The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Whilst coordination is an important factor, it needs to operate alongside other key conditions to strengthen governance. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Skills development can be viewed from a life-cycle perspective of building, maintaining and improving competencies and skills. A holistic approach to skills development encompasses the following features: access to good basic education; development of cognitive and core skills, including literacy, numeracy, communication, problem-solving and learning ability; and, availability of continuous training opportunities targeting adult and older workers.  Systems to improve recognition of attained skills across occupations, industries and countries improve the employability of workers, reduce labour shortages, and promote good working conditions for migrant workers.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Skills for transition to formality

Most young people around the world do not have the chance to attend formal institutions of learning. The capacity of formal education and training systems is often limited due to inadequate training infrastructures and the relatively high costs of full-time, centre-based training. Consequently, large numbers of youth are learning and then working in the informal economy. 

Informal apprenticeship systems that transmit the skills of a trade to a young person in a micro- or small enterprise have operated for generations in many countries. They are considered by far the most important source of skills training in Africa and South Asia.

Women and men in the informal economy often do not possess a formal proof of their skills. Skills acquired informally are not visible and hence are often not recognized by employers. Transitions to the formal labour market can also be facilitated if skills are assessed and recognized. Systems of Recognition of Prior Learning are being introduced by countries to offer access to further learning or to formal labour markets.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

In 2018, the Italian Agency for Development Cooperation (AICS) supported the implementation of a one-year programme to improve access to employment opportunities for Lebanese and refugee graduates. The accelerated skills training programmes (ASTP) consisted of theoretical and practical courses and periods of paid internship within private companies, cooperatives and local public institutions.
The International Labour Organisation (ILO) provided support to programme stakeholders through capacity building and guidance on non-formal market-based skills training. A total of 1,436 vulnerable persons living in Lebanon received a certificate after completing the training and internship.

Two years later, this tracer study aims at assessing the outcomes of the vocational training programme in terms of graduates’ appreciation of the training, employment and income trajectories, relevance between skills learned and jobs obtained, and, more generally, the enabling and disabling factors to participation in the labour market among the population of graduates.

The multi-faceted crisis that Lebanon is currently experiencing (financial crisis, anti-government protest movement, the Beirut Port explosion in August 2020 and its repercussions, and the Covid-19 pandemic) makes the context exceptional. The results of the programme in terms of employment should be read bearing this context in mind.

Creating labour mobility opportunities, allowing refugees to move legally from first asylum countries to receiving countries based on their skills/qualifications and recipient labour market needs, have the potential to provide beneficiaries with access to a livelihood, ease migratory pressures for countries at the EU external borders and satisfy labour market demands in participating EU countries.

Cedefop’s pilot project showed ways to succeed if the political will to engage in relocation exists. Above all, the project revealed the importance of networks and the necessity to further engage employers in national migration and integration strategies.

This study is a joint collaboration of the United Nations High Commissioner for Refugees (UNHCR), International Labour Organization (ILO), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and Finn Church Aid (FCA) to identify good practices related to access to Technical and Vocational Education and Training (TVET) programmes for refugees and internally displaced people (IDPs), as well as their host communities, and their transition to the labour market.

The study reviews TVET systems and programmes implemented by national ministries, private sector actors, development agencies and non-governmental organizations (NGOs) across five countries - Ethiopia, Jordan, Kenya, Sudan and Uganda – prior to and during the COVID-19 pandemic, which has created additional challenges for the livelihoods and inclusion of forcibly displaced people around the world.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Core employability skills build upon and strengthen the skills developed through basic education; the technical skills needed for specific occupations or to perform specific tasks or duties (such as nursing, accounting, using technology or driving a forklift); and professional/personal attributes such as honesty, reliability, punctuality and loyalty. 
Core work skills enable individuals to constantly acquire and apply new knowledge and skills; they are also critical to lifelong learning. Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Communicating relevant skills and expertise to potential employers is the first step towards gainful employment for any job seeker. However, this can be particularly challenging for the refugee community since their training and educational qualifications often differ from that of the host country. Therefore, ILO PROSPECTS Egypt in collaboration with Skilllab, a social start-up based in the Netherlands, and the Association of Businessmen in Alexandria (ABA), piloted a skills-profiling application that enables refugees and host communities to self-assess and communicate their skills to potential employers.

The pilot study was conducted among 400 beneficiaries between 2020 and 2021. The tracer study was conducted three months after to collect direct feedback from the beneficiaries. Based on the findings of the tracer study, this brief provides insights and recommendations into key aspects of the usage and advantages of the profiling application and how it can be further improved in the future.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

The proposal of pilot projects in September 2017, and of the Talent Partnerships in September 2020 with the New Pact on Migration and Asylum, gave momentum to the political debate on labour migration in the European Union (EU). The shift towards “talents” hints at an approach focusing on the interlinkage between migration and skills development when defining new partnerships with partner countries.

In a context of global transitions, such as the green and digital ones, economies and labour markets are set to undergo major transformations, and future partnerships will have to tackle the short-, medium- to long-term needs deriving from these changes. To this end, identifying skills that are necessary today and that will become important in the future is crucial. Due to opposite demographic trends, the EU will soon face increasing workforce replacement needs while the young populations in Southern Mediterranean countries are expected to grow exponentially. On this basis, this Policy Report aims to identify possible areas in which Talent Partnerships can be developed between the EU and Southern Mediterranean countries within a mutually-beneficial framework.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The second workshop under the Global Skills Partnership on Migration (GSPM) brought together representatives of key international and national organisations, involved in work that deploys technology to enhance the recognition of skills and qualifications of migrant workers and refugees. It provided an opportunity to discuss recent developments and challenges of skills logbooks, skills passports and other skills portability mechanisms and explore the potential for more coordinated action using these tools along different stages of the migration cycle: recruitment, pre-departure, pre-employment, career progression and upon return.
 
This brief summarises the discussions and outcomes of the three sessions on 1) the skills logbook and passport initiatives or services that the five GSPM partners are offering to their constituents and members to improve skills and qualifications recognition and portability of migrant workers, 2) the scope, institutional grounding, and results (in terms of portability) of the latter and their development potential, and 3) the technological solutions that are available to document, store, verify and facilitate the cross-border recognition of skills and qualifications as well as the numerous challenges.

Education Indicators in Focus #65 Adult migrants in all OECD countries are a diverse group, with different profiles and levels of education. Even if they hold tertiary degrees, they are more likely to have poorer labour market outcomes, including lower earnings. Participation in the labour market is more difficult for foreign-born adults who arrived at a later age and acquired their qualifications in another country. It is important that host countries design and implement policies that will help immigrants improve their chances in their labour market, benefitting both the person and the country.

The Global Skills Partnership on Migration (GSPM) is an initiative between ILO, IOM, UNESCO, IOE and ITUC to join forces and mobilise expertise for the development and recognition of skills of migrant workers. It supports governments, employers and workers as well as their organisations, educational institutions and training providers, and other stakeholders to rethink migration in a way that is of mutual benefit to all stakeholders; principally migrant workers, including those who return (with a particular focus on women and youth), employers in need of skilled workforce, as well as the countries of origin and destination.
