The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

This paper discusses technical and vocational education and training (TVET) as well as skills development in rural areas, mainly pertaining to agriculture and related activities and explores existing gender differences. TVET has suffered from a focus on basic, and especially primary education, which led to the neglect of post-basic education and training and their non-inclusion in the UN Millennium Development Goals. Recently, there has been a renewed interest in training and skills development because of increased evidence that a minimalist approach to microfinance for poverty reduction and enterprise development did not lead to sustainable growth. The paper argues that many training interventions do not cater for the specific needs of women who are under-represented in formal training programmes and often directed towards typical female occupations. It reviews vocational and skills training in several IFAD supported programmes and explores how these target the poor and most vulnerable and to what extend gender differences in training provision, methodology, training content and transition to labour markets have been taken into account.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Muestra las conclusiones de una investigación llevada a cabo en cinco países: Irlanda, Italia, Reino Unido, Polonia y España, a través del proyecto Pathways to Work: Un Programa de empleo para mejorar la capacitación; un programa para jóvenes inmigrantes

La percepción de los inmigrantes, comunitarios o no, en cuanto a las barreras en el mercado laboral, es muy similar. Los no comunitarios perciben unas como importantes (en especial la relacionada con la “concienciación de los derechos y obligaciones en el empleo”, “orientación profesional y elección de empleo”), mientras que los comunitarios priorizan otras (preparación del CV, Comunicación y habilidades sociales, diferencias culturales). Sin embargo, el 47% de los inmigrantes no comunitarios no tiene trabajo frente al 21% de los comunitarios en desempleo.

Mediante el proyecto “Pathways to work” esta investigación se ha llevado a cabo con los siguientes objetivos:
- Llegar a una profunda comprensión sobre las opciones actuales de los inmigrantes y su percepción de las barreras y obstáculos para conseguir pleno empleo.
- Llegar a un profundo entendimiento de las necesidades de capacitación que tienen los inmigrantes para conseguir un empleo a un nivel adecuado.

Migrant workers are an essential and growing component of most contemporary economies. For destination economies, workers from abroad relieve what would otherwise be chronic labor shortages. For origin economies, emigrating workers contribute considerably to their homelands through the repatriation of remittances and the absorption of occupational skills through overseas experience and, for some, training. As the world economy becomes increasingly integrated, well governed migration is a prerequisite for maximizing the efficient allocation of labor resources.

The fourth edition of the event, held in January 2014 and titled “Building Human Capital across Borders,” focused on the critical role of human capital both in bolstering migrants’ employment opportunities in foreign countries and in helping them to reintegrate, with new skills and work experiences, after returning. Experts from the three host organizations and other institutions, as well as officials directly involved in crafting labor migration policy in their respective countries, participated in the roundtable. They shared their views and experiences in a dialogue process that generated lessons to make future policy more effective. Japan in particular, marking its 50th anniversary of membership in the OECD, presented its eff orts to attract more skilled foreigners. This report, an outcome of the roundtable, captures key trends in migration in Asia and highlights the challenges of building, and benefiting from, human capital through the migration process.

Los jóvenes mexicanos enfrentan importantes problemas para insertarse en el mercado laboral, para permanecer en él, y para obtener ingresos suficientes a cambio de su trabajo. En el 2011, por ejemplo, la tasa de desempleo para los jóvenes de 14 a 29 años alcanzó el 8%, mientras que el mismo dato para las personas de 30 años o más era sólo del 3%. Además, el 45% de los jóvenes que trabaja, lo hace sin contrato, y el 38% no tiene prestaciones laborales (ENOE, 2011).

