Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The paper discusses human resources development in Turkey in terms of options relating to the education of young people and the provision of educational support for adults throughout their professional lives. Special emphasis is put on the question of general labour market policies and reforms to support growth, particularly in relation to unemployment and disadvantaged groups in the labour market. The report highlights policies that offer opportunities for integration, gainful employment and enhanced social cohesion for marginalised and vulnerable citizens.

Etude d’opportunité pour l’analyse des besoins en matière de qualification des ressources humaines dans le secteur agroalimentaire

Le présent document est le rapport final de l’étude d’opportunités pour l’analyse des besoins en matière de qualification des ressources humaines dans le secteur agroalimentaire au Burkina Faso. L’objectif de cette étude est d’accompagner le processus d’opérationnalisation de la Politique Nationale d’Enseignement et de Formation Techniques et Professionnels 2008 (PN-EFTP) par l’analyse des besoins en matière de qualification des ressources humaines dans le secteur agroalimentaire.

L’étude a pour objectif de contribuer à alimenter le processus de mise en oeuvre de la PN-EFTP, en mettant l’accent sur le secteur agro-sylvo-pastoral. Les objectifs spécifiques étaient les suivants:

• proposer, sur la base d’une première analyse, une priorisation des filières et des sous-filières du secteur agroalimentaire;
• fournir une description détaillée des filières ou sous-filières retenues (caractéristiques économiques: poids, taille, nombre de salariés), et leur localisation géographique;
• décrire les dispositifs de formation existants;
• définir, en fonction des dispositifs de formation, les besoins en formation des différents acteurs par maillon et en fonction des perspectives de développement des différentes filières;
• définir les besoins et les capacités des différents acteurs de la filière en matière de formation agroalimentaire;
• formuler des recommandations et cibler des actions précises pour développer une offre en plus grande adéquation avec les attentes des acteurs économiques du secteur et en cohérence avec la PN-EFTP;
• proposer une méthodologie pour la réalisation d’études similaires dans d’autres secteurs.

L’atteinte de ces objectifs renvoie à des choix conceptuels en matière d’approche par les compétences, d’alternance, de partenariats, d’organisation et de développement institutionnel qui constitueront des points critiques et des enjeux majeurs de la réforme du système de formation.

Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Se presenta un análisis de la función docente en el actual contexto así como un estudio de la experiencia comparada en materia de formación y gestión del estamento docente de la formación para el trabajo. Su intención es ser un insumo para la reflexión colectiva de quienes asumen la responsabilidad directa de enseñar como de aquellos que tienen a su cargo el diseño y la gestión de las políticas de la formación de los trabajadores y las trabajadoras actuales y de quienes se preparan para serlo en su futuro próximo.

Vocational Training Institutions’ Network The need to provide easy access to training and employment for more people, within a diverse region, has led Vocational Training Institutions (VTIs) to explore innovative and creative solutions that increasingly rely on technology to cater to the varying needs. Against this backdrop, there has been a growing interest among those involved in skills and learning to explore the challenges and opportunities presented by Learning Objects (LOs).

The paper contributes to the debate on LOs for skills development by sharing the experiences, conceptual and methodological frameworks of VTIs in the use and design of training materials to respond to human resources development. This paper is the result of a collective knowledge sharing and building exercise involving 25 VTIs representing 12 countries.

This review of human resources development in Montenegro focuses on the interplay between education and training in a lifelong learning perspective and employment. It also reflects on the importance of equal opportunities in society for the quality of human capital development and takes into consideration the inclusiveness of Montenegro’s education, training and employment systems.

The study formulates a number of recommendations in relation to social inclusion, such as increasing the participation of vulnerable groups in quality education and training and in decent employment, supporting regional cohesion through the development of comprehensive strategies for the northern region, and mainstreaming social inclusion.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Recommandation concernant la mise en valeur des ressources humaines: éducation et formation tout au long de la vie

Cette norme internationale du travail vise à aider les gouvernements, les employeurs et les travailleurs à appliquer en matière d’éducation et de formation tout au long de la vie des politiques et des programmes adaptés aux réalités du XXIe siècle. Elle place les personnes au cœur du développement économique et social.

La recommandation appelle les Etats Membres à élaborer et à appliquer des politiques d’éducation et de formation qui favorisent l’employabilité tout au long de la vie. Le meilleur moyen de développer ces politiques est le dialogue social. Pour être efficaces, elles doivent constituer une partie intégrante des programmes et politiques économiques et sociales et du marché du travail visant la croissance économique et celle d’emploi. Une éducation de qualité, la formation avant l’emploi et l’apprentissage tout au long de la vie sont les trois piliers de l’employabilité, de son édification comme de sa préservation. Lorsqu’elles s’appuient sur des mécanismes transparents et équitables d’évaluation, de certification et de reconnaissance des compétences, les politiques de l’éducation et de la formation garantissent que les compétences acquises sont transférables dans les entreprises, les industries, les secteurs et les institutions éducatives.
