Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

A case study of the Green Growth Best Practice (GGBP) initiative – a global network of researchers and practitioners working to advance understanding in the emerging field of green growth. This case study is a summary of research input towards the GGBP report ‘Green Growth in Practice: Lessons from Country Experiences’. Korea’s economy has grown rapidly and dramatically through an active industrial policy and the development of high-technology manufacturing and energy-intensive heavy industry. However, this model has had its limitations, resulting in a shift towards ‘green growth’ as a means of sparking innovation, job creation, improved energy security, and a quality of life.

The government estimated that an investment of USD 105 billion on green growth between 2009 and 2013 would lead to the creation of approximately 1.18 million jobs. To realize this potential impact on the labour market, a broad set of policy measures for green job creation, technological development, and vocational training were developed at various levels and sectors, covering individuals ranging from young students to professionals.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

This research report was commissioned for the purpose of investigating the potential for green skills training in four countries: Indonesia, Myanmar, Thailand and Vietnam, and to assist Plan International in finding the best strategies that could be used to incorporate green skills into its vocational training programmes. The larger aim of this research is to increase livelihood opportunities for young people affected by climate change, and to provide green skills for a new generation of workers under a growing green economy.

From the research, it is believed that that there are three main areas of green skills development that Plan could focus on: Enabling those in rural areas affected by climate change to learn new skills in agriculture, to preserve their livelihoods; Integrating elements of Youth Economic Empowerment (YEE) programmes into Climate Change Adaptation (CCA) programmes to enable young people in areas affected by climate change to receive training in alternate livelihoods with improved employment prospects; and integrating knowledge from CCA programmes into the common YEE curricula, to ensure that students benefit from basic environmental awareness.

This was the second virtual conference on Greening TVET which was held from 12 to 26 November 2013. It builts on the previous discussion on ‘Green skills for sustainable development’ that took place on the e-forum in 2012. The discussions highlighted the importance of systematically integrating green competencies into TVET systems. According to the participants, green skills and attitudes should be part of curricula, training regulations and training programmes. Green skills should be applied in teacher training and in-company training and become part of education and training in TVET schools and training centres. The participants shared their opinion and gave examples and recommendations how to develop and implement GTVET strategies at institutional, governmental and administrative levels in order to facilitate the development and application of green skills and knowledge in all educational and training as well as in the informal educational sector.

The UNEVOC e-Forum was established in 2003 to facilitate knowledge exchange and has since become a global online community of more than 3,200 TVET experts taking part in crucial discussions on TVET related issues. Virtual conferences were introduced in 2011 to encourage wider debate and understanding. Guided by an expert in the field, these discussions seek experiences, expertise and feedback and wish to inspire people to take further action.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This report is a product of the collaborative efforts of Arcenciel,the Lebanese Physically Handicapped Union(LPHU),the Forum of the Handicapped Association(FOH),the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), and the International Labour Organisation (ILO). It provides practical knowledge on the training and job placement of persons with disabilities through six emerging good practices. When combined, these good practices provide a comprehensive programme for inclusive employment, with interrelated components ranging from advocacy and on-the-job training, to business development services, coaching and counselling.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

First international congress devoted exclusively to dual-track vocational education and training. Keynote address by ILO Director-General, Guy Ryder.

In 2014, the Confederation will launch the first international congress devoted exclusively to dual-track vocational education and training. The main focus will be on image building, bilateral exchanges between the private sector and policymakers, and the presentation of best practices in host companies and vocational education and training schools.

With the International Congress on Vocational and Professional Education and Training in Winterthur, the three main partners within the vocational education and training sector – the Confederation, the cantons and professional organisations – help to position the Swiss dual-track vocational education and training sector in an all-encompassing manner. At the same time, the event will enable technical discussion between key national and international vocational education and training actors, with the aim being to create better general conditions for the development of international cooperation in the area of dual-track vocational education and training.

Prominent speakers from both Switzerland and abroad will take part in this congress, including top political, economic, scientific figures responsible for decision-making on vocational education and training matters.

In Iraq, the unemployment rate is high especially among youths, who represent approximately 78 percent of the population. The war in Iraq was a great contributor to this problem, given the damage done to infrastructure, including higher education and vocational training institutions. In response to the dire need for employment opportunities and the need for vocational and professional skills training, the Swedish Academy for Training was formed in 2012, through the collective efforts of the United Nations Industrial Development Organisation (UNIDO), Scania, the Swedish International Development Cooperation Agency (Sida), Education First (EF) and the Kurdistan Regional Government Ministry of Labour and Social Affairs (MoLSA). This Academy targets unemployed Iraqis under the age of 30 and aims to train at least 300 students every year.

In August 2011, the British government launched a new initiative which invited providers in the Further Education and Skills Sector to prioritise labour market-focused training that would engage more people who are out of work and help them develop skills that would support their progression into employment.

This report assesses the efficiency of systems in matching unemployed adults to training provision. It also assesses the effectiveness of this provision in developing the employability skills of participants, and supporting progression into sustained employment. Findings are based on visits, between September 2011 and May 2012, to 45 providers including colleges, independent learning providers, and local authority providers of adult and community learning.

This study provides an overview of the employment situation of young and old workers in the EU Member States, setting out the most recent developments during the crisis and dealing with policies implemented to promote the employment of both groups. The evidence collected shows that there is no competition between young and older workers on the labour market. Structural or general policies to enhance the functioning of EU labour markets are crucial to improving the situation of both groups. However, the responsibility for employment policies still predominantly lies within Member States of the European Union, although initiatives taken at the EU level can provide added value, particularly through stimulating the exchange of experiences and facilitating regional and cross-border mobility throughout the EU.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The TVET Reform Project is an initiative of the Government of Bangladesh, executed by the ILO and funded by the European Union. This booklet, developed under the project, presents a Bangladeshi example of how to integrate people from underprivileged groups into nationally recognised skills development programmes and jobs. Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

OECD Reviews of Vocational Education and Training In Korea most young people commence secondary education at either a general, non-specialist high school or at a vocational high school. Upon the completion of secondary education, many students take the Korean Scholastic Aptitude Test (KSAT) which determines the type of postsecondary institution and vocational education and training (VET) to which they would be eligible. Given the economic and technological progress within Korea, concerns abound regarding the appropriateness of training programmes to labour market needs, programme funding, and the need for more engagement between employers and unions. This Report seeks to address these and other issues.
