Learning and Knowledge Development (LKD) Facility Mission:

To equip youth in developing and transition countries with industrial skills and know-how. To make this happen the LKD Facility:

-Establishes, in partnership with global manufacturing companies, training academies for the operation and maintenance of heavy equipment in different sectors.
-Expands access of youth to job-oriented and market demand-driven skills in the sectors of logistics and industrial maintenance of machinery.

About the LKD Facility:

The Learning and Knowledge Development (LKD) Facility is a platform that promotes industrial skills development among young people in emerging economies. Working with the private sector through Public Private Development Partnerships, the LKD Facility supports the establishment and upgrading of local industrial training academies to help meet the labour market’s increasing demand for skilled employees, ultimately contributing to inclusive and sustainable industrial development.

The long-term success of local industrial academies that partner with the LKD Facility is ensured through constant monitoring of economic, environmental and social impact. UNIDO manages the LKD Facility, on behalf of SIDA, as the major project donor, and private sector partners.

This week, as we prepare ILO’s participation in the World Skills Competition 2017, taking place in Abu Dhabi, UAE from 15-18 October, we are left to reflect on a major theme which is troubling governments, employers, workers and young people across the globe – the so called skills mismatch.

This year’s World Skills Competition features 1,300 competitors, 100,000 visitors and 51 skills. The competition will cover a diverse range of vocational categories including mechatronics, information network cabling, floor tiling, patisserie, and plumbing just to name a few. The ILO, as a conference coalition partner, will be involved in two major activities of the Competition, the WorldSkills Conference and the WorldSkills Youth Forum which comes under the theme 'Skills strategies for a globalized world'.

Refocusing the debate on jobs and skills mismatch….

The ILO’s SKILLS branch will lead a conference session on the topic of skills mismatch that will consider not only what causes skills mismatch, but also to better understand the different types of skills mismatches, the labour market impact they have and their relative importance.

High and persistent levels of youth unemployment, together with job vacancies that remain unfilled, are often attributed to mismatches between jobs and skills. The debate frequently focusses on why employers are unable to fill the vacancies they have. But this is only one form of skills mismatch. The problems faced by employers are technically known as skills gaps or skills shortages (which are a form of skills mismatch), but how important are they compared with other forms of skills mismatch like over-education?

The point here is not to underestimate the importance of skills shortages, as nearly 50 per cent of all European firms report difficulties in recruiting higher education graduates (Eurobaromater survey, 2010), but the evidence that these shortages are to do with skills rather than employment opportunities and conditions is actually weak, and whether they have any effect on the performance or income of these firms is also not clearly understood.

One area that has received relatively little attention is the issue of over-education, which occurs when an individual possesses a level of education in excess of that which is required for their job. After an extensive review of existing research, Prof. Séamus McGuiness of ESRI established that a sizeable fraction of workers are in occupations that do not require as much schooling as they have acquired. Think, for example, about that taxi driver you encountered that holds a PhD, an example that points to a mismatch between jobs and skills.

The report included in this publication is a first look at the perspectives and expectations of Latin American youth regarding the future of work. The report offers some conclusions based on the key results of both surveys, which aims to nourish and expand the discussion on the future of work. The report included in this publication is a first look at the perspectives and expectations of Latin American youth regarding the future of work. The report offers some conclusions based on the key results of both surveys, which we hope will nourish and expand the discussion on the future of work.

Both surveys generated new evidence on youth’s expectations with respect to their jobs, working conditions and education in the future. They also provided information on young people’s opinions regarding the effects of technology on education and work, changes that will occur in education and training for work, as well as the expected impact of these changes on their well-being and how much information they have about the discussion on the future of work. Finally, youth were asked about the strategies they will use to respond to these changes and how much confidence they have in the future, among other key issues.

The results reveal an optimistic outlook of youth in terms of employment opportunities and conditions the future will offer them, especially among the youngest group. Most young people believe that the penetration of new technologies, robotization and automation of processes will have a positive impact on their employment future. They have considerable confidence in the future. One hopeful result was that many young people are aware that they need to make a personal effort to acquire education and training to take advantage of the benefits of future opportunities. Despite evidence of mismatch in the labour market, most youth consulted believe that their studies will be useful in the future.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Impact Report Series, Issue 6. The “Impact report” series disseminates research reports from Taqeem-supported impact evaluations. Reports include baseline, endline and qualitative studies which describe the impact estimates of evaluations of youth employment interventions based on experimental and quasi-experimental designs. This report assesses a youth-focused skills training programme in rural and semi-rural Morocco. The intervention delivered financial, life and entrepreneurial skills training, aiming to assist young people with the challenges they face during their transition from school to work. Using a randomized controlled trial, the study explores the medium- to long-term impacts on a range of outcomes related to financial inclusion, employability and human capital accumulation.

Youth-focused development organizations throughout MENA increasingly concentrate on providing skills development training to promote financial inclusion and the labour market integration of young people. Despite the proliferation of such training, the evidence is still scarce on its effectiveness in addressing the wider challenges of economic inclusion among young people in MENA. As the first RCT in Morocco to examine a skills training programme, this impact evaluation, therefore, contributes to closing the knowledge gap on what works in youth employment in the region.

