At present, the training institutions provide very limited information to the policy makers with regard to the provision of the TVET system. Standard curricula do not exist, training of trainers facilities are not available and there is no registration or accreditation system. Certification is ‘in-house’ and there are no common standards from which trainees or employees can gauge level of study or achievement. This study represents the first attempt to register TVET providers across the sector, collect essential baseline information and to gauge their performance.

Demand for workers in retrofitting and new green construction is expected to grow over the coming years but the lack of appropriate skills in the workforce can hamper the development of the sector and its potential benefits. New skill needs related to energy efficiency, water management and renewable energies in buildings are emerging. Skills-led strategies can drive the green building sector forward. This report brings together the findings from 34 countries and arises from a joint EC/ILO project on Knowledge sharing in early identification of skill needs.

The renewable energy sector is growing fast: about half of the new electricity-generating capacity added globally in 2008 and 2009 came from renewable energy additions. Fast deployment has led to skill shortages in technical occupations such as solar installers and electrical engineers, but also in more general occupations, such as sales and finance specialists, inspectors, auditors and lawyers. This report brings together the findings from 33 countries and arises from a joint EC/ILO project on Knowledge sharing in early identification of skill needs.

Intended to assist researchers in anticipating skills, the report builds understanding of how to embark on a skills anticipation exercise, which is relevant for national, sectoral and enterprise level human resource development strategies related to climate change mitigation and adaptation. It primarily deals with methodologies and institutional arrangements, and aims to inform decisions on the scope and level of skills anticipation research, sources of information, and available methodological approaches, both quantitative and qualitative. Research objectives, country context, data availability and institutional settings will determine which combination of methods to apply. The report arises from a joint management agreement between the European Commission and the ILO on Knowledge sharing in early identification of skill needs.

The Disability at a Glance series, which started in 2006, serves as a companion for policymakers, statisticians and representatives of organizations of, and for, persons with disabilities in Asia and the Pacific. These publications aim to provide a regional overview of disability policies and practices, as well as relevant country data and information.

The fourth edition, Disability at a Glance 2012: Strengthening the Evidence Base in Asia and the Pacific continues this tradition. It highlights the complexity of interpreting disability data and stresses the urgent need to work towards a greater common understanding of disability, related data and data collection practices.
