There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Evidence from the European Company Survey

Human resources contribute to the success of an organisation though their skills. According to the ability, motivation, opportunity (AMO) model, employee contributions to organisational performance depend on their skills, their motivation to draw on their skills, and the opportunities to do so. Organisations can adopt managerial approaches cultivating ability (A) by facilitating learning, creating opportunity (O) by providing employees with autonomy, and encouraging motivation (M) by leveraging monetary and non-monetary motivational drivers.

This report is based on the 2019 European Company Survey (ECS 2019). It shows that managerial approaches cultivating AMO are positively linked to establishment performance, and that these approaches are driven by an organisational culture that values employees as an asset to the organisation. People-centred managerial approaches that harness workplace wellbeing are central to the mechanism linking human capital utilisation to business outcomes.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The growing importance of sustainable development and the shift to a low-carbon and climateresilient economy will require new skills and qualifications, offering great potential for the creation of green jobs but also implying structural changes and a transformation of existing jobs. The transition to a low-carbon and greener economy will generate millions of new jobs, negatively affect some high-emitting sectors, and alter most existing occupations in terms of task compositions and skills requirements. 

Ensuring the right skills for green jobs is a prerequisite to make the transition to a greener economy happen. Today, skills gaps are already recognised as a major bottleneck in a number of sectors, such as renewable energy, energy and resource efficiency, green building or environmental services. The adoption and dissemination of clean technologies require skills in technology application, adaptation and maintenance. Skills are also crucial for economies and
businesses, workers and entrepreneurs to rapidly adapt to changes deriving from climate change and environmental policies.

Skills for transition to formality

Most young people around the world do not have the chance to attend formal institutions of learning. The capacity of formal education and training systems is often limited due to inadequate training infrastructures and the relatively high costs of full-time, centre-based training. Consequently, large numbers of youth are learning and then working in the informal economy. 

Informal apprenticeship systems that transmit the skills of a trade to a young person in a micro- or small enterprise have operated for generations in many countries. They are considered by far the most important source of skills training in Africa and South Asia.

Women and men in the informal economy often do not possess a formal proof of their skills. Skills acquired informally are not visible and hence are often not recognized by employers. Transitions to the formal labour market can also be facilitated if skills are assessed and recognized. Systems of Recognition of Prior Learning are being introduced by countries to offer access to further learning or to formal labour markets.

The four-year Skills Development for Increased Employability Programme (SDEP), launched in 2023, strengthens the relevance, quality and governance of the TEVET system, and encourages greater participation of the private sector in skills development initiatives that respond to the needs of industry, in a greener economy. Funded through a partnership agreement with the European Union (EU), the International Labour Organization (ILO) in Zambia is working to support the Government and private actors to focus on the governance and management structures of Zambia’s Technical Education, Vocational and Entrepreneurship Training (TEVET) system and to support the upgrading and maintenance of training facilities and curriculum development. Private sector involvement plays an important role in updating curricula and for the promotion of Work Based Learning (WBL) interventions. The overall objective is to contribute towards improving employability of the labour force for both women and men in Zambia and supporting the TEVET system towards producing relevant skills that match the needs of the industry by the year 2026.

The Norwegian Agency for Development Cooperation (Norad) and the International Labour Organization (ILO) have signed a new strategic partnership agreement for 2023-2024 to strengthen the skills development eco-system in targeted countries and contribute to human development objectives. Decent Work as well as Norwegian priorities of green energy, food security, equality and inclusive societies are at the centre of this cooperation.

Through this lightly earmarked contribution for the ILO’s development cooperation activities, Norway will support skills development and lifelong learning in Ethiopia, Ghana, Lebanon, Malawi, Senegal and Tanzania through:
  • Providing timely, accurate and forward-looking anticipation of future skills needs;
  • Increasing the number of women and men benefiting from skills and lifelong learning programmes and services;
  • Strengthening effective governance and coordination in skills systems to improve policies and financing arrangements; and
  • Enhancing global knowledge base, innovation, partnerships and capacity building to empower constituents to tackle contemporary skills challenges.
The agreement is a new phase of a long-standing partnership between the ILO and the Government of Norway on skills development. For the last four years, the collaboration has enabled support to selected countries to develop, upscale and institutionalise approaches such as private sector led governance structures and innovative skills anticipation, training and assessments.

It will continue to support constituents by providing technical expertise, building capacity, and supporting them to implement pilot programmes, with a particular attention given to vulnerable groups. This partnership ultimately contributes to achieving Outcome 5 of the ILO’s Programme and Budget 2022-23 , Skills and lifelong learning to facilitate access to and transitions in the labour market.