El presente documento contiene, el diseño de un programa que – aprovechando la experiencia internacional, y basándose en un diagnóstico específico de las necesidades de la juventud mexicana – buscaría ayudar a las y los jóvenes del país a mejorar sus niveles de inserción en el mercado laboral, su permanencia en éste y a mejorar el ingreso que las y los jóvenes pueden obtener a cambio de su trabajo.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Unlocking the Female Potential was designed to learn and understand the reasons behind the low female employment rate in Malta and Gozo, while at the same time promoting a culture of equality within the business sector in order to address labour market distortions. The overall objectives of the Project, of which this research forms part, is to address a two-fold overall objective, namely:

• To increase the overall female employment rate by providing indirect incentives to work.
• To provide policy makers with vital information through the research on the current situation of which this research forms part, of women in Malta and Gozo.
These objectives were, in turn, broken down into four specific objectives, namely:
• To understand the jobs/skills match and the inactive population in order to ensure employability;
• To create a need for businesses to become ‘certified equal opportunities employers’, to have a family-friendly environment at the work place;
• To incentivise the inactive to the labour market through better work arrangements available;
• And to further promote the need for a work/life balance both for men and women.

This report has been designed and published as part of this same project. It brings together all the components of the project and the activities that were held as part of the same constituents.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Skills for Peace and Income (SKIPI) is a UNIDO project that has been designed to support the social and economic re-integration of veterans, former rebels and their families in the post-conflict situation of northern Uganda. SKIPI is part of the Government of Uganda's longer-term efforts to re-integrate veterans and ex-combatants into civilian life. The project started operations in April 2006 and is to last until March 2010.

SKIPI is implemented by UNIDO, in partnership with the Uganda Veteran Assistance Board (UVAB) and Participatory Rural Action for Development (PRAFORD), a Yumbe-based NGO. An independent impact assessment was conducted in April 2009. The findings are the basis of this publication.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Over three years have elapsed since the Tunisian Revolution. Yet the aspirations of the younger generation that sparked sweeping changes across the Middle East and North Africa Region remain unmet. Unemployment among young people aged 15–29 increased after the revolution, with an official youth unemployment rate of 33.2 percent in 2013, according to the most recent International Labour Organisation School-to-Work Transition survey (ILO 2014). This report identifies specific categories of excluded youth and characterizes them according to multiple factors, including regional disparities, gender inequalities, and limited access to education, employment, and social goods.

This report finds that Tunisian youth could benefit from an innovative approach that connects education to jobs in a three-way collaboration among the school system, technical colleges, and local corporate partners. Many workplace skills, including teamwork and other social skills, problem-solving, and verbal and writing skills should be embedded in the curriculum. Course learning should be based on actual projects to enable students to work in teams, solve problems, practice presentation skills, and create business plans. Structured visits to companies partnering with the model should be part of the academic program. In addition, a mentoring program covering each student from his or her school’s corporate partner would provide in-depth career counseling and provide opportunities for visiting workplaces and learning through internships.

Indonesia is one of the major economies of Southeast Asia and the government has set itself ambitious goals for its social and economic development, for which human capital development is crucial. Despite great regional divergences which limit access to quality education for many, Indonesia has made impressive progress on many fronts in the education sector since the 1997-98 Asian crisis, such as coverage of basic education. Many challenges remain including expanding enrolment in secondary and tertiary education, increasing quality and relevance and making governance and finance more responsive.

This report covers the full range of education from early childhood through to tertiary education, including aspects of non-formal education, across both the system of the Ministry of Education and Culture and the Islamic system of the Ministry of Religious Affairs. It uses information from the Country Background Report prepared by the Education Sector Analytical and Capacity Development Partnership (ACDP) at the request of the Indonesian authorities, as well as information supplied in the course of site visits to Jakarta, East Kalimantan, South Sulawesi, South Sumatra and West Java. This review offers an in-depth study and recommendations on the structure and scale of provision, student access and inclusion, student progression, teaching and learning, standards and accreditation, financing, and governance of the pre-primary, basic, secondary, vocational and higher education sectors. Other recommendations cover assessment, education and skills formation and the changing labour market, relevance, the transition from education to work, and adult learning.
