Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Education and Training (ET) 2020 Working Groups, involving over 400 experts from European Union (EU) Member States' administrations and other stakeholders, are one of the main instruments of the EU ET 2020 tool box. Through mutual learning and the identification of good practices they support Member States in addressing the key challenges of their education and training systems and the common priorities agreed at European level. Between 2014 and 2015, there have been six ET 2020 Working Groups. This publication highlights the key messages delivered in these groups for the period 2014-2015.

Competencies are job skills. They are the knowledge and practical ability required to do the tasks of a job. To be recognized as having a competency, a worker has to be assessed though observation, to a set standard, in a job setting. In many parts of the United States, throughout Europe, and in other places around the world, competencies are the currency through which employees find jobs and advance in their careers. This report collects some insights from competency frameworks around the world and proposes future steps to develop Canada’s own competency framework.

Report of the UNESCO-UNEVOC special virtual conference, 1-14 April 2014 The Third International Congress on technical and vocational education and training (TVET), held in Shanghai in 2012, called for profound transformations in the conceptualization, governance, funding and organization of technical and vocational education and training. During the congress, a special session held on the normative instruments relevant to TVET confirmed that the 2001 Revised Recommendation concerning TVE (UNESCO, 2001) would benefit from revision and updating to ensure a stronger focus on lifelong learning and to become responsive to challenges many countries currently face, such as rapid demographic and technological changes, youth unemployment, social inequalities and sustainable development.

Within that context, this report provides a summary of the discussion during the ‘Special Virtual Conference on the UNEVOC e-Forum’ held from 1 to 14 April 2014 and outlines the key themes that were raised, including labour-market relevance, teaching and learning, assessment and qualifications, governance, finance, staffing, quality assurance and international cooperation. The report features a set of recommendations concerning the scope, objectives and themes of the recommendation concerning TVE.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

In an increasingly competitive economy, and with retirement starting for the Baby Boomer generation, the Congress of the US has indicated a strong interest in ensuring that today’s young people have the educational attainment and employment experience necessary to become highly skilled workers, contributing taxpayers, and successful participants in civic life. Challenges in the economy and among vulnerable youth populations, however, have heightened concern among policymakers that many young people may not be prepared to fill these roles.

Within that context, this report provides an overview of federal employment programs for vulnerable young people. It begins with a discussion of the current challenges in preparing all youth today for the workforce. The report then provides a chronology of job training and employment programs for at-risk youth that began in the 1930s and were expanded or modified from the 1960s through the 1990s. It goes on to discuss the four youth programs authorized under the Workforce Innovation and Opportunity Act, and draws comparisons between these programs. Following this section is a detailed discussion of each of the programs.

Today an increasing number of citizens interact, work and trade using digital technologies. Today’s learners expect more personalisation and collaboration, and better links between formal and informal learning. Policymakers, experts and practitioners increasingly agree on the need for a major rethink of education and training systems in order to improve the responsiveness of VET systems to labour market and individual needs.

This case study aims to identify relevant policies and practices for digital and online learning (DOL) in vocational education and training (VET) in Serbia, with a focus on initial VET (IVET). The study was commissioned by the ETF with the following specific objectives: (i) gather information and analyse DOL provision in VET; and (ii) provide a set of recommendations.

The Employment and Social Developments in Europe (ESDE) Review analytically underpins the policy actions of the European Union and its Member States in pursuit of the Europe 2020 employment and social goals. Working Paper No. 329 Most emerging economies are characterised by lagging levels of productivity. While economic growth has been robust in much of the emerging world during the last two decades, it has generally been grounded on factor accumulation, with marginal contributions from productivity. With the economic literature pointing to human capital and skills as a key conduit of productivity, the inability of firms to find the skills they need appears as a key brake on development.

This paper aims to identify the dimensions where this skill gap is more prevalent, particularly across emerging regions and industries. It devises an empirical analysis that uses two alternative specifications based on limited dependent variable analysis. The results place Latin America as the emerging region where firms have the greatest problems derived from the lack of adequate skills, well ahead of emerging Asia and Europe, but also of sub-Saharan Africa. In terms of sectors, two advanced manufacturing industries (machinery and motor vehicles) are particularly affected by this relative scarcity of adequately trained workers. Policy recommendations hinge on the need to solve the mismatch between the provision of skills by educational systems and the needs of the economy.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

La France consacre d’importants moyens à la formation professionnelle des jeunes et, surtout, des adultes, mais le système est trop complexe et ses résultats sont insuffisants. Les compétences de base en calcul et en compréhension de l’écrit de nombreux adultes restent faibles en France par comparaison avec d’autres pays, ce qui a des répercussions négatives sur les perspectives d’emploi, les salaires et le bien-être. Il est difficile pour ceux qui en ont le plus besoin, dont beaucoup sont issus de milieux socioéconomiques défavorisés, d’accéder à une formation de base. L’enseignement professionnel secondaire et l’apprentissage continuent de pâtir d’une mauvaise image auprès des familles, en dépit des bons résultats enregistrés par l’apprentissage. Le nombre de contrats d’apprentissage augmente régulièrement, mais cette progression concerne principalement les élèves qui préparent un diplôme de l’enseignement supérieur ou, au moins, du deuxième cycle du secondaire au moins (baccalauréat) ce qui tient toutefois entièrement aux élèves qui poursuivent des études supérieures. Les diplômés des formations professionnelles dans le secondaire n’enregistrent pas de bons résultats sur le marché du travail et la qualité de ces formations doit être améliorée. Pour ce faire, il faut attirer des enseignants et des tuteurs en entreprise plus qualifiés, afin qu’ils puissent établir des liens plus étroits entre expérience pratique et concepts théoriques.