L‘avenir du travail en Afrique se penche sur deux questions fondamentales : comment créer des emplois productifs et comment subvenir aux besoins des laissés-pour-compte. Le rapport met en lumière comment l’adoption des technologies numériques, conjuguée à d’autres phénomènes mondiaux, transforme la nature du travail en Afrique subsaharienne et pose un défi en même temps qu’elle crée de nouvelles possibilités. Les auteurs montrent que les nouvelles technologies ne sont pas simplement synonymes de destruction d’emplois, comme on le craint généralement, mais qu’elles peuvent permettre aux pays africains de construire un monde du travail inclusif et offrir des opportunités aux travailleurs les moins qualifiés. Pour exploiter ces opportunités, cependant, il est indispensable de mettre en place des politiques publiques et de réaliser des investissements productifs dans quatre domaines principaux. Il faudra notamment promouvoir des technologies numériques inclusives, développer le capital humain d’une main-d’oeuvre jeune, globalement peu qualifiée et qui s’accroît rapidement, augmenter la productivité des entreprises et des travailleurs du secteur informel et élargir la couverture de la protection sociale pour atténuer les risques liés aux bouleversements du marché du travail. Le présent rapport, prolongement du Rapport sur le développement dans le monde 2019 de la Banque mondiale, aborde en conclusion d’importantes questions de politique publique qui viendront alimenter de futurs travaux de recherche permettant de guider les pays africains sur la voie d’une croissance plus inclusive.

Pharmaceutical and life sciences industries access to the global workforce Employers have long cited the ability to access and move top world talent to where jobs
demand as a core factor in driving economic growth and job creation. Governments with
immigration policies that facilitate global talent mobility better position their businesses,
workforces, and economies to compete in the global marketplace.

Before the pandemic, countries were increasingly turning inward and enacting more
restrictive immigration policies. Employers were reporting more difficulty in recruiting,
relocating, and retaining the global talent they needed to drive growth and innovation. As
COVID-19 rapidly spread worldwide in 2020, the cross-border flow of high-skilled workforce
virtually ceased.

This research illustrates the eect the pandemic has had on one sector’s ability to access
high-skilled talent needed to keep the economy going and power recovery. To that end, the
pharmaceutical and life sciences industries provided a highly relevant case study. If ever a
sector needed access to a workforce skilled for the task, it is the one charged with leading
the development, manufacturing, and distribution of safe and eective vaccines and
therapeutics.

This rapid skills survey report presents the findings for the rapid assessment and provides practical and actionable recommendations that can help limit the career-scarring effects of the pandemic on workers through provision of skilling and reskilling, measures. The report also provides skills related actionable recommendations for the economic recovery of the companies in the subsectors that were assessed.
The report focuses on the clothing and textiles and e-commerce sectors (online retail, banking, and insurance), which were identified as sectors that have either been negatively impacted by the COVID-19 pandemic or are experiencing a spike in demand for specific occupations and top-up skills. Acknowledging the devastating impact
the COVID-19 pandemic has had on youth and women, rapid assessment put a special focus on the training, reskilling, and upskilling, since they are vulnerable to labour market downturns. The report is concise, short, and to-the-point, and provides a clear analysis and recommends prioritization of actions for rapid implementation,
a move from the normal by delivering skills development differently in response to the current labour market needs, and repurposing existing programmes. The recommendations are concrete but aimed at making a big difference at a minimal cost.

A series of webinars were held in 2020 focussed on Skills Development thematic areas and on sectoral approaches.

This virtual fair aims to foster the development of human capabilities in developing countries with a focus on Skills Development, by enhancing countries’ capacity to find solutions to specific development needs and to the challenges now exacerbated by the COVID-19 pandemic. Moreover, It aims to:
- promote and strengthen the exchange of experiences;
- encourage the pooling, sharing and use of technical and other resources;
- supports the identification of participanting countries’ and institutions’ partnership potential. it responds to the proposed thematic & or sector priority areas for ILO’s support to South-South Cooperation.
Given the travel and meeting restrictions related to the COVID-19 pandemic, the forum will take the form of a Virtual Fair that will used Augmented Reality (AR).

Tripartite constituents from around 35 countries from the Global South will be invited to participate. Participants:
- will be invited to present good practices and will be supported to develop virtual booths
- will have the opportunity to attend High level conferences on selected topics
- are invited to present their good practices in dedicated session(s) on Agriculture where we will touch upon the Future of Work in the sector
- will participate on Meetings on SSTC SKILLS E-Fora key topics and sectors
are invited to identify other institutions to negotiate and discuss partnership possibilities, facilitated by the ILO.
