Because Public Private Development Partnerships (PPDPs) are relatively new forms of purposeful collaboration between diverse sectoral partners, there is a great opportunity for iterative learning for those involved as well as others exploring the PPDP model as a way to develop Vocational Training Centres and make an impact on poverty and unemployment. This learning along the project cycle should be anticipated, captured and reintroduced into the PPDP and potential new PPDP projects that partners might engage in. In order to do this, there needs to be an effective learning platform as well as a functional monitoring and evaluation system in place throughout the process. This guide describes such a VTC PPDP learning platform, following an exploration of key considerations for the development of such a learning system.

This ‘How-To’ Guide has been produced by the Learning and Knowledge Development (LKD) Facility as a learning tool, after the initial experience of working with the first vocational training Public Private Development Partnerships (PPDPs) in Iraq, Ethiopia and Uruguay. The Guide has been created from the collected learning, observations and reflections of the LKD Facility partners – the United Nations Industrial Development Organization (UNIDO), business partners, donors and the Vocational Training Centre leadership. The Guide is intended to share the learning from the PPDPs in terms of how to develop and implement them successfully, what has worked and what to watch out for. It will be of interest to other organizations intent on developing new PPDPs, or for adding to their thinking about their current PPDPs, and for general interest on innovative ways to strengthen vocational training for poverty alleviation. This guide is a ‘living document’ and will be updated regularly when new projects and partners get on-board and new lessons are learnt.

Higher education private sector institutions have a lot to offer in terms of their capacity to provide innovative educational services, and their ability to influence the diversity of skills to which students are exposed. The need to provide innovative services is key, especially within the context of new skills demands in a rapidly changing and globalised labour market. The reasons why the private sector could be expected to provide more innovative services include: a) lesser constraints in access to finance, b) the need to meet demands because of market competitive pressures, and c) a lesser subjection to central regulation and public administration rules.

This report summarises these and other key points highlighted at the international seminar on innovation in the private higher education sector, organised by the OECD Centre for Educational Research and Innovation (CERI), and Laureate International Universities Europe in November, 2013. The specific objectives of the seminar were to (1) discuss the growth of the private higher education sector, and its distinct role in educational innovation and in developing the skills of traditional and adult students, (2) map innovation in the private higher education sector in both organisational and pedagogical areas, and (3) provide a forum for higher education institutions to share experiences on their explicit or implicit educational innovation strategies. This report also provides lessons for the public sector and the higher education sector at large.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This employment model for green jobs in the Philippines is produced by the Green Jobs in Asia project which is supported by the Australian Government (2010–2015). The construction of social housing is not typically considered a testing ground for green innovation. However, eligible residents of the Southville 8 housing project in Rodriguez, Rizal are learning the skills necessary for the production and installation of environmentally-friendly construction materials, improving their employment prospects and creating a healthier, more climate-secure community in the process. The employment model in sustainable construction for the Philippines establishes a strategy for the creation of green/er jobs. It does so by supporting innovative partnerships and developing curricula for skills, entrepreneurship and financial training to promote green jobs for low-income communities, with a particular focus on women. This strategy is based on the construction of new-build projects, involving a multi-tiered approach, with partners drawn from both the public and private sectors.
