective skills system in Korea.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This report was produced in the framework of the project, ‘Skills for green jobs’ Since Korea’s Green Growth National Vision announcement in August 2008, Korea is attracting global attention to its comprehensive nation-wide policy measures and implementation efforts. This report particularly presents the changes in the labour market due to greening initiatives and skills development strategies for emerging green jobs. The objectives of this report are:

1) To explain major policy measures including general environmental strategy towards a green growth, green response to the current economic crisis, and skills development strategy in response to greening in Korea;
2) To discuss the green structural change and its impact on the labour market, and to outline the plans that Korea has put in place for skills response;
3) To present case studies that show actual examples of skills response to green economy in various sectors; and
4) To discuss the general issues, challenges and limitations of the current approach and suggest policy recommendations.

Korea’s economy has grown rapidly and dramatically through an active industrial policy and the development of high-technology manufacturing and energy-intensive heavy industry. However, this model has had its limitations, resulting in a shift towards ‘green growth’ as a means of sparking innovation, job creation, improved energy security, and a quality of life.

The government estimated that an investment of USD 105 billion on green growth between 2009 and 2013 would lead to the creation of approximately 1.18 million jobs. To realize this potential impact on the labour market, a broad set of policy measures for green job creation, technological development, and vocational training were developed at various levels and sectors, covering individuals ranging from young students to professionals.

This research brief examines what countries have learned from the implementation of training and retraining programmes as part of their recovery strategies in response to the global economic crisis of 2008–09. The brief summarizes the findings of studies of experience in nine countries – Belgium, Canada, Germany, Republic of Korea, Peru, the Philippines, South Africa, the United Kingdom and the United States (Hansen, 2012). The findings presented here show how training and retraining can form an integral part of effective crisis response strategies; although, in the absence of impact evaluations, these findings must be considered provisional, they nevertheless offer useful indications of the factors behind both success and difficulty in implementing such measures

The world of learning and the world of work are separate but linked. While one involves learning, the other produces goods and services. Neither can thrive without the other. OECD Reviews of Vocational Education and Training In Korea most young people commence secondary education at either a general, non-specialist high school or at a vocational high school. Upon the completion of secondary education, many students take the Korean Scholastic Aptitude Test (KSAT) which determines the type of postsecondary institution and vocational education and training (VET) to which they would be eligible. Given the economic and technological progress within Korea, concerns abound regarding the appropriateness of training programmes to labour market needs, programme funding, and the need for more engagement between employers and unions. This Report seeks to address these and other issues.

Asia-Pacific Education System Review Series No. 7

This booklet focuses on making TVET accessible to more young people in Asia and the Pacific. It gives an overview of vocationalisation as a concept and introduces ways of integrating TVET at secondary level. The study also considers the question of whether vocationalisation of secondary education is a valid policy option at all.

Given the diversity of the region, there is a range of ways in which vocationalisation is taking place in practice. Drawing on the experiences from five countries in the Asia-Pacific region (China, Malaysia, Republic of Korea, Thailand, Republic of Uzbekistan), the booklet paints a picture of vocationalisation strategies within the region and, by discussing them critically, provides valuable policy advice.

The main purpose of this booklet is to be a useful resource document for policymakers and practitioners, enabling them to make informed decisions on policies which could allow their countries to benefit from TVET at secondary level, and thereby permit young people to develop their full potential and lead productive and fulfilled lives.
