The International Renewable Energy Agency published its annual review of renewable energy and jobs. Global renewable energy employment reached 10.3 million jobs in 2017. Furthermore, IRENA’s analysis suggests that jobs in the sector could rise from 10.3 million in 2017 to 23.6 million in 2030 and 28.8 in 2050. A better understanding of employment along the value chain help decision makers formulate appropriate policies to support the expansion of the renewable energy sector. This entails not just deployment and industrial policies, but also education and training of new workers, efforts to retain skilled and experienced employees, and policies to ensure a just and fair transition from the present energy system to one that features renewables more strongly.

The Commission has developed ESCO, a classification of European Skills, Competences, Qualifications and Occupations available in 26 European languages. As a multilingual digital tool, ESCO connects people with jobs by supporting both employers looking to find the right people for their vacancies and jobseekers looking to find the right jobs for their skills. The ESCO handbook contains general information about ESCO and gives a general overview of the different aspects of the classification. The ESCO handbook contains general information about ESCO version 1.0 (ESCO v1), the first fully fledged version of ESCO. It gives a general overview of the different aspects of the classification and is divided in four parts:

I. What is ESCO? ESCO is a common classification language designed to connect people to jobs. In this chapter, you will learn how it works and how it is structured.
II. Developing ESCO: In this chapter, you will find information about the process that led to the publication of ESCO v1 including the actors involved, the governance structure and the different steps in the development of the classification.
III. Using ESCO: ESCO terminology can be used to support job matching, job searching, career management or labour market analysis. In this chapter, you will learn more about the added value of ESCO and examples of how it can be utilised.
IV. Keeping ESCO up-to-date: In this chapter, you will learn how ESCO has been designed to adapt to the evolution of the labour market and the education and training sector, in order to remain fit for purpose.

This year’s Asian Development Outlook draws attention to opportunities and concerns presented by new technologies in the workplace. The application of new technologies will boost productivity, but at the same time it will displace certain types of jobs. Evidence shows, however, that rising demand and higher output will create jobs, outweighing job displacement, especially with the addition of new occupations and industries that will arise to meet the new needs of producers and consumers. This transition will require a skilled workforce and could put the less-skilled at a disadvantage. The challenge for governments is to ensure that workers are equipped with foundational skills to enable lifelong learning and have the specialized skills required for working with new technologies. Governments must act to enhance and adapt skills development, labor regulation, social protection, and income redistribution. Finally, they must ensure that new technologies develop in ways that benefit people and protect their rights.

In this work, we propose a methodology for classifying occupations based on skill requirements provided in online job adverts. To develop the classification methodology, we apply semi-supervised machine learning techniques to a dataset of 37 million UK online job adverts collected by Burning Glass Technologies. The resulting occupational classification comprises four hierarchical layers: the first three layers relate to skill specialisation and group jobs that require similar types of skills. The fourth layer of the hierarchy is based on the offered salary and indicates skill level. The proposed classification will have the potential to enable measurement of an individual's career progression within the same skill domain, to recommend jobs to individuals based on their skills and to mitigate occupational misclassification issues. While we provide initial results and descriptions of occupational groups in the Burning Glass data, we believe that the main contribution of this work is the methodology for grouping jobs into occupations based on skills.

A perspective on France, Italy, Spain, South Africa and the United Kingdom This report identifies effective strategies to tackle skills imbalances, based on five country-specific policy notes for France, Italy, Spain, South Africa and the United Kingdom. It provides a comparative assessment of practices and policies in the following areas: the collection and use of information on skill needs to foster a better alignment of skills acquisitions with labour market needs; the design of education and training systems and their responsiveness to changing skill needs; the re-training of unemployed individuals; and the improvement of skills use and skills matching in the labour market. The assessment is based on country visits, desk research and data analysis conducted by the OECD secretariat in the five countries reviewed. Examples of good practice from other countries are also discussed.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This study examines Sri Lanka’s employment situation, including issues of aging and skills generation, and draws recommendations from the analysis. The report starts with an overview of the labor market in relation to both labor supply and demand. It then looks at the issues of aging and skill generation. The concluding chapter examines links between labor market trends, informality, and poverty. The report identifies two major challenges for the labor market in Sri Lanka: (1) coping with the aging of the population; and (2) generating new skills that are currently in demand, and that will drive future productivity growth. Welfare implications of recent growth have been positive, even though this growth has been characterized by increased informalization. Productivity growth has increased, and poverty among the self-employed has declined, both of which have driven a large fall in overall poverty incidence from the mid-2000s. But the slow growth of the formal sector is a problem for the security of employment and investments in human capital.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The latest MISMES inventory is a follow-up study on MISMES practices. However, due to the Country’s unique circumstances, the Jordan report targeted not only Jordanian emigrants and returnees, but also foreign labour immigrants and refugees/asylum seekers. In this report, MISMES are defined as specific policy interventions in all phases of the migration cycle, targeting those particular groups. To qualify as MISMES, a policy intervention should mobilise specific budget resources (regardless of who funds or implements the action), usually over a specific period (between 2000 and 2016). MISMES aim to improve labour market integration of migrants (e.g. facilitating labour mobility, job and skills matching, livelihood and employment opportunities, labour market information and protection) or skills utilisation and enhancement of migrants (e.g. skills development courses, work-based learning, career guidance and counselling, recognition and validation of skills). After making an inventory of existing measures, their key elements are identified in terms of efficiency, if any, and impact on the three target groups for their labour market Integration and skills utilisation.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. From 27-28 November 2017 at the ILO/Geneva. The symposium is part of the work of the ILO Employment Department under its Global Product on Jobs and Skills Mismatch. It follows an earlier conference, held in May, which looked at the labour market impact and policy implications of various forms of skill mismatch.

The ILO Employment Policy Department will bring together researchers, policy-makers, practitioners and other stakeholders to review and discuss on-going research on demand for jobs and bottlenecks in developed and developing countries. The themes discussed will cover the impact of automation and digital technologies, issues related to pro-employment macro-economic and sectoral policies, trends in employment and labour market programmes, the future of work for youth and women, transition to formality, and the design and implementation of comprehensive employment policy frameworks. The main objective is to share knowledge and policy lessons learnt on fostering full employment and inclusive and sustainable economic growth. Conference objectives

The conference will bring researchers, academics, development partners, ILO staff and others to:

- share lessons learned in fostering job-rich growth, emanating from policy interventions and research, that are particularly relevant for the Department’s work going forward;
- contribute knowledge to the ILO’s Future of Work initiative with respect to the future of employment and skills;
- present and discuss results of new research and selected tools and evidence from experience at the country level;
- strengthen the knowledge sharing network among academia, other UN agencies and development partners on the goal of full, productive and freely chosen employment.

Members of permanent missions, employers and workers, international organizations and academia are welcome to attend.
