ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Discapacidad en el lugar de trabajo: Organizaciones de empleadores y redes empresariales aporta detalles que permiten conocer las formas en que distintas organizaciones representativas de las empresas abordan el tema de la discapacidad. Las prácticas descritas en estos ejemplos demuestran que estas organizaciones son actores idóneos para articular los intereses empresariales con la integración productiva de las personas con discapacidad en el mercado de trabajo. En momentos en que un número cada vez mayor de países está ratificando y adoptando medidas para la aplicación de la Convención de las Naciones Unidas sobre los Derechos de las Personas con Discapacidad –un instrumento integral de protección de los derechos humanos de este segmento de la población–, se hace cada vez más necesario brindar elementos para inspirar y orientar al sector empresarial. La publicación responde a un conjunto emergente de información que confirma la viabilidad comercial de contratar a personas con discapacidad y el interés de las empresas en mantener una fuerza laboral diversa.

The report explores the demand for skills in current job opportunities in Solomon Islands and finds a mismatch with skills supplied in the labour force. It proposes practical actions to orient the supply of training to the economic opportunities available at home and overseas.

The report shows that more actions are needed across a range of areas, from expanding early childhood education to literacy training, to services supporting the transition from school to employment, and coordination of labour market data within government and with employers. Training preparation for labour migration would help assess overseas employment opportunities which are important to the future of many Solomon Islanders. The report supports the Government’s National Human Resource Development and Training Plan and identifies key actions to include:
• development of the National Qualifications Framework;
• improved linkages between training providers and employers including at provincial level;
• increasing second chance education to gain literacy and livelihoods skills;
• non-formal training pathways relevant to informal and village livelihoods;
• incentives for workplace training and reduced barriers for women in training and enterprise.

The report finds that jobseekers need skills, the right motivation and expectations, and work-ready behaviours such as problem-solving, communication and attitudes to meet employer needs. As formal employment is limited, more financial literacy and entrepreneurial skills training could expand the informal and self-employment livelihoods opportunities needed by the majority of Solomon Islanders.

OECD Economics Department Working Papers, No. 495 The paper discusses the returns to education and provides an overview of the structure of the education system in Poland; it then discusses its organisation and performance, taking the different levels of education and training in turn.
An effective system of education and training is important for both social and economic reasons. Its role in the Polish economy is to provide the current and future labour force with skills to facilitate both continuing productivity growth and reallocation of resources as structural adjustment proceeds. Important reforms to decentralise primary and secondary education in the late 1990s are now reaching maturity, as cohort sizes decline steeply. These reforms and PISA results have focused attention on quality control and the place of vocational education. Both are important in the tertiary sector, too, which has seen a four-fold expansion in 15 years, mushrooming of private-sector provision and questions on the appropriate balance of public and private funding. Participation in adult training is low too and, as elsewhere, seems to be concentrated among already relatively highly-educated groups but does not seem to be having much impact on improving the human capital of older and less skilled groups. This Working Paper relates to the 2006 OECD Economic Survey of Poland.

OECD Taxation Working Papers, No. 13 This paper considers the influence of taxes on the financial incentive to invest in human capital and explores the tax treatment of private investment by individuals and employers in post-compulsory education and lifelong learning in 31 OECD countries, India and South Africa. The paper describes targeted personal, corporate and value added tax measures related to education and training and analyses them in terms of their impacts on the incentive to acquire skills and their distributional effects. The desirability of different forms of tax relief for skills formation is examined from the point of view of efficiency, equity and administrative simplicity within the broader context of fiscal policy and the role of government in skills formation beyond compulsory education.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

The E-TVET Strategy sets the following targets in TVET:
1. Adopt a two-pillar approach in planning for employment and TVET considering (1) the characteristics and needs of the labour market, and (2) the abilities and needs of the trainees;
2. Develop the capacity of TVET agencies in line with their roles in planning, policy design, and resource development, as well as activities related to follow-up, monitoring, evaluation and networking;
3. Diversify the number and type of TVET providers and ensure their coordination and cooperation;
4. Promote women's participation in TVET and encourage their involvement at the planning and executive level;
5. Encourage media’s promotion of TVET as a way of enhancing positive attitudes towards vocational and technical professions and towards women's participation in TVET training and employment;
6. Initiate, institutionalize and upgrade channels between the demand and supply side of TVET - including legislation; information and resource development systems; occupational classification and standards; career counselling and employment services, etc.;
7. Promote TVET research by cooperating with universities and other TVET stakeholders;
8. Consider and apply international best practices in TVET with the objective of developing national planning capabilities;
9. Develop legislative tools and create an adequate legal framework for TVET;
10. Develop organizational structures that link general education and TVET allowing for greater flexibility of the TVET system;
11. Highlight and promote women’s role in TVET;
12. Establish the Higher Council for Human Resources Development to undertake responsibilities related to planning, police-making, and coordination of human resource development (HRD) at the national level;
