Youth employability

Flash Eurobarometer Series #304 This Flash Eurobarometer ‘Employers’ perception of graduate employability’ provides insights into the needs and perceptions of graduate recruiters by monitoring the opinions of staff in companies throughout Europe with at least 50 employees across a range of business sectors. The survey covered all 27 EU Member States, as well as Norway, Iceland, Croatia and Turkey. Companies included in this study had recruited higher education graduates in the past five years and/or were planning to recruit such graduates in the next five years.

In addition to identifying the background of the higher education graduates currently recruited in the surveyed countries, this Flash survey covered:

• the importance of various skills and abilities required by graduates
• the levels of satisfaction as to whether or not graduates have these skills
• which levels of graduate education are best suited to fill vacant positions
• the factors that influence the level of graduate recruitment
• the importance of educational institutions’ reputation
• the amount and type of training given to graduates
• the numbers of graduates recruited from abroad and the reasons why such graduates are hired
• the major challenges that companies face in hiring graduates
• the amount and type of cooperation between companies and educational institutions
• views on how graduates could be made more employable.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Higher Education Institutions (HEIs) are seen as crucial partners in realising the European Union's strategy to maintain economic growth and achieve prosperity. There is no doubt that globalisation, international mobility and demographic change have radically altered the face of higher education in Europe and internationally. Erasmus mobility and Intensive Programmes (IPs) for students and staff also contributed to this change and are seen as a way to achieve the internationalisation of European higher education, as well as to equip European citizens with the skills needed to increase their employability and thus contribute to Europe’s economic growth.

The Erasmus Impact Study ‘Effects of Mobility on the skills and employability of students and the internationalisation of Higher Education Institutions’ is designed to fill these gaps with regard to the effects of such mobility on both individuals and HEIs. At the individual level, the study focuses on the effects of Erasmus mobility on skills development and the employability of students. At the institutional level, the study pays attention to the effects of Erasmus mobility and IPs on competences of staff, institutional development and the internationalisation of HEIs.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. According to the International Labour Organization’s World Employment and Social Outlook, middle-skilled jobs like accounting and clerical work are declining. That’s because, in our globalized economies, many of these jobs can now be done by computers. So where are the jobs now?

ILO Economist Christian Viegelahn explains that many jobs can now be found at opposite ends of the skills ladder:

“Particularly in developed economies, the share of low-skilled, non-routine jobs, such as security personnel and some personal care workers, and high-skilled non-routine cognitive jobs, such as lawyers and software engineers, has increased.”

Skills shortages have regularly been identified as one of the top 10 barriers to competitiveness in Canada by the Canadian Chamber of Commerce, costing the Canadian economy billions in lost GDP annually. There is now a rare consensus about skills needs and challenges in this country, across the demand and supply perspectives. An aging population will only exacerbate the problem in the coming years, especially for the most in-demand professions in the skilled trades and STEM-based occupations (where STEM refers to science, technology, engineering and math).

With this report the Canadian Chamber of Commerce focuses on the role of the education-to-employment transition in mitigating or aggravating the skills gaps. Specifically, this report addresses the ways in which all stakeholders, including government, employers, workers, education providers and students will need to adapt and collaborate to improve the efficiency of the labour market.

Este proyecto intenta analizar y contestar la pregunta: ¿existe o no en México una brecha entre las competencias que demandan las empresas y las competencias que adquieren o fortalecen los egresados de las instituciones de educación superior (IES)? En otras palabras, ¿ofrece o no el sistema de educación superior las competencias que requieren los procesos productivos del país?

