Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

France devotes a great deal of resources to vocational training for youths and especially adults, but the system is unduly complex and yields rather poor returns. The basic literacy and numeracy skills of many French adults remain weak in international comparison, with harmful effects on employment opportunities, wages and well-being. Access to basic skills training is poor for those who need it most, many of whom come from disadvantaged socio-economic backgrounds. Secondary vocational education and apprenticeship training still suffer from a serious image problem in the minds of French families, even though the latter have a good track record. The government has succeeded in ensuring that the number of apprenticeships is growing, but that is mostly due to those studying at the tertiary level or at least for a higher secondary diploma.

This Paper maintains that the labour market outcomes of those with only shorter vocational qualifications are not good, and quality in that stream needs to improve. To do so better teachers and workplace trainers need to be attracted to the field, especially individuals who can better link practical experience and theoretical concepts. The financing of the adult training system involves complex collection mechanisms even following a major recent overhaul. Making further changes will have to confront entrenched interests, even if the use of the training levy to finance business groups and unions has now ended. The goal is to direct more training funds to workers in small firms who have the weakest skills as well as to jobseekers, but this might be more easily achieved by shifting the funding base from a levy on employers to fiscal incentives or direct subsidies. There remains a need to align responsibilities for adult training with corresponding control over funds. Workers are henceforth to be given personal training accounts in which they can accumulate rights to up to 150 hours of training. But the enormous number of providers and courses on offer calls for greater efforts to develop good guidance, evaluation and certification systems to ensure the training finally chosen is appropriate and of sufficiently high quality.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This report compares the achievements of the People’s Republic of China (PRC) and India in human capital development in the past 5 decades (1960-2010) and identifies the factors behind the similarities and differences between them. It highlights the high-level policy lessons and insights that are crucial in addressing the remaining gaps between the PRC and India, and in shaping their future human and economic developments. The human capital development lessons that can be learned through this assessment of the past experience of these two countries are not only critical for improving their productivity and innovation for continued development but are also valuable for other developing economies as well.

While human capital is a multidimensional concept covering a set of health- and education-related characteristics that contribute to worker productivity, this report focuses largely on the quantity and quality of education, training, and skills of the labor force in the PRC and India at the national level, and to some extent at the regional level. Health and other important aspects of human capital are beyond the scope of this report.

Representing around 40% of the working-age population of the world and 37% of the total population of the world, the issues related to human capital development within the PRC and India are numerous and diverse. Many of these issues are best tackled in country specific contexts. This comparative report only tackles major human capital development achievements and broad-based challenges that are common to both countries, and presents policy options for addressing these challenges.

In a landscape of unprecedented global competition, fast-changing technology, global regulatory standards, increasingly mobile populations, and the constant generation of new jobs and skills sets, the entry of new elements into VET – new forms of VET provision and qualification – comes as no surprise. Vocational education and training (VET) is no longer the exclusive territory of national systems. New players have come into the field – international sectoral bodies, multilateral agencies, multinational companies – changing the way skills are delivered, acquired and assessed. Recognizing the importance of this trend this briefing note presents the new opportunities and challenges of VET within that context.

Dans un paysage de concurrence mondiale sans pré- cédent, de technologie en évolution rapide, de normes de régulation mondiales, de populations de plus en plus mobiles et d’apparition constante de nouveaux emplois et de nouvelles palettes de compétences, l’introduction d’éléments nouveaux – de nouvelles formes d’offre et de certification – dans l’enseignement et la formation professionnels (EFP) n’a rien de surprenant. L’EFP n’est plus le pré carré des systèmes nationaux. De nouveaux acteurs – organismes sectoriels internationaux, agences multilatérales, sociétés multinationales – se sont implantés sur le territoire, modifiant les modes de transmission, d’acquisition et d’évaluation des compétences. Reconnaissant l’importance de cette tendance, cette Note présente les perspectives et défis de la formation professionnelle mondiale.

The National Vocational Qualifications Framework of Sri Lanka was developed in conformity with the socioeconomic milieu and the needs of the labor market with the participation of industry stakeholders. It has enhanced the role of the government in policy and regulation, and the role of the private sector in providing skills training. A unified system with seven levels covering 96 occupations at the craft level, 14 fields at the middle technician level, and 4 courses of study at the degree level, it has reduced the complexity and ambiguity of training and selecting competent workers. This publication describes the progress and challenges in developing, implementing, and monitoring this ambitious scheme, with lessons for developing skills qualification frameworks in other countries.

Cambodia has made great strides toward sustained rapid and inclusive economic growth since its political environment stabilized in 1999. Its 7.8% average annual growth since then has dramatically brought down the poverty level, from 47.8% of the population living below the national poverty line in 2007 to a low 18.9% in 2012. However, 71.0% of Cambodians still live on less than $3 a day, which means that many of them remain vulnerable to falling back into poverty. A lack of decent jobs is at the heart of the problem. The share of self-employed and unpaid family workers, which was at 59.4% in 2013, remains high. Indeed, most of the working population is in the informal economy or engaged in vulnerable forms of employment.

Enhancing labor productivity could very well be the biggest challenge Cambodia will face in sustaining a strong and inclusive economic growth. Using a diagnostic approach to assess the dynamics of the labor market, this study jointly undertaken by the Asian Development Bank (ADB) and the International Labour Organization (ILO) has identified this and five other major challenges to generating more productive employment in Cambodia and the possible policy initiatives for addressing them.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Global Forum Report: 14 - 16 October 2014, Bonn, Germany The UNESCO-UNEVOC Global Forum ‘Skills for Work and Life Post-2015‘ took up the vital topics of youth, skills and greening TVET in the context of the post-2015 development agenda. 2015 marks the end of the Education for All (EFA) initiative, and global and regional debates are sharpening the focus of discussions geared towards setting concrete recommendations on how the post-2015 education agenda should look like, and how it will be coordinated, monitored and assessed. Technical and vocational education and training (TVET) and skills for lifelong learning feature prominently in these debates.

This report summarizes the key discussions and observations during the Global Forum, and creates an understanding of TVET transformations, underpinned by the above issues, in the context of framing the post-2015 agenda.

Good multilevel governance and the effective development of vocational education and training (VET) in the Southern and Eastern Mediterranean (SEMED) region are now widely recognised as having significant economic and labour market potential as well as an important social role to fulfil. The region as a whole is characterised by rapid growth of the young age cohorts – and thus, of job seekers – and this is in stark contrast to the limited numbers of good job opportunities being created in the labour market.

This cross-country report is an early research output of the ETF’s Governance for Employability in the Mediterranean (GEMM) project. The regional project aims to increase the vertical and horizontal participation and coordination of VET stakeholders in VET policy making at all stages of the policy cycle in order to establish improved governance models and procedures. The ambition is to support improvements in the relevance and quality of vocational education and training systems, for enhancing employability prospects of women and young people in the European Neighbourhood Policy South region.
