The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Skills for transition to formality

Most young people around the world do not have the chance to attend formal institutions of learning. The capacity of formal education and training systems is often limited due to inadequate training infrastructures and the relatively high costs of full-time, centre-based training. Consequently, large numbers of youth are learning and then working in the informal economy. 

Informal apprenticeship systems that transmit the skills of a trade to a young person in a micro- or small enterprise have operated for generations in many countries. They are considered by far the most important source of skills training in Africa and South Asia.

Women and men in the informal economy often do not possess a formal proof of their skills. Skills acquired informally are not visible and hence are often not recognized by employers. Transitions to the formal labour market can also be facilitated if skills are assessed and recognized. Systems of Recognition of Prior Learning are being introduced by countries to offer access to further learning or to formal labour markets.

Winning proposals offer innovative solutions for labour formalization in Latin America and the Caribbean through new technologies and skills development.

The International Labour Organization announced the two winning proposals of the 2nd Skills Challenge Innovation Call aimed at identifying solutions in the area of e-formality. The winning entries come from Ecuador and Brazil.

The call led to the identification of 60 innovative solutions in the areas of e-formality and skills development to contribute to the recovery of formal employment in the region after the massive job losses caused by COVID-19.

Five proposals, from Brazil, Ecuador and Chile, were shortlisted as finalists and invited to present their ideas to an international jury during a virtual event broadcasted live on 4 November 2021. Nearly 1,500 viewers from different regions of the world followed the event and voted for their favourite proposals.

After a rigorous evaluation process that took into account the jury\'s assessment and the public vote, the ILO selected the two winning proposals:
  • First prize (USD 30,000)Encadenamientos productivos digitales, submitted by the Guayaquil Chamber of Industries (CIG) of Ecuador. This initiative consists of the development of a virtual platform (including a mobile app and a web app) to support Micro, Small and Medium enterprises (MSME) in managing their inventory, improving the quality of their products/services and achieving supply chain traceability. It also uses real-time industry analytics to integrate MSME suppliers from vulnerable segments with industry clusters and large companies in order to generate sustainable business relationships and shared value.

  • Second prize (USD 20,000)#ElasporElas: Ferramenta de Educação Digital para o Empreendedorismo, led by Brazil\'s Serviço Social da Indústria (SESI). This digital education application aims at promoting the formalization of women in contexts of social vulnerability by supporting digital inclusion, formal entrepreneurship and financial independence of female victims of violence.
In addition to the financial support of USD 30,000 (first prize) and USD 20,000 (second prize) for the implementation of their proposals, the winning initiatives will receive technical advice for implementing their solutions and opportunities for making connections and getting global visibility.

\"The digital revolution, technological transformations and trends associated with the future of work, which have been accelerated by the pandemic, open an opportunity to adopt innovative solutions that support the insertion of economic units into formal value chains, through the use of new technologies,\" said Vinícius Pinheiro, Director of the ILO Office for Latin America and the Caribbean.

“This call for proposals on e-formality and skills development has shown the enormous potential for identifying innovative and effective solutions for formalization in the region, demonstrating the power of creativity and innovation to improve labour market outcomes”, he added.

\"The ILO launched this 2nd Skills Challenge Innovation Call, recognizing the importance and active roles of individuals and organizations in driving innovation in skill systems and addressing pressing challenges around the informality in Latin America and the Caribbean. Addressing the issue of informality through skills development is not an easy task, but we are so grateful to have received innovative, creative and targeted solutions to overcome these difficulties. This really demonstrate how informality and skills development are interrelated and timely topics that affect the lives of many people and require the engagement of multiple stakeholders on the ground”, explained Srinivas Reddy, Chief of the ILO Skills and Employability Branch.

He added that “it is important that we see the Skills Challenge Innovation Call not as a one-off event, but rather as a first step to build a skills innovation ecosystem that supports great ideas and turn them into real and concrete solutions”.

Higher education in Latin America and the Caribbean (LAC) has expanded dramatically in the new millennium, yet enrollment in short-cycle programs (SCPs) is still relatively low. Shorter and more practical than bachelor’s programs, SCPs can form skilled human capital fast. The economic crisis created by the COVID-19 pandemic has accentuated underlying trends, such as automation, the use of electronic platforms, and the need for lifelong learning. Addressing these demands requires the urgent upskilling and reskilling of the population—a task for which SCPs are uniquely suited. The Fast Track to New Skills: Short-Cycle Higher Education Programs in Latin America and the Caribbean explores the labor market outcomes and returns of SCPs, examines their providers, and identifies the practices adopted by the best programs. Relying on unique data that includes a novel survey of SCP directors in five LAC countries, it finds that while SCPs generate, on average, good labor market outcomes, they vary greatly in quality. SCP providers respond quickly and flexibly to local economy needs; and specific practices related to faculty, job search assistance, and interaction with prospective employers are distinctive of the best programs. Drawing on these findings, The Fast Track to New Skills discusses how to create an environment where good programs are offered and students have the interest and means to attend them. It draws attention to a higher education sector that has been typically overlooked, both in research and policy. The Fast Track to New Skills will be of interest to policy makers, researchers, and the public at large.

Del 16 al 18 de noviembre de 2021 en Madrid, España; se llevará a cabo la 45ª Reunión de la Comisión Técnica (RCT), el foro más importante sobre la formación profesional.

La RCT es una instancia prevista desde su constitución (1963), que sesiona cada dos años y en la cual se consideran la memoria de actividades del bienio anterior, la situación financiera del Centro y la propuesta de plan de trabajo para el bienio subsiguiente, asi como también, se abordan, mediante paneles, entrevistas y conversatorios, los temas principales y desafíos actuales de la formación profesional.