En el primer capítulo se analiza de forma muy breve la situación actual, en términos de cobertura y calidad de la educación en el país. En el segundo capítulo se describen las causas y características de las brecha entre la oferta y demanda de competencias que existe en el país. En el tercer capítulo se define qué se entiende en esta investigación por “competencia” y se presenta la lista de competencias que se evalúan por categoría. En el cuarto capítulo se presentan los resultados de la investigación relacionados con la situación laboral de los jóvenes y con las prácticas de su reclutamiento que llevan a cabo las empresas. En el quinto capítulo se presenta información sobre vinculación entre empresas e IES. En el sexto capítulo se agrupa por estado las competencias más importantes y escasas que se encontraron en el estudio. En el séptimo capítulo se presenta por área las competencias más y menos importantes, así como las escasas. En el octavo capítulo se menciona de forma puntual recomendaciones dirigidas a tres actores: autoridades, empresas e IES. Finalmente, en el noveno capítulo se presentan las conclusiones de este estudio.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The Australian Workforce and Productivity Agency (AWPA) has commissioned this study to provide a deeper understanding of policy and programs that work well to support and improve labour force participation by two key target groups:

• Young people (aged 15-24) (referred to in this report as the youth at risk cohort). Of particular interest are three overlapping subgroups of young people: those who are unemployed; those not fully engaged in education and/or employment; and those who are not in education, employment, or training at all (NEETs)

• Mature-aged people (aged 45-59) who left school early and have no post-school qualifications. This cohort is referred to in this report as the ‘lower skilled mature-age cohort or group’.

AWPA’s data profile highlights the case for policy and program interventions to improve labour force participation. In addition, this study has also comprised a literature review, and consultations with key stakeholders.

Young people have never left education more highly qualified and with more years of schooling to their names and yet face record levels of unemployment, too often losing out to older workers in the competition for employment. This report features interviews with eight leading commentators on the relationship between education and employment. The interviews highlight ways in which the labour market has become more hostile to young people over the last generation. Three key themes emerge: the labour market is more complex and opaque than in the past increasing the significance of careers education especially where it is rich in direct workplace contacts; school to work transitions have become more fractured than in the past demanding new recruitment skills and resiliency from young people; and, employers offering jobs with greatest prospects have changed requirements, expecting young people to be personally effective in applying knowledge in unfamiliar situations demanding that schools place greater emphasis on applied learning and enterprise education.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The demographic “youth bulge” represents one of the greatest opportunities, as well as one of the greatest challenges, faced by the Arab World.

With more than half of its population under 25 years old and the world’s highest regional youth unemployment rate, the Middle East and North Africa region stands at a critical juncture. This youthful populace can turn into either a “youth dividend” or a “youth liability”, contingent upon the region’s ability to create an enabling environment in which young people’s aspirations can be fulfilled.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Perspectivas del empleo en la OCDE 2014 incluye capítulos sobre la evolución reciente del mercado de trabajo con una sección especial sobre ingresos, la calidad del empleo, el empleo juvenil, y las formas y protección del empleo.

Para el área de la OCDE en conjunto, 17.2 millones de personas —más de uno de cada tres desempleados— no tuvo trabajo durante 12 o más meses en el último trimestre de 2013, casi el doble que en 2007. Considerando esta situación, promover la demanda debe seguir siendo un objetivo clave de política pública en los casos en que la recuperación ha sido menos sólida, acompañada de medidas reforzadas para combatir el desempleo estructural. Debe darse prioridad a las medidas para el empleo y la capacitación entre quienes no han tenido trabajo durante un tiempo prolongado y que, por regla general, enfrentan dificultades importantes para hallar empleo y tienen más probabilidades de dejar de pertenecer a la población activa.

The OECD Employment Outlook 2014 includes chapters on recent labour market developments with a special section on earnings, job quality, youth employment, and forms of employment and employment protection.

Chapter 5 draws on the OECD’s international Survey of Adult Skills to shed light on how different skills contribute to two key labour market outcomes for young people (16 to 29): the risk of not being in employment nor in education or training and, if in work, the level of hourly wages. The skills areas covered include: educational attainment; information-processing skills (literacy, numeracy, and problem solving in technology-rich environments); generic skills (the ability to organise one’s own work or influence that of others, to work in a team and to solve complex problems); and skills specific to fields of study and training. The chapter also assesses the extent to which employers make the best use of young people’s skills in the labour market and identifies those skills areas most prone to mismatches between what workers can do and what their job demands. Finally, the chapter identifies the main policy levers that are most likely to influence the way in which employers recognise and reward their employees’ skills. This provides new insights to policy makers, strengthening previous findings based chiefly on returns to education.
