Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Provides a summary of the workshop held from 22-25 April 2013 in Johannesburg, South Africa. Apprenticeship systems in the informal economy remain a major provider of skills in most countries in Africa. The ILO’s work programme on informal apprenticeship raises awareness on the system’s strength and weaknesses, and promotes ways to upgrade it.

This publication provides a summary of the Regional experts' knowledge sharing workshop on upgrading informal apprenticeship, organized by the ILO in conjunction with the 5th Conference of the International Network on Innovative Apprenticeship (INAP). A special focus session on informal apprenticeship complemented the two-day research conference and featured country experiences and lessons learnt from policies and programmes.

The workshop was attended by over 50 participants from government ministries, social partners, researchers, practitioners, ILO project staff, and representatives of international organizations including the World Bank and the European Training Foundation. The countries in attendance included Benin, Botswana, Burkina Faso, Burundi, Egypt, Ghana, Ivory Coast, Malawi, Mauritius, Morocco, Nigeria, Senegal, South Sudan, Sudan, South Africa, Tanzania, Tunisia, Zambia, and Zimbabwe.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Measures are grouped under seven areas highlighted by G20 Labour and Employment Ministers. These are:

• Skills development
• Quality employment
• Youth employment
• Women’s economic participation

The study features illustrative examples of action taken, listed by broad category in each of the seven policy areas. It finds that skills development, youth employment and job creation more generally are the three areas in which countries have concentrated policy attention in the period from 2010 to early 2013.

Skills training is a central element of Canada’s Economic Action Plan 2013. The Plan introduces key measures to address the issue of skills mismatch and to connect Canadians with available jobs by equipping them with the skills and training they need to obtain high-quality, well-paying jobs. It is also helping businesses in vital sectors find the talent they need to remain competitive domestically and internationally. The initiatives, programs and services developed as part of the Action Plan address, among others, such issues as broad access to training and apprenticeship opportunities, continuing education and lifelong learning, supporting youth, persons with disabilities, aboriginal peoples, older and migrant workers in gaining access to training and employment programs.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

La politique englobe une gamme d’initiatives qui tiennent compte des bonnes pratiques internationales, dont la contribution des partenaires sociaux à la formation, dans le cadre de partenariats public-privé par exemple, et au processus de validation, ainsi que des approches sectorielles en matière de développement des qualifications.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

G20 Meeting of Labour and Employment Ministers: country policy brief The policy brief explores a number of initiatives that the Italian Government has taken in response to the crisis to facilitate the return to work. Notable among these are temporary employment subsidies, incentives for private employment agencies, new apprenticeship contracts, and an integrated job-search/vacancy-advertisement website, “Cliclavoro” by the Ministry of Labour.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Da sie sich sowohl der Komplexität der Kompetenzpolitik als auch der Möglichkeiten eines gegenseitigen Lernprozesses bewusst ist, hat die OECD eine globale Kompetenzstrategie ausgearbeitet, die den Ländern dabei helfen soll, die Stärken und Schwächen ihrer Qualifikationssysteme zu identifizieren, sie im internationalen Vergleich zu betrachten und Maßnahmen auszuarbeiten, mit denen erreicht werden kann, dass Kompetenzen zu besseren Arbeitsplätzen, einem höheren Wirtschaftswachstum und mehr sozialer Inklusion führen. Diese Publikation stellt eine Strategie vor, die den Ländern bei der Verwirklichung des Ziels der Heranbildung und optimalen Nutzung eines hervorragenden Pools an Kompetenzen helfen wird. Die Skills Strategy der OECD beinhaltet eine Umorientierung von traditionellen Messgrößen des Kompetenzniveaus, z.B. der Zahl der formalen Bildungsjahre oder den erworbenen Bildungsabschlüssen, hin zu einer wesentlich weiter gefassten Messgröße, die sich auf die Kompetenzen erstreckt, die Menschen im Verlauf ihres gesamten Lebens erwerben, nutzen, pflegen und u.U. auch wieder verlieren können. Wird nicht ausreichend in Kompetenzen investiert, müssen Menschen ein unbefriedigendes Leben am Rande der Gesellschaft fristen, kann sich technischer Fortschritt nicht in Wirtschaftswachstum niederschlagen und können Länder in einer weltweit zunehmend wissensbasierten Gesellschaft nicht mehr im Wettbewerb mithalten. Zudem müssen Kompetenzen, wie in der Publikation betont wird, während des ganzen Lebens kontinuierlich gepflegt und erweitert werden, damit sie ihren Wert nicht verlieren und es den Menschen ermöglichen, miteinander in einer Weise zusammenzuarbeiten, zu konkurrieren und zu kommunizieren, die Wirtschaft und Gesellschaft voranbringt.
