Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

L'objectif de cette conférence est d'adopter officiellement le Pacte mondial, comme se sont engagés les États Membres des Nations Unies le 13 juillet 2018.

Cette conférence est organisée sous les auspices de l'Assemblée générale des Nations Unies, à travers la résolution 71/1 du 19 septembre 2016, intitulée « Déclaration de New York pour les réfugiés et les migrants », selon laquelle les États Membres s'engagent à lancer un processus de négociations intergouvernementales devant conduire à l’adoption du pacte mondial.

L'objectif de cette conférence est d'adopter officiellement le Pacte mondial, comme se sont engagés les États Membres des Nations Unies le 13 juillet 2018.

La conférence devrait compter entre 5 000 et 6 000 participants.
La participation est ouverte :
- A tous les États Membres de l’Organisation des Nations Unies et de tous les membres des institutions spécialisées ayant qualité d’observateur auprès d’elle;
- Aux organisations intergouvernementales et autres entités ayant reçu une invitation permanente à participer en tant qu’observateurs à ses travaux et les organes et organismes des Nations Unies à prendre part, en qualité d’observateurs;
- A toutes les parties prenantes, notamment la société civile, le secteur privé, les établissements universitaires, les parlements, les communautés de la diaspora et les organisations de migrants.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This report assesses changes in the lives of migrant workers from before to after their migration and provides recommendations for improving outcomes within the region.

Labour migration has never featured more prominently within South-East Asia than it does today. However, the realities experienced by migrant workers are often hidden from view due to the temporary and irregular nature of much of the migration occurring within the region. As a result, there remains a dearth of reliable data that can be utilized for the development of evidence-based policy and programming.

To inform their interventions, the International Labour Organization and the International Organization for Migration collaborated on a large-scale regional survey of over 1,800 migrant workers. The findings challenge some of the commonly held assumptions about the end result of labour migration in South-East Asia and how best to ensure a safe and rewarding experience for migrant workers. Positive outcomes can be achieved if migrant workers are able to avoid burdensome debts, benefit from labour rights protection, enhance their job skills and find gainful employment upon return. Lack of assurance of obtaining these conditions contributes to a situation where labour migration is often a considerable gamble for migrant workers and their family members. .

The study was supported by the Australian Government Department of Foreign Affairs and Trade, Global Affairs Canada and Swiss Agency for Development and Cooperation through the ILO TRIANGLE in ASEAN and the IOM Promise programmes.

Despite the strong interest in skills mismatch, an internationally agreed methodology to measure the phenomenon is lacking and methodological discussions are on-going. At the same time, matching of jobs and skills is a major factor shaping labour market outcomes, and monitoring of levels and trends of skills mismatch is important to inform labour market policy development including labour migration and integration policy.

In this Technical Report, which is part of the larger efforts that the ILO is undertaking to contribute to the understanding and quantification of skills mismatch, several methodologies are used to analyse trends at the country level. The report also assesses differences in skills mismatch risk between groups of workers identified by age, sex or country of birth.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Despite the substantial benefits generated by the migration flow between Pakistan and the Gulf Cooperation Council countries, many challenges remain to ensure a fairer distribution of the triple-win profits. Much has been written on the abuses of migrant workers during recruitment and employment throughout the migration cycle, but less is known about labour demand, its relationship to skills and the impact of the recruitment process on these aspects.

Lack of information regarding qualifications, skills, wages and how demand will evolve inhibits informed decision-making by public and private institutions as well as by migrant workers. This results in lost opportunities or mistakes in strategy planning in and between source and recipient countries. For instance, there is no system of mutual recognition of educational attainment and acquired skills based on comparable standards for low-skilled or semi-skilled occupations. This report addresses some of these issues, with a special focus on the role of skills in Pakistan, including skills training, certification, skills matching and recruitment practices.

The event aims at:

- supporting exchange of national experiences;
- discussing possible European VET and VET-related solutions that could support relocation of adult people in clear need of international protection on the European territory, favouring a rapid labour market integration and possible co-operation mechanisms between a transit country and a host country.

This paper studies the distributions of literacy skills, education, and employment of immigrants and natives in three host countries: Canada, the United States, and Norway. Results show that literacy skills are particularly important for groups characterized by low employment in the Norwegian labor market, consistent with the hypothesis that a compressed wage structure, employment protection, and social insurance with high replacement ratios create adverse employment effects for immigrants.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

2015 was a record year as 163 000 asylum seekers arrived in Sweden to seek shelter, the highest per-capita inflow ever registered in an OECD country. A significant share of these asylum seekers are expected to receive international protection. Favourable labour market conditions and highly developed and longstanding integration policies ensured that Sweden was well prepared to deal with this sudden increase. Existing integration measures have been scaled up and several new initiatives launched – including a fast-track initiative to integrate skilled refugees into shortage occupations. This review examines the skills and labour market situation of immigrants and their children in the context outlined above.

The remainder of the report is structured as follows: The report starts with an assessment and recommendations. Chapter 1 presents an overview of context in which integration in Sweden takes place – the labour market context and the background and composition of Sweden’s foreign-born population. Chapter 2 sets out the framework for the settlement of newly-arrived refugees in Sweden and outlines the core policies at the heart of early integration efforts. Chapter 3 examines the routes through which migrants can acquire and build the skills that are necessary in Swedish society and on Swedish labour markets before Chapter 4 turns to the employer demand for these skills and how policy is working to strengthen this demand. Finally Chapter 5 looks at the mechanisms through which skills supply is matched to skill demand in order to ensure that migrants are able to find employment that makes appropriate use of the skills, qualifications and experience.
