The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This edition examines the issue of sustainable enterprises through an in-depth analysis of the characteristics of firms, their strategies and how they relate to enterprise performance and labour market outcomes. The focus of this edition is primarily on formal private sector enterprises and the ways in which they respond to changing global and national contexts. In particular, the report assesses the linkages between various internal strategies to manage and organize human and financial resources – including capital structure, innovation, trade and global supply chains – and competitiveness and labour market outcomes at the enterprise level.

In so doing, the report emphasizes the role of governments and social partners in fostering sustainable enterprises, notably by shaping supporting institutions and policies through effective social dialogue. Yet it highlights that decent and productive employment is fundamentally based on firms fostering equity in employment opportunities, workers’ protection and rights, and investing in workers as well as other important factors of production.

The analysis of the report contributes to the Agenda for Sustainable Development, which places the promotion of job creation, entrepreneurship and the formalization and growth of micro-, small and medium-sized enterprises at the heart of achieving the goal of ‘decent work and economic growth’, and to the ILO’s Future of Work Centenary Initiative.

Research Department Working Paper n°20 This paper presents a systematic collection and assessment of impact evaluations of active labour market programmes in Latin America and the Caribbean The paper delineates the strategy to compile a novel meta database and provides a narrative review of 51 studies. Based on these studies, the quantitative analysis extracts a sample of 296 impact estimates, and uses meta regression models to analyse systematic patterns in the data. In addition to analysing earnings and employment outcomes as in previous meta analyses, we also code and investigate measures of job quality, such as the effects on hours worked and formality.

We find that ALMPs in LAC are particularly effective in increasing the probability of having a formal job, compared to other outcomes. Our results also show that training programmes are slightly more effective than other types of interventions. Moreover, when looking at the sample of training programmes alone, we observe that formal employment is also the outcome category that is most likely to be impacted positively by these programmes. In terms of targeting, we find that ALMPs in the region work better for women than for men, and for youth compared to prime-age workers.

Finally, medium-run estimates are not more likely to be positive than short-run estimates, while programmes of short duration (4 months or less) are significantly less likely to produce positive effects compared to longer interventions.

Many factors, interacting in complex ways, determine a country’s competitiveness, or its ability to increase productivity. The World Economic Forum benchmarks these factors every year in The Global Competitiveness Report, showing how countries advance or fall behind on each factor, ranging from basic education and health to innovation and the transfer of technology.

Building on a long tradition of competitiveness research and benchmarking, the Forum designed the Competitiveness Lab project to help bridge gaps in competitiveness through focused public-private work that is facilitated by the Forum and leads to agendas with actionable reform.

The Competitiveness Lab’s Insight Report of January 2015, 'Bridging the Skills and Innovation Gap to Boost Productivity in Latin America', was well received, and the Forum was encouraged to continue with a second phase that moved beyond diagnosis and into action. The Lab’s Phase II, a country-level initiative, debuted in Colombia in 2015 and Mexico in 2016, with multi-stakeholder workshops prioritizing the Insight Report’s recommendations and identifying which one recommendation could successfully be promoted through public-private collaboration. While the World Economic Forum believes that making progress in competitiveness requires sound diagnosis and detailed analysis, it demands, above all, multi-stakeholder collaboration. Garnering efforts from relevant private- and public-sector entities and agencies in specific projects is one way to design actionable and impactful initiatives to close the gaps.

This report presents the Colombia Competitiveness Lab in detail, and a summary of the Mexico Lab, which is published in Spanish as a companion report. Both plans have been incorporated into the respective competitiveness agendas under steering board-member leadership. The Forum looks forward to implementing the jointly developed work plan and collaborating in the future with Colombia and Mexico, as well as other Latin American countries, within the Competitiveness Lab model.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Part of the ADAPT Labor Studies Book Series. Several major transformations have characterized the world of work in recent years. Those transformations follow different patterns in different countries, yet their dynamics are so interrelated that it is often hard, if not impossible, to distinguish the causal relationships among them. Technological advances, globalization, old and new media, demographic changes, and new production and economic systems are all key factors acting on this ongoing transformation which is impacting both the world of work and society as a whole. In the spirit of Karl Polanyi, the well-known scholar who described the rise of market-based societies, we are led to wonder if we are witnessing a new 'Great Transformation of Work', on such a scale that it might change the very meaning of work in our society, and even its anthropological connotations. Accordingly, this volume investigates and discusses the different aspects of this transformation from a comparative perspective. In order to propose better solutions to cope with these changes, it is necessary to analyze their ongoing dynamics. Lawmakers, unions, scholars and practitioners are all called to do their part in order to achieve the goals of sustainability and fairness of our economic systems.

The annual African Economic Outlook (AEO) monitors the continent’s state of affairs using a collaborative approach. The AEO assesses the recent economic and social situation in Africa, projects likely developments for the near future and explores a special theme on the structure of African economies. The AEO 2017, the 16th edition, examines entrepreneurship and industrialisation in Africa. The African Economic Outlook 2017 presents the continent’s current state of affairs and forecasts its situation for the coming two years. This annual report examines Africa’s performance in crucial areas: macroeconomics, external financial flows and tax revenues, trade policies and regional integration, human development, and governance. For its 16th edition, the report takes a hard look at the role of entrepreneurs in Africa’s industrialisation process. It proposes practical steps that African governments can take to carry out effective industrialisation strategies. Policies aimed at improving skills, business clusters and financing could remove important constraints on African private enterprises.

This flagship publication, which annually reviews all 54 African countries, is a joint effort of the African Development Bank (AfDB), UNDP and OECD.

They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The Korea International Cooperation Agency (KOICA) and the ILO combine to lift the performance of employment service centres across the country.

Nepal has one of the youngest populations in Asia with approximately 7 million of its people aged between 15 and 29. Unemployment amongst this group is verging on 20 percent and large numbers of Nepalese youth leave the country in search of low skilled or unskilled work. As with many low income economies, addressing the skills gap is one of the key policy improvements needed if this pool of potential talent is to find decent work and contribute to the continued development of the country. Strategies to tackle skills deficits are, by necessity, complex and multifaceted. The G20 Training Strategy for Strong, Sustained and Balanced Growth, which provides a policy framework for developing a skilled workforce for the future, identified a number of key elements for a successful strategy. They included among others: anticipating skills need; the participation of social partners; training quality and relevance; broad access of disadvantaged groups to training; and improving labour market information and employment services.

It was on this last measure that the International Labour Organization, with the support of the Korea International Cooperation Agency (KOICA), has intervened in the labour markets of Nepal since 2014. The project is called Labour Market Information and Employment services (LIfE) and it targets five of the 14 Public Employment Service Centres (ESCs) in the country. Well run Employment Service Centres can help identify job growth potential in their regions, assess skill needs, and provide better information to both young persons and their local training providers. They also assist unemployed youth in making well informed choices about education, training, employment or entrepreneurship opportunities.

Saurav Ram Joshi is the National Project Coordinator of the LIfE project. He says that prior to the ILO’s engagement ESCs were concentrating on just one element of the many roles an effective Centre can achieve: “In the early days the ESCs are simply collecting information from the job seekers, they were not effectively communicating with employer organizations. They were not fulfilling other services for job seekers, such as career counselling as well as services for employers.”
