Ghana has a youthful population of 24 million and has shown impressive gains in economic growth and in poverty reduction over the last two decades. The necessary sustained growth requires three critical steps: (1) increase productivity in the strategic economic sectors, (2) diversify the economy, and (3) expand employment. Raising the level and range of skills in the country provides a key contribution to these core drivers of sustained growth.

This report focuses on one segment of Ghana’s skills development system: formal and informal technical and vocational education and training (TVET) at the pre-tertiary level. Although TVET alone does not guarantee productivity gains or job creation, it is generally agreed that a blend of cognitive, non-cognitive, intermediate, and higher technical skills is crucial to enhance the country’s competitiveness and contribute to social inclusion, acceptable employment, and the alleviation of poverty. The report assesses the economic and social demand for vocational skills and the scope and scale of supply. Special attention is placed on vocational training for those working in the informal economy, and on non-formal (private) training providers.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

India faces a historic opportunity. The country will be home to 700 million people of working age by 2020, a demographic situation that if leveraged properly can transform the country into the next economic superpower. To contribute significantly to the overall target of developing new skills in 500 million people in India by 2022—mainly by fostering private-sector initiatives in skill development programs—the government created the National Skills Development Council (NSDC) in 2009. Private organizations such as Accenture also came forward and launched a series of initiatives to achieve this national goal.

Together, with the NSDC, Accenture conducted a survey with the aim of understanding the impact of its training investments on trainees and the industrial sector over a three-year time span. Survey results clearly indicate that the injection of private capital into India’s Vocational Education and Training (VET) system is helping overcome traditional challenges of poor and inadequate infrastructure. The private initiatives have also recorded high placement rates for its trainees, with 50 percent of the trainees who complete training receiving job offers within three months of their training. However some significant challenges exist. The ‘expectations-delivery’ mismatch is leading to high numbers of drop outs— trainees quitting jobs within a month of joining, or those not willing to accept offers made to them due to a series of mismatches between trainee expectations and what programs are actually delivering. This paper presents a comprehensive action plan that could help overcome the expectations-delivery mismatch and improve the attractiveness of VET.

In 2010, China presented a plan for the long-term reform and development of the educational sector. This plan states that government investment in the educational sector is to be significantly increased in the period between 2010 and 2020. Since 2011, the governments of Germany and China cooperate in the German-Chinese Alliance for Vocational Education and Training (AG). The Alliance aims at establishing an open platform and a nucleus for cooperation in the training sector and for strengthening political relations with regard to education matters. “Training – Made in Germany” offers the necessary know-how to meet the challenge in the field of vocational education and training.

This brochure presents eight success stories of skill development realised in a joint effort by Chinese and German partners. With its wide range of training offers and its strong emphasis on employability, “Training – Made in Germany” has the potential to successfully support and promote the ongoing reform process of the Chinese training system.

This biennial report provides a comprehensive overview of UNESCO-UNEVOC’s activities in technical and vocational education and training in 2012-2013.

As in previous years, UNESCO-UNEVOC undertook a range of activities promoting TVET development in all regions of the world. In response to the Shanghai Consensus, UNESCO-UNEVOC placed emphasis on capacitating the UNEVOC Network and engaging its members to shape the Centre’s work and activities. Network members identified youth and skills, with a specific focus on school-to-work transitions and entrepreneurship, and greening TVET, with a specific focus on teacher training and curriculum development, as crucial themes for all regions and developed a plan of action for the second half of the biennium. This most notably included the organization of a series of regional meetings in San José (Costa Rica), Seoul (Republic of Korea), Abuja (Nigeria), Moscow (Russian Federation) and Beirut (Lebanon) that brought together UNEVOC Centre representatives, and national, regional and international organizations to showcase innovative practices in TVET.

An important aspect of Rwanda’s development and stability in the last decade has been the country’s national Disarmament, Demobilization, and Reintegration (DDR) program. From the onset, the country’s DDR program has been closely linked to economic development and social inclusion efforts which in turn have contributed to economic and social parity between ex-combatants and civilians. The central objective Rwanda’s Demobilization and Reintegration Programme (RDRP) has been to support ex-combatants in their efforts to be reintegrated into social and economic networks of the civilian society. It is in this context that the Rwanda Demobilization and Reintegration Commission has offered vocational skills training as an integral component of the reintegration effort, with the hope that it would be a catalyst towards sustainable employment.

This report details the findings from a research study of outcomes of the vocational training provided to ex-combatant beneficiaries through the RDRP. Implementing DDR programs for more than a decade, Rwanda’s reintegration experiences and the country’s DDR vocational training framework provide an important opportunity to explore the factors that may influence the sustainability and efficacy of vocational training and reintegration outcomes.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Active ageing refers to the situation where older and ageing persons continue to have an opportunity to participate in the formal labour market, as well as engage in other unpaid productive activities while living healthy, independent and secure lives as they age. Active ageing policies seek to increase the number of older workers in the labour market, while enabling persons above statutory retirement age to remain in or re-enter employment. In Malta, the time is opportune to prioritise ageing policies, especially given the expectation of unprecedented changes in the demographic fabric. By the year 2025 the number of persons aged 65 years and over is projected to increase by 72 per cent compared to 2010 figures, and by 2060, children and youth under 20 years of age will decrease by 35 per cent.

The National Strategic Policy for Active Ageing: Malta 2014-2020 constitutes a turning point for local ageing policy. It is premised upon the three major themes: active participation in the labour market, participation in society, and independent living. Policy recommendations are offered in support of strengthening the levels of older and ageing workers, and improving social inclusion and independent living in later life. These recommendations include continuous vocational training for older adults; improving healthy working conditions, age management techniques and employment services; ensuring a safe, adequate and sustainable income for all older persons; providing financial and social resources for vulnerable older persons; strengthening opportunities for learning, digital literacy, active citizenship and intergenerational solidarity in later life; and improving services in health prevention and promotion.

A good practice case study selected by the Commission on Adult Vocational Teaching and Learning (CAVTL), Ofsted, and the Education and Training Foundation (ETF). In 2005, the Association of Master Upholsters and Soft Furnishers (AMUSF) developed its own craft qualifications in an effort to ensure that the qualifications of students were aligned with industry-standards. This case study details how Wendy Shorter Interiors works towards AMSUFs qualification standards and prepares students for the world of work, through the provision of three-tiered training in upholstery and soft furnishing.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

‘Green growth’ has gained international support as a way to reconcile the need for ongoing economic growth, with the imperative of staying within environmental limits and maintaining healthy ecosystems. Strategies and plans in pursuit of green growth however vary from country to country, and from sector to sector.

Featuring more than sixty (60) case studies from developed and developing countries, this report is the first comprehensive international assessment of lessons and experiences of pursuing green growth across all levels of government and all regions. It focuses on nine non-linear and interlinked elements that are commonly used by governments in green growth analysis, planning, implementation, and monitoring. These elements (including planning and coordination processes, and monitoring and evaluation) are as follows: establishing a vision, targets, and baselines; assessing and communicating benefits; prioritizing options and pathways; policy design and implementation; mobilizing investment; public-private collaboration; and integrating subnational action.

Emerging from the review of green growth country experiences are the conclusions that: Green growth could unlock substantial economic, social and environmental benefits; Integrated and robust planning, analysis, implementation, and monitoring are essential; Broad support for transformative change is required; and that further efforts are needed to assess and validate the long-term and transformational benefits of green growth.
