This report presents the main findings of the virtual conference on ‘making youth entrepreneurships a viable path’. This virtual conference discussed and identified the key skills that young entrepreneurs need to develop, in particular with regards to designing and implementing successful youth entrepreneurship programmes. Africa has enjoyed over a decade of sustainable growth where regional growth has exceeded the global average and per-capita income for the region is steadily increasing. During the past decade sub-Saharan Africa was home to six of the ten fastest growing economies in the world. However, there are signs that this growth turn-around has not resulted in robust growth of ‘good’ jobs particularly for the young whose share has been rising over time.

The paper argues that sub-Saharan Africa does not face a severe employment problem but that of the absence of decent job opportunities. It argues that Africa’s employment problem is symptomatic of its lack of structural change. The paper also explains that industrialization can boost formal job creation through labour intensive growth. Nevertheless, critical changes in the labour market and in the education system are needed to increase the employment intensity of growth in the formal economy. In the short run a number of interventions can be undertaken to improve the employment prospects of new labour force entrants:

- Addressing open unemployment and helping the young find better jobs,
- Building relevant skills, and
- Reforming labor regulations and institutions.

Understanding how the uncertain economic outlook is affecting young people’s labour market and social outcomes is central to being able to shape institutional and policy responses, especially following the adoption of Transforming Our World: The 2030 Agenda for Sustainable Development, which includes 17 Sustainable Development Goals (SDGs). This report tries to shed light on the current and future challenges faced by young people throughout the world. In particular, section 1 looks at recent developments and the outlook for a number of labour market indicators, including youth unemployment, working poverty and employment quality. Section 2 discusses the barriers and inequalities in opportunities affecting youth labour market prospects, notably the gaps between young men and women. Finally, section 3 provides some concluding remarks.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The study uses an innovative approach to look at employers’ preferences for graduates, namely by simulating the selection process with hypothetical candidates. This so-called conjoint study with responses from more than 900 employers in nine different European countries was complemented with in-depth interviews with employers as well as focus groups of relevant stakeholders in 12 European countries. The study provides insight into:

-the major trends on the labour market for Higher Education (HE) graduates and how these trends impact the skills that HE graduates are supposed to have,
-the key characteristics that employers look at when they recruit HE graduates,
-the skills that graduates should possess in order to be employable,
-how higher education institutions (HEIs) can best enable students to develop employable profiles,
-the dilemmas that HEIs face when improving employability.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Work4Youth Publication Series No. 12 This report presents the highlights of the 2013 School-to-work Transition Survey (SWTS) and Labour Demand Enterprise Survey (LDES) run together with the Centre for Economic Development and Administration (CEDA) within the framework of the ILO Work4Youth Project.

The report consists of six sections. Following the introduction, section 2 provides an overview of the socio-economic situation in Nepal, explores the specificities of the labour market, and introduces the objectives and methodology of the SWTS. Section 3 presents a descriptive analysis of the characteristics of the population aged 15–29, concentrating on their labour market outcomes. Section 4 introduces the stages of labour market transition and investigates the parameters that determine whether youth are more or less successful in their professional development. Section 5 reports on the results of the labour demand enterprise survey (LDES), focusing on what enterprises look for in prospective employees and whether or not the supply of labour is likely to satisfy the demand for labour. Finally, section 6 outlines Nepal’s institutional and employment policy framework and lists policy recommendations.