En la misma participan representantes de la formación profesional de los gobiernos, de las organizaciones de empleadores, de trabajadores y de las instituciones nacionales especializadas en formación y desarrollo de recursos humanos, miembros de la red de OIT/Cinterfor.

La 45ª RCT cuenta con el patrocinio del Servicio Público de Empleo Estatal (SEPE) y de la Fundación Estatal para la Formación en el Empleo (FUNDAE); desarrollándose en un momento de reactivación parcial de la movilidad mundial, y la consecuente necesidad de adaptarnos a esta nueva realidad provocada por la Covid-19.

En este escenario, se propone una reunión híbrida donde la participación de las delegaciones pueda ser de forma presencial, en Madrid, o desde sus respectivos países haciendo uso de las tecnologías de la información y la comunicación, ofreciendo la posibilidad de participar en vivo a un número mayor de personas de la región y del mundo.

La reunión está estructurada en bloques temáticos que abarcan:

  • Políticas de formación para la recuperación y la transformación productiva.
  • Brechas de competencias, anticipación de demandas de formación y reconocimiento de aprendizajes previos.
  • Innovación e inclusión en el Aprendizaje de Calidad.
  • El rol de la formación profesional en la transformación digital.
  • Diálogo social y la formación profesional.

Simultáneamente, tendrá lugar el Salón Internacional de Formación para el Empleo, que propone la realización de conferencias para abordar las temáticas centrales sobre el rol y los retos de la formación para el empleo y servir de plataforma para dar a conocer las propuestas formativas y buenas prácticas que permitirán afrontar con éxito dichos retos. En este sentido, también se contará con un espacio para exposiciones, donde un número amplio de expositores públicos y privados, empresas, entre otros compartirán sus productos, servicios y soluciones desarrolladas.

E-formalización y desarrollo de competencias en América Latina y el Caribe

Con el fin de contribuir a una recuperación del empleo en condiciones de formalidad en la región tras la fuerte pérdida de empleos causada por la COVID-19, la OIT lanzó en mayo de este año una convocatoria  en busca de soluciones innovadoras que, a partir del uso de nuevas tecnologías, favorezcan la formalización laboral y de las unidades económicas mediante el desarrollo de competencias en América Latina y el Caribe.

Más de 60 candidaturas fueron recibidas de las cuales cinco fueron elegidas como finalistas (ver finalistas aquí ). Estas propuestas finalistas participarán en el evento “Jornada de ideas, el poder de la innovación” que se llevará a cabo el 4 de noviembre 2021 a las 10:00 (hora de Lima) / 12:00 (hora de Brasilia) /16:00 (hora de Ginebra).

Durante este evento en vivo los integrantes de los equipos finalistas expondrán su iniciativa frente a un jurado de especialistas internacionales. Las propuestas competirán por una oportunidad de ganar USD 30.000 (primer premio) y USD 20.000 (segundo premio), además de recibir apoyo técnico para la creación de prototipos y la implementación de sus soluciones, y oportunidades para establecer conexiones y obtener visibilidad global.

Grenada has faced various socioeconomic challenges within the last decade, including the destruction wrought by Hurricane Ivan in 2004 and the global financial crisis. As a result, economic indicators for Grenada illustrate unfavorable increases in the poverty and unemployment rates, especially among the youth and young adults.
As studies show a shortage of skills throughout the economy skills development has come into focus within the last five years in an effort to stimulate the private sector, which continues to struggle to attract foreign investment. Workforce development (WfD) has been deemed a priority for improving the country’s socioeconomic prospects.
To support the government of Grenada in this effort, the World Bank implemented the diagnostic tool SABER?WfD to assess the institutional bottlenecks that stand in the way of progress; this exercise was viewed by the World Bank as a first step to deepen dialogue around the major WfD challenges that the country needs to address. The results of the assessment presented in this report are expected to assist in clarifying priorities. Over the last decade, the government of Saint Lucia has realized the importance of developing its workforce as
a fundamental condition to improve its economic prospects and socioeconomic status. In an effort to aid the
government in this endeavor, the World Bank has provided a diagnostic tool for the assessment of the
institutional bottlenecks that may be hindering progress. 

This assessment was intended by the World Bank as a step towards deepening dialogue on Saint Lucia’s challenges in workforce development. The SABER?WfD assessment classifies the workforce development system according to four stages of maturity in policy and institutional development as (1) latent, (2) emerging, (3) established and (4) advanced. The SABER?WfD assessment results rate Saint Lucia’s system at the emerging level in the functional dimensions of Strategic Framework and System Oversight and at the latent level in Service Delivery. These results highlight that government leaders are gradually becoming committed to WfD as shown by recent efforts towards setting a national strategy that is aligned with the strategic goals of the Island. The lower score when we shift from strategy to implementation, more so in the dimension of Service Delivery shows that, while WfD is surely becoming a significant political priority, training provision practices are yet to be improved.
The SABER?WfD assessment points to particular areas of Saint Lucia’s WfD system which require attention and
improvement, including: (a) developing a national skills development strategy that is aligned with the Island’s
economic prospects and socioeconomic goals; (b) developing, with the collaboration of the Ministry of Finance,
a budget plan that allows the effective implementation of such strategy and sustainable financing mechanisms;
(c) increasing and improving coordination between relevant ministries and government agencies; (d)
encouraging more institutionalized partnerships between training providers and industry; and (e) developing,
alongside the private sector and industry specialists, reliable assessments of the demand for skills.

Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

As part of the Study on Gender Equality in Vocational Training in Central America and the Dominican
Republic, undertaken between June and November 2020, vocational training institutes were asked
to identify and describe good practices in ensuring women’s equality in accessing, remaining in and
completing the different education and training courses on offer.
