This publication aim is to provide a starting point for a transformation process in the VET systems in LAC, to offer attractive educational solutions for different groups of young people and to lay a solid foundation for developing future skilled workforce that meets the requirements of the private sector translating into growing economies in the region.

The five key messages of this publication are:

* Most importantly, pre-apprenticeships are the “feeder” of quality apprenticeships  and “heal” shortcomings from compulsory schools to smoothen the transition to quality apprenticeships.
* Pre-apprenticeship programs should help to expand existing initiatives of quality apprenticeships in the region because they increase the pool of qualified candidates and, therefore, may lead to more interest on the side of the employers.
* Pre-apprenticeships have the potential to help tackling some of the existing problems in the region like skills gaps, low graduation rates from secondary education, low permeability in the education system, fewer chances for vulnerable groups, high drop-out rates in VET and child labor. 
* The crisis caused by the COVID-19 pandemic is demanding for a new and innovative solution like PaPs and for acting now, because many of the problems mentioned have intensified in the crisis. 
* The inspiring example from Mexico, as well as the reports from Brazil, Colombia, Ecuador, Panama, and Paraguay, illustrate and validate the concept of PaPs that we propose in this publication and confirm that PaPs might be the missing piece in the puzzle for VET in the region.

The ILO is looking for innovative, relevant, feasible, and impactful ideas that, based on the use of new technologies, promote skills development to facilitate the formalization of labour and economic units.

These include solutions that will strengthen skills development and improve apprenticeship systems to reach those in the informal economy. More specifically, innovative solutions that facilitate access to social protection, simplify registration, improve access to finance, increase productivity, support labour inspection, support law enforcement and give a voice to those working in the informal economy.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

La formación profesional, al igual que las demás actividades educativas, ha recibido los impactos de la crisis COVID-19. Durante la peor parte, cerca de un 85% de los participantes en cursos y programas debieron continuar su formación a distancia. Ello significó un enorme reto también para la gestión de los programas, para los docentes y para facilitar el acceso a conexión, medios y equipos digitales. Pero más allá de las consecuencias inmediatas y de la ágil respuesta de las instituciones de formación en la región, se vislumbran ya las nuevas configuraciones en el mundo del trabajo y de la formación.

This guide is part of a series of ILO publications on skills and upgrading apprenticeship in the informal economy. It is based on nine case studies from Africa, Asia and Latin America and demonstrates that bottom-up skills assessments are feasible and yield multiple benefits, yet need to be managed well to be effective. A common feature across the cases is that processes are initiated by small industry and community organizations (SICOs) themselves, and therefore standards are designed, agreed upon and enforced by local labour market actors.

The guide is divided into three main parts: Part A is more analytical and contains an overview of skills assessment practices of small industry organizations, and discusses why SICOs engage in skills assessments. Part B provides practical insight into how to initiate, organize and implement skills assessment, which potential stakeholders to involve, and how to link assessment with formal skills systems. It also discusses some important constraints and how to deal with them. The resource guide concludes with Part C – a section on lessons learnt.

Buenas prácticas en la cooperación Sur-Sur y triangular

El Foro Virtual Tripartito: La promoción del trabajo decente por medio de la inclusión de grupos vulnerables en la formación profesional en América Central, República Dominicana y México en el contexto del COVID-19, organizado por el Centro Internacional de Formación de la OIT (CIF-OIT), la Oficina de la OIT para América Central, Haití, Panamá y República Dominicana (OIT San José) y el Departamento de Alianzas y Apoyo a los Programas Exteriores (OIT/PARDEV), bajo el marco de la Cooperación Sur-Sur y Triangular (CSSCT), involucró a los mandantes tripartitos de la OIT en debates sobre la inclusión de las mujeres, los jóvenes, los migrantes, los refugiados y las poblaciones indígenas en la formación profesional, la utilización de la tecnología en la formación vocacional y el enfoque estratégico de la cooperación Sur-Sur. Como resultado, se fortalecieron, ampliaron y siguieron desarrollando las redes de aprendizaje entre pares y de cooperación Sur-Sur para la formación profesional inclusiva.

Esta compilación de buenas prácticas fue producida por los participantes del foro, y son excelentes ejemplos de cooperación Sur-Sur en la formación profesional para la inclusión de grupos vulnerables.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The Technical Committee Meeting is one of the most important events on vocational training in Latin America.

The Technical Committee Meeting is one of the most important events on vocational training in Latin America. It brings together representatives of national organizations and specialized entities in training and education for work in Latin America, the Caribbean, Spain and Cape Verde, representatives of employers 'and workers' organizations appointed by the ILO Governing Body, as well as observers of national and international cooperation agencies and authorities of other entities related to human resources development.

The 44th TCM will be held from 6 to 8 August in Montevideo, Uruguay, with the support of the Ministry of Labor and Social Security and the National Institute of Employment and Vocational Training of Uruguay. The central theme is: Vocational training for sustainable development, which will be addressed through various conferences with distinguished guests and thematic discussion panels.

The participation of around 200 representatives of the world of vocational training and education is expected. The official languages of the meeting will be Spanish, Portuguese and English. Simultaneous interpretations is foreseen during all sessions.
