Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Éducation des filles et des femmes

Les filles et les femmes font face à de multiples défis qui compromettent leurs possibilités d'éducation. Un domaine de préoccupation de longue date est le faible taux de participation des femmes dans les sciences, la technologie, l'ingénierie et les mathématiques (STEM) et, par conséquent, dans les carrières liées aux STEM. Il s’agit d’une préoccupation importante car les carrières dans ce domaine sont souvent évoquées comme les « emplois de demain », génératrices de bien-être social et individuel, de croissance inclusive et de développement durable, à travers l'innovation et la créativité.

Pourquoi un tel écart entre les genres et comment y remédier ? Le Colloque international et le Forum sur les politiques de l'UNESCO seront organisés sur trois jours et constitueront des plates-formes de débat et d'apprentissage pratique en vue de:

• présenter les derniers résultats de la recherche et de la pratique.

• faciliter le dialogue sur les politiques, le partage des expériences et la mise en réseau.

• faire reconnaître la nécessité de renforcer l'éducation des filles dans les sujets liés aux STEM.

Le programme sera basé sur le thème général de l'éducation des filles dans les STEM, avec quatre sous-thèmes / axes: .

1. Construire les fondations : une éducation STEM de qualité tenant compte du genre.

2. Changer l’équation: aborder les stéréotypes et les préjugés entravant la participation des filles.

3. Graviter dans le domaine : aller vers, engager et autonomiser les filles et les femmes.

4. Câbler le réseau: partenariats, apprentissage intersectoriel et coopération.

Cet événement réunira plus de 200 délégués, dont des représentants du Ministère de l’éducation et d’autres hauts responsables, des professionnels de l’éducation et des éducateurs; des chercheurs et des spécialistes, des représentants d’organisations intergouvernementales et non gouvernementales ; des partenaires du développement, des représentants de la société civile ; des acteurs du secteur privé et autres.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. nspirándose en el Día Internacional de la Mujer de este año, esta discusión electrónica tiene por objeto analizar y compartir programas innovadores y buenas prácticas que pueden contribuir a la construcción de un mundo laboral mejor de cara al desarrollo actual y futuro — en particular para las mujeres y otros grupos desfavorecidos.

 

Muchos de los motores mundiales de la transformación actual tendrán importantes repercusiones en el desarrollo de las competencias. Por ejemplo, los avances tecnológicos cambiarán fundamentalmente la manera en que vivimos, trabajamos y nos relacionamos con los demás. También se prevé que estos avances tecnológicos conducirá a la creación de un número considerable de empleos y a grandes desplazamientos, a una mayor productividad laboral y a deficiencias cada vez mayores en materia de competencias.

La promesa de que “nadie se quedará atrás” formulada en la Agenda 2030 para el Desarrollo Sostenible y los Objetivos de Desarrollo Sostenible (ODS) que la acompañan, compromete a los Estados Miembros a tomar medidas para poner fin a la pobreza, hacer frente al cambio climático, y luchar contra la injusticia y la desigualdad.

Se necesitan cambios fundamentales para infundir la esperanza de que se incluya a todas las personas en este nuevo entorno e impulsar dicha inclusión.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

People with disabilities

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The importance of decent work in achieving sustainable development is highlighted by Goal 8 which aims to “promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all”. The 2030 Agenda embraces the three dimensions of sustainability – economic, social and environmental. It has 17 Sustainable Development Goals (SDGs) that will build on the progress achieved under the Millennium Development Goals (MDGs) . It was formally adopted by world leaders gathering at a United Nations special summit in September 2015 in New York.

The 2030 Agenda for sustainable development puts people and planet at its centre and gives the international community the impetus it needs to work together to tackle the formidable challenges confronting humanity, including those in the world of work.

World Economic Forum 2017 Around the world, no bigger policy challenge preoccupies leaders than expanding social participation in the process and benefits of economic growth. The report, which covers 109 economies, seeks to improve our understanding of how countries can use a diverse spectrum of policy incentives and institutional mechanisms to make economic growth more socially inclusive without dampening incentives to work, save and invest.

The Report presents a new global index, the Inclusive Development Index (IDI), providing a richer and more nuanced assessment of countries’ level (and recent performance) of economic development than the conventional one based on GDP per capita alone. It also provides a policy framework showing the many factors that can drive a more inclusive growth process.

What do we know about the largest education system in the world? A system that is educating 260 million young people, and that employs 15 million teachers? This report provides a broad overview of how China’s education system is organised and operates, and how reforms, both past and current, have reshaped education in China over time. The report then examines in greater detail education in the four economies within China that participated in the OECD Programme for International Student Assessment (PISA) 2015. PISA is a triennial international survey which aims to evaluate education systems worldwide by testing the skills and knowledge of 15-year-old students.

This report is organised into six chapters. The first outlines China’s national education system and how it works, including the organisation of the system, and how the government deals with educational development, reform and quality improvement, teachers, students, curriculum and teaching. The second chapter introduces current education reforms and relevant nationwide policies, including the challenge of balancing educational development in rural and urban areas, and reforms of the examinations. The remaining four chapters are each devoted to the four participating provinces and municipalities in PISA 2015.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Implementing the G20 Training Strategy

In Nepal, the Labour Market Information and Employment Services (LIfE) project, funded by the Korea International Cooperation Agency (KOICA), helps to improve access to basic information and services that can help job seekers, in particular youth, make well-informed choices about education, training, and employment.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Implementing the G20 Training Strategy: The “Skills for Employment and Productivity in Low Income Countries”, a project being implemented by the ILO, with support from KOICA of South Korea.

Unemployment and underemployment are major concerns throughout the developing world, but are particularly acute in Mozambique. Tackling these challenges requires effective measures to increase employment opportunities for the growing supply of labour, in particular women and men living in rural areas, with the relevant and quality skills they need to enter the labour market. The “Skills for Employment and Productivity in Low Income Countries” project being implemented by the ILO, with support from KOICA of South Korea, addresses the need to create more quality jobs and increase the employability of vulnerable groups, in particular young women and men in Mozambique. The ILO’s Chief Technical Advisor in the country, Ana Cristina Paulo, talks about the project, now approaching the midpoint of its three-year period.
