A guidebook for policy planners and practitioners Both apprenticeships and traineeships can - and do - play a critical role in helping young people make a smoother transition from school to work (STW). A long-standing and robust body of evidence has consistently shown that countries with rigorous apprenticeship schemes, such as Germany, Austria, Denmark, Norway, the Netherlands and Switzerland, are the most successful in terms of facilitating STW transitions. Likewise, some forms of traineeships, notably those associated with educational programmes and well-structured active labour market policies (ALMPs), have proved to be highly effective in facilitating STW transitions.

This Guidebook’s primary aim is to provide an overview of the main apprenticeship and traineeship programmes (‘what exists’) which have been in operation in each EU Member State in the period 2007-2012, with a particular focus on their employment outcomes and overall effectiveness.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

This report seeks to foster an understanding of the context, constraints, and opportunities for increasing productive employment in Fiji, and inform evidence-based policies that will promote productive employment and decent work. Chapter 3 reviews the education and technical and vocational education and training (TVET) system and programs, access and quality to higher education and TVET, and the school-to-work–transition interface and matching of skills. In particular, it analyzes the continuum from school to work and the ‘disconnections’ that occur because of factors related to government policy, training institutions, industry dynamics, gender equity, and individual circumstances.

A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

OECD Economics Department Working Papers No. 1101 Irish youth was hit hard by the crisis. Many young workers have remained unemployed for a long time and, unless it is tackled promptly, this issue will become one of the most enduring legacies of the recession. New labour market policy initiatives have been introduced recently, but more will be needed to limit scarring effects and keep youth connected so that they can get back to work as soon as the recovery strengthens. For many young workers learning new skills is the way to get ready. The Irish economy is shifting away from bricks and mortar towards knowledge-based services, and those previously employed in construction-related activities need to acquire the skills and competencies required in these expanding sectors. For those who have already drifted into more marginalised environments, a longer process of rehabilitation will be necessary to escape poverty and social exclusion. This document recommends focusing limited fiscal resources on policies empirically-proven to help regain employment; this will require systematic and rigorous evaluation of labour-market programmes and policy decisions to close down ineffective schemes while strengthening successful ones.

Short statistical report No.4 The school-to-work transition is a crucial life stage for young people, and research has often shown that this stage has important effects on their entire life courses. In recent years, young people willing to enter the labour market have been challenged by increasing uncertainty and comparatively high unemployment. These labour market trends have been attributed to several structural changes, including globalisation, rise in international competition, technological change and the recent economic crisis.

At the same time, the structure of labour supply has changed. Tertiary education in EU Member States has substantially expanded and the educational attainment of recent female graduates is now at parity or even exceeds that of their male counterparts. However, research has also demonstrated that even with considerable gains in education, women continue to have unequal labour market outcomes. Isolating gender differences in the transition from school to work and examining why these differences may emerge, has been largely ignored until now. This report uses directly comparable data across the EU to examine whether there is a gendered transition from school to work, which can provide evidence to allow nations to reform their social welfare systems in a more tailored way by learning from each other and identifying policies and institutional systems that work the best.

Deux nouvelles Recommandations internationales essentielles sur l'éducation qui reflètent les nouvelles tendances mondiales et viennent appuyer le Cadre d’action Éducation 2030.

Ces instruments internationaux essentiels ont été révisés à la demande des États membres qui souhaitaient qu’ils soient adaptés à la lumière des nouvelles tendances éducatives, sociales, économiques, culturelles et politiques. Les Recommandations ont été adoptées avec enthousiasme par les États membres lors de la 38ème session de la Conférence générale tenue à Paris en novembre 2015. Ils représentent les outils les plus récents et les plus complets pour les décideurs, les praticiens, les partenaires sociaux, la société civile et les autres parties prenantes dans ces deux domaines complémentaires. Partout dans le monde, ils serviront à guider la transformation et la multiplication des opportunités d'apprentissage équitables en faveur des jeunes et des adultes.

En particulier, l'adoption de la Recommandation sur l’apprentissage et l’éducation des adultes (ALE) imprime un élan au renforcement de ce domaine, grâce à la définition de principes directeurs et d’une approche complète, intersectorielle en vue de sa promotion et de son développement dans le monde entier. La Recommandation sur l’enseignement et la formation techniques et professionnels (EFTP) reflète les nouvelles tendances en matière d’EFTP grâce à une approche intégrée et holistique de l'éducation et de la formation, assurant ainsi la promotion d'un large éventail de connaissances, d’aptitudes et de compétences nécessaires pour le travail et la vie courante.

L'adoption simultanée de ces deux instruments montre qu’une forte priorité est accordée par la communauté internationale au développement de l’apprentissage tout au long de la vie. Les instruments soulignent l'importance des opportunités d’apprentissage tout au long de la vie, de l’apprentissage et de l’éducation des adultes et du développement des compétences pour assurer une croissance économique inclusive, l'emploi et le travail décent, la réduction de la pauvreté, le bien-être social, l’égalité des sexes et des sociétés apprenantes durables.

A highly educated and skilled population is fundamental to the success of an advanced economy and society. Every year, Canada invests billions of dollars in its post-secondary education systems— in systems that are not measured in outcomes. As a country, Canada achieves the highest proportion of post-secondary educational attainment among the member countries of the Organisation for Economic Cooperation and Development. Yet “the actual skills attainment is underwhelming,” according to the Conference Board of Canada. Narrowing the gap between education and skills, by exploring the relationship between employers’ needs and Canada’s post-secondary education systems, is the focus of this report.

Work Integrated Learning (WIL)—an umbrella term for work-based activities undertaken by university students as part of their learning experience—is viewed by both industry and universities as a key means for increasing graduate work readiness. However, while employers question the work readiness of Australian graduates WIL is currently underutilised in Australia across many disciplines and industry sectors. Employers are particularly critical of the inability of graduates to link the theoretical aspects of their degree with the practical realities of work.

Within that context, this report provides new information on WIL from the perspective of employers. It identifies: the extent to which employers participate in WIL; the industries in which it is most common; the conditions that support their participation; and the value they attach to the WIL experiences of those they employ. The report also provides evidence of the barriers, benefits and enablers to employer participation in WIL.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The returns to schooling or the skill premium is a key parameter in various literatures, including globalization and inequality and international migration. This paper explores the skill premium and its link to exports in Latin America, thus linking the skill premium to the emerging literature on the structure of trade and development. Using data on employment and wages for over five million workers in sixteen Latin American economies, the authors estimate national and industry-specific skill premiums and study some of their determinants. The evidence suggests that both country and industry characteristics are important in explaining skill premiums. The analysis also suggests that the incidence of exports within industries, the average income per capita within countries, and the relative abundance of skilled workers are related to the underlying industry and country characteristics that explain skill premiums. In particular, higher sectoral exports are positively linked with the skill premium at the industry level, a result that supports recent trade models linking exports with wages and the demand for skills.
