Switzerland makes more use of its human resources than most other OECD countries. Labour force participation is high and the unemployment rate low for most segments of society. This ensures a high standard of living for most Swiss people. Nevertheless, productivity growth is relatively slow. While this may in part be attributable to already being an advanced economy, it also means that Switzerland cannot be complacent with regard to education and skills. Its admirably low youth joblessness suggests that the transition from education to work is functioning soundly. However, there is mounting evidence that as the structure of industry is changing, due to globalisation and digitalisation for instance, vacancies and skills mismatches are spreading. The mix of skills being taught differs from those taught in most other high income OECD countries in which a common secondary school track predominates and the emphasis is on equipping young adults with academic tertiary qualifications. In this context, it is important that the system is flexible enough to respond to shifts in the demand for skills and that workers continue to learn. While the participation of women and immigrants in the economy compares relatively well, more can still be done to improve equity in the accumulation of skills.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The 2017 edition of the series Global Employment Trends for Youth provides an update on key youth labour market indicators, trends and policies, focusing both on continuing labour market instability and on structural issues faced by young people across the world. It looks at the future of work for young women and men, in particular, the link between new automation and digital technologies and youth employment prospects. It also examines youth perceptions of the future based on the ILO’s Youth and the Future of Work Survey. Incorporating the most recent employment trends for young women and men, Global Employment Trends for Youth sets out the youth labour market situation around the world. It shows where progress has or has not been made, updates world and regional youth labour market indicators, and gives detailed analyses of medium-term trends in youth population, labour force, employment, unemployment, working poverty and informality.

The 2017 edition discusses the implications of technological change for youth labour market prospects – both quantity and quality – focusing on trends in sectoral employment and on the forms of work available to young people.

The 2017/8 GEM Report evaluates the role of accountability in global education systems regarding achievement of the vision of UN Sustainable Development Goal (SDG) 4: ensuring inclusive, equitable and good-quality education and lifelong learning for all. The report highlights the responsibility of governments to provide universal quality education and stresses that accountability is indispensable in achieving this goal. It also emphasizes that education is a shared responsibility. While governments have primary responsibility, all actors – schools, teachers, parents, students, international organizations, private sector providers, civil society and the media – have a role in improving education systems.

Many people would not consider schools among the most innovative institutions of modern societies. This perception is not entirely accurate, since education is innovating in many ways in order to meet the demands of the 21st century economies and societies. But teachers and schools cannot do it alone. They should be seen as actors and partners in broader ecosystems of innovation and learning at the local and regional levels. Schools are networking organisations, making important contributions to the regional economy and local community. Businesses, industry, organisations and communities can help and support schools, and can also benefit from their roles in learning, knowledge development and innovation.

This report serves as the background report to the third Global Education Industry Summit which was held on 25-26 September 2017 in Luxembourg. On the basis of recent OECD analysis, it discusses innovation in education, schools driving progress and well-being in communities, the role of industry and employers in supporting schools and suggests policies towards better ecosystems of learning and innovation. The report argues for better networking and partnerships between schools, regional industries and local communities.

This report presents a short summary of the International Labour Organization’s (ILO’s) Global Dialogue on 'The Future of Work We Want', which brought together leading economists, academics and representatives from governments and social partners (employers’ and workers’ organizations) to discuss the profound changes sweeping through the world of work. More than 700 people participated in the two-day event, “The Future of Work We Want: A Global Dialogue”, which took place at the International Labour Office in Geneva on 6–7 April 2017. In addition, more than 2,000 people throughout the world followed the event and contributed via live video streaming and social media.

The Global Dialogue was part of the broader ILO Centenary Initiative to explore and examine the future of work in order to gain a better understanding of the drivers of the current unprecedented change, such as technological innovation, the changes in the organization of work and production, globalization, climate change, regulatory environment, demographic and migration shifts.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

People with disabilities

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This seventh edition of the annual Employment and Social Developments in Europe (ESDE) Review presents a detailed analysis of key employment and social issues and concerns for the European Union and its Member States as they pursue the EU 2020 employment and social goals.

The report feeds into the European Semester and the 2017 flagship initiative of the European Pillar of Social Rights. The main findings of ESDE 2017 corroborate the rationale and the objectives of follow-up initiatives of the Pillar, such as the proposal for a ‘New Start Initiative to support work-life balance for parents and carers’ and the social partner consultations on Access to Social Protection and the revision of the ‘Written Statement Directive’. As in previous years, the opening section of the ESDE review provides an overview of the most recent developments, trends and challenges in the employment and social fields. This year's edition focuses on the topic of ‘Intergenerational fairness and solidarity in Europe’.

The choice of topic reflects a growing perception that the impact of the crisis, as well as structural changes in the labour market including technological progress, are changing the world of work and may be putting younger generations in the EU today and in the future at a disadvantage relative to older people who are less exposed to these developments. If not addressed, these changes may undermine social cohesion, support for reforms and trust in the economic system and institutions. At the same time, intensifying demographic change will result in a growing number of older people and a shrinking working age population. This raises important questions about the implications for future economic growth and its sustainability, the fair distribution of the resources it produces between generations and the potential need for corresponding changes in the welfare state which facilitates intergenerational solidarity.

Against this background, while the first chapter provides an overview of recent employment and social trends, dedicated chapters analyse:

Chapter 3 - Working lives: the foundation of prosperity for all generations;

Chapter 4 - Securing good living standards in retirement also in the future;

The European Inventory on validation of non-formal and informal learning is a regularly updated overview of validation practises and arrangements across Europe. It is compiled in cooperation with the European Commission. The Inventory was endorsed by the Council Recommendation of 2012 on validation and works together with the European guidelines as a tool to support countries to develop and implement validation arrangements. The aim of this synthesis report is to present the current situation in validation of non-formal and informal learning in Europe and to report on progress towards the 2012 Council recommendation on Validation (Council of the European Union, 2012)

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Son las capacidades con las que cuenta una persona para resolver de manera eficaz distintos problemas, y no solo incluyen el conocimiento o el razonamiento abstracto, sino también aspectos de la personalidad, creencias y hasta destrezas físicas. Este reporte muestra que tener más habilidades implica un trabajo de mejor calidad y ser más productivo, contar con mejor estado de salud física y mental, participar más activamente en la vida cívica, completar más años de educación, sentir mayor satisfacción con la propia vida, entre otros aspectos del bienestar personal. Este reporte destaca también que, a diferencia del capital humano medido por años de educación, las habilidades para el trabajo y la vida no solo se forman en las instituciones educativas. La familia, el entorno físico y social (por ejemplo, el barrio o comunidad) y el mundo laboral son también ámbitos de crucial importancia en la acumulación de habilidades.
