The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This rapid skills survey report presents the findings for the rapid assessment and provides practical and actionable recommendations that can help limit the career-scarring effects of the pandemic on workers through provision of skilling and reskilling, measures. The report also provides skills related actionable recommendations for the economic recovery of the companies in the subsectors that were assessed.
The report focuses on the clothing and textiles and e-commerce sectors (online retail, banking, and insurance), which were identified as sectors that have either been negatively impacted by the COVID-19 pandemic or are experiencing a spike in demand for specific occupations and top-up skills. Acknowledging the devastating impact
the COVID-19 pandemic has had on youth and women, rapid assessment put a special focus on the training, reskilling, and upskilling, since they are vulnerable to labour market downturns. The report is concise, short, and to-the-point, and provides a clear analysis and recommends prioritization of actions for rapid implementation,
a move from the normal by delivering skills development differently in response to the current labour market needs, and repurposing existing programmes. The recommendations are concrete but aimed at making a big difference at a minimal cost.

A year ahead of WorldSkills Shanghai 2022, experts from international organizations and government officials, leaders of business and industry will meet to discuss the effect of the pandemic on VET and how skills can address some of the world’s pressing challenges, such as climate change, poverty, or the future of work.

The WorldSkills Conference 2021, “The Road Ahead: Skills for a Resilient Future” will take place from 25 to 29 October 2021 in a hybrid format, allowing participants to join the conversation live either from Shanghai or online.

The three main tracks of this year's Conference will lead the way in global skills development for future generations: skills for green jobs, poverty reduction through skills, and the future of apprenticeship systems.

The Conference will kick off on Monday, 25th October at 16:00 CST with a high-level discussion which will look at the learnings of the past year and shed light on the skills set needed to build a resilient future.

Raising awareness about the importance of anticipating labour market skills needs

Under the auspices of the Skills Initiative for Africa, (SIFA) the Africa Union Commission, and African Union Development Agency (AUDA-NPEAD), with the technical support of the International Labour Organization will be holding an Africa wide conference on Skills Anticipation.
 

The Conference, a three-day virtual event will take place on 15, 16 and 17 September 2021 and will bring together policy makers, labour market actors to discuss challenges that African countries face in addressing the persistent imbalance between the demand and the supply of skill on the African continent.

The overall objective of the conference is to raise awareness about the strategic role that skills anticipation and matching can play in guiding labour market actors to systematically identify and address future skills needs to avoid potential skills gaps.  

Her Excellencies, Commissioner Professor Sarah Anyang of the African Union, Ambassador Birgitte Markussen of the European Union and the ILO Assistant Director-General and the Regional Director for Africa, Ms. Cynthia Samuel-Olonjuwon will jointly open the proceedings of the conference.

The highlights of the conference include a scene setting talk by Mr. Srinivas Reddy, ILO’s Chief of   Skills and Employability Branch, and keynote address on skills anticipation by Ms. Olga Strietska-Ilina, ILO’s Lead on skills strategies for future labour markets.

A context setting discussion featuring high profile discussants from African member states will explore pathways for Africa’s future skill needs.

Two thematic discussions on the skill implications of the impact of COVID 19 on African labour markets and how countries can strengthen their skills anticipation systems will also be part of the programme of events.

A virtual fair where countries, programmes and organizations will show case skills development related good, practice and knowledge products will start as a pre-conference event on 15 September 2021 and will run until the 16 September 2021. The virtual fair will also be an opportunities for practitioner to network and share experiences

The ultimate objective of the conference is to help African Member States to position structured skills anticipation and matching as one of it’s tools for achieving the Agenda 2063 aspiration for an “Africa whose development is people-driven, and which relies on the potential of its people”.

The Continental Conference, and the overall capacity building work under  the ILO supported skills anticipation component of the SIFA Programme is a stepping stone toward the much needed systems strengthening efforts aimed at improving evidence based skills policy and strategies development and implementation in Africa.

The conference will conclude with the presentation of recommendations on how Africa Union member states can enhance the responsiveness of skills development systems through improved skills anticipation measures.

Ms. Jennifer Chiriga, the Chief of Staff of the African Union Development Agency – NEPAD, Dr. Joni Musabayana, Director of the ILO Decent Work Team for Eastern and Southern Africa, and Mr. Ernst Hustaedt, the Program Director for the SIFA Programme Technical Cooperation Component will preside over the closing of the conference.

The COVID-19 pandemic is expected to have adverse and non-uniform impacts on future employment prospects for different job positions in the EU. We investigate two possible determinants of the variation of future employment loss due to the pandemic: the potential of a job to be carried out ‘from home’ and the risk of being substituted by automation.

Using unique data provided by a dedicated COVID-19 impact scenario carried out for the latest Cedefop skills forecast, we find that less remote working potential and more automation risk are related to larger expected losses in employment due to COVID-19 for different countries and occupations, but not industries. These links are stronger in the short-term future for different countries, but for occupations they seem to strengthen in the years after 2022, reflecting the removal of protective measures taken by EU governments as the world recovers from the pandemic. Relating expected employment loss to the intensity of performing different tasks at work, we find that such loss is expected to be less for countries and occupations in which social, intellectual and information and communication technology (ICT) skills are important for a larger proportion of jobs.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Exploring employer demand for digital skills and occupation growth prospects

Policymakers consider digital skills to be a top priority for investment. They are seen as offering people greater employability and job resilience. But are all digital skills created equal?

The analysis provided in this publication shows that not all digital skills will be equally important in the future. In fact, occupations which we are more certain will have poor prospects, are more likely to require a digital skill than the occupations that are most likely to grow by 2030. This is because the relationship between the digital intensity of an occupation and its potential for growth is not straightforward: there are occupations that are currently not digitally intensive, but are expected to grow in the next 10-15 years, as varied as teachers and chefs. The type of digital skills needed in a job also makes a difference: the digital skills most likely to be needed in growing occupations are ones that are used in non-routine tasks, problem-solving and the creation of digital outputs. This is exploratory analysis that takes a novel approach.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Pakistan Country Skills Profile was prepared by ILO Islamabad Office in collaboration with SKILLS Specialists in DWT-Delhi and Geneva.  Profile covers main features of skills development in Pakistan and identifies a few key areas for improvement in the TVET System.  Profile was reviewed by tripartite stakeholders in an online tripartite consultation held on 16th February 2021 and was endorsed by all stakeholders. 

Pakistan Country Skills Profile (2021) provides an overview of TVET situation in Pakistan including demographic situation, coverage of TVET System, regional and gender inequalities, quality issues, and other important features.  Towards the end, the Profile identifies four key areas for improvement.