This article examines empirical evidence on the effectiveness of past youth guarantee experiences, as well as the few existing evaluations of the European Youth Guarantee, to identify the factors that are key to their success. The European Youth Guarantee (YG) is one of the most innovative labour market policies of recent years. It arrived at a time when an urgent and radical response was needed to address the detrimental long-lasting consequences of long-term unemployment.

This article examines empirical evidence on the effectiveness of past youth guarantee experiences, as well as the few existing evaluations of the YG, to identify the factors that are key to their success. We then assess whether the key success factors are embedded into the implementation plans published by the European countries and the extent to which these objectives have been met in practice.

Our analysis shows that while most of countries have established clear eligibility criteria and appropriate institutional frameworks, and are providing a comprehensive package of measures, many of them are still facing challenges when meeting the objectives of early intervention and effective enforcement mechanisms. Finally, although countries’ initial spending in the national YG schemes has often outpaced planned expenditures, in many instances resource allocations have not been sufficient to match the recommendations.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This report was commissioned by the Youth Employment Funders Group (YEFG) in partnership with the Mastercard Foundation. YEFP is network of over twenty multilateral organizations and international donors, including private foundations, working together to generate and share more and better evidence-based knowledge on what works in the field of youth employment. YEFG has been meeting since 2009, with a secretariat established in 2014 to support the Group’s mission. Profound global changes in the use of technology and the nature of work have urgent implications for how we educate young people and prepare them for the labour market. Employers are increasingly looking for youth who are flexible, adaptable, proactive, creative and collaborative. In short, youth need soft skills: the broad set of skills, attitudes, behaviours and personal qualities that enable them to effectively navigate their environment, work with others, perform well and achieve their goals. There is a growing awareness of the value of soft skills to both employee productivity and the healthy development of young people in general. The development of soft skills is deeply intertwined with academic and technical skill development. Though soft skills are increasingly seen to benefit youth in all domains of life, these skills are poorly understood, not well assessed, and too often overlooked in policy and institutional contexts, including education, training and the workplace.

This report summarizes areas of consensus regarding soft skills from the perspective of the Youth Employment Funders Group (YEFG), a network of donors working together to generate and share more and better evidence-based knowledge on what works in the field of youth employment. The document provides a common understanding for policymakers, employers, donors, and civil society organizations, identifies implementation and evaluation challenges, and suggests directions for investment in cost-effective, scalable and sustainable interventions and knowledge.

This article draws attention to the benefits of paid internships in the manufacturing sector on reducing youth unemployment. Youth unemployment is a global issue. According to a McKinsey & Company report, young people worldwide are three times more likely than their parents to be out of work. In the Organization for Economic Co-operation and Development (OECD) countries, more than one in eight of 15 to 24-year-olds are NEET (Not in Employment, Education or Training). The International Labor Organization estimates globally, 75 million young people are unemployed. Yet many entry-level jobs around the world remain unfulfilled because companies cannot find employees with the right skills.

Convened under the theme “Scale up actions for youth employment”, the two-day conference will address the most pressing issues related to youth and decent work in North Africa. The interactive platform will provide an opportunity to share the latest initiatives, results, and priorities ahead for each country. North Africa was hard-hit by high levels of youth unemployment, low female labour force participation, compromised job quality, increasing informality, slow productivity and underemployment. Yet, countries have been able to move past emergency and short-term responses to undertake substantial reforms in favour of a more inclusive and job-rich growth.

Over the past decades, growing youth employment challenges in all countries have made the creation of more and better jobs for young people a top priority worldwide. Unless vigorous action is taken, global community may confront the legacy of a lost generation. Overcoming the youth employment crisis is fundamental to the evolution towards wealthier economies, fairer societies and stronger democracies.

The 2030 Agenda for Sustainable Development reiterates the internationally-agreed target of full and productive employment and decent work for young people. Despite some progress, effectively implementing a successful approach to youth employment remains a challenge. In this context, ILO is confronted with an increasing demand from member countries for assistance.

The ILO adopted in 2012 the Resolution 'The youth employment crisis: A Call for Action' which contains principles and a set of policy measures guiding constituents in shaping national strategies and action on youth employment. The Call for Action suggests that a multi-pronged and balanced approach that takes into consideration the diversity of countries is the desired way to respond to the highest global priority of generating decent jobs for youth. This approach should foster pro-employment growth and decent job creation through economic policies; education, training and skills; labour market policies and institutions; entrepreneurship and self-employment; and respect of rights at work for young people.

As part of a larger ILO response to the requests from governments and social partners, the ILO’s Youth Employment Programme and the ITCILO are offering the course 'Decent Work for Youth – A course for policy makers and practitioners'. The course draws on ILO’s extensive experience accumulated through decades of research, capacity building and policy and technical advisory services on youth employment. This year’s edition, without neglecting the importance of appropriate action throughout the policy cycle, will focus on the challenge of successful implementation of policies that support the creation of more and better jobs for young women and men.

Learning objectives:

The overall objective of the course is to develop the capacity of ILO constituents and other policy makers and practitioners to tackle the multi-faceted youth employment challenge through sound youth employment policies and programmes adapted to national circumstances.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

People with disabilities

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.
