This toolkit provides stakeholders with guidance on developing a digital skills strategy. It is intended for policymakers, along with partners in the private sector, non-governmental organizations, and academia. Its overarching aim is to facilitate the development of a comprehensive digital skills strategy at country level. It is also possible to use this guide to focus on selected priorities that require a fresh approach. The toolkit is part of the Decent Jobs for Youth Initiative to tackle the youth unemployment challenge. This toolkit provides policymakers and other stakeholders with practical information, examples, and step-by-step guides to help develop a national digital skills strategy. It can also be used to develop policies and programmes to address specific priorities.

There are 12 chapters:

• Chapter 1 provides a checklist for developing a national digital skills training programme – which ensuing chapters flesh out in detail.
• Chapter 2 provides an overview of digital skills.
• Chapter 3 covers a range of stakeholder engagement models that can be used to develop a digital skills strategy, recognizing digital skills are necessary across sectors.
• Chapter 4 provides guidance on making an inventory of existing policies and programmes. The next six chapters guide the reader through specific strategies designed to develop digital skills:
• Chapter 5 covers basic and intermediate skills.
• Chapter 6 covers advanced skills.
• Chapter 7 addresses strategies for under-represented groups.
• Chapter 8 examines campaigns as an effective awareness raising strategy.
• Chapter 9 highlights the opportunities of using existing online training resources.
• Chapter 10 offers various options for assessing the progress of digital skills programmes.
• Chapter 11 offers sample digital skills roadmaps.
• Chapter 12 looks at future developments and emerging trends.

Le projet PEJTUN mis en œuvre par l’Organisation Internationale du Travail (OIT) avec l’appui financier de la Coopération Danoise au Développement (DANIDA) dans les quatre gouvernorats du Nord-Ouest de la Tunisie à savoir Béja, Jendouba, Siliana et le Kef, vise la création de 1200 emplois durables pour les jeunes. Dance ce cadre, l’OIT en collaboration avec ses mandants a élaboré une étude pour identifier les chaines de valeur à fort potentiel d’emploi pour les jeunes dans les gouvernorats de Béja, Jendouba et Siliana. L’étude propose trois chaînes de valeur par gouvernorat, et le choix a été porté sur deux chaînes de valeur agricoles à savoir l’apiculture biologique dans les gouvernorats de Jendouba et Béja ; et l’aviculture fermière dans le gouvernorat de Siliana.

In this article, ILO’s Ashwani Aggarwal, Senior Skills Specialist, highlights some of the advantages offered by Quality Apprenticeships, including how they can augment the employability of young jobseekers and increase the access of employers to a talent pool that has the relevant skills they need. Aggarwal also provides background information on the ILO Toolkit for Quality Apprenticeships - Vol. 1 Guide for Policy Makers, a resource guide to improve the design and implementation of apprenticeship systems and programmes.

Q: Why focus on apprenticeships?

The global youth unemployment rate has risen to a global average of more than 13 per cent in the decade since the global financial crisis began in 2007, with some countries and regions significantly harder hit than others. Moreover, young people are over-represented among the unemployed, accounting for more than 35 per cent of unemployed people globally, despite representing just over 15 per cent of the world’s labour force.

Policy-makers have been searching for responses to these negative employment impacts of the crisis. While there is no one-size-fits-all solution, policy-makers at the national, regional and global levels are rediscovering, or discovering for the first time – whether at the national, regional or global level – the importance of Quality Apprenticeships. Quality Apprenticeship systems contribute to matching skills in demand in the labour market with skills acquired in education and training systems, enabling young people to transition from the world of learning to the world of work. What is more, they play a key role in enhancing youth employability through personal development and a recognized qualification. They also offer a real opportunity to experience the world of work and to start the process of building a career. Equally important, quality apprenticeships provide a system that supports skills development and the hope of better employment prospects, today and in the future.

Q: What exactly is meant by Quality Apprenticeships?

Apprenticeships come in different forms in different countries, depending on national traditions and practices. The ILO has been involved in numerous initiatives to support apprenticeship training and has promoted the concept of a Quality Apprenticeship system to emphasize the quality and relevance of training to the labour market. Such a system has the following key features:

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. Policies for Inclusive Entrepreneurship The Missing Entrepreneurs 2017 is the fourth edition in a series of publications that examine how public policies at national, regional and local levels can support job creation, economic growth and social inclusion by overcoming obstacles to business start-ups and self-employment by people from disadvantaged or under-represented groups in entrepreneurship. It shows that there is substantial potential to combat unemployment and increase labour market participation by facilitating business creation in populations such as women, youth, the unemployed, and migrants. However, the specific problems they face need to be recognised and addressed with effective and efficient policy measures.

A data section provides a range of information on self-employment and business creation rates, barriers and key characteristics of businesses operated by social group. Finally, country profiles highlight recent trends in inclusive entrepreneurship, key policy challenges and recent policy actions in each of the 28 EU Member States.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The 2017 edition of the series Global Employment Trends for Youth provides an update on key youth labour market indicators, trends and policies, focusing both on continuing labour market instability and on structural issues faced by young people across the world. It looks at the future of work for young women and men, in particular, the link between new automation and digital technologies and youth employment prospects. It also examines youth perceptions of the future based on the ILO’s Youth and the Future of Work Survey. Incorporating the most recent employment trends for young women and men, Global Employment Trends for Youth sets out the youth labour market situation around the world. It shows where progress has or has not been made, updates world and regional youth labour market indicators, and gives detailed analyses of medium-term trends in youth population, labour force, employment, unemployment, working poverty and informality.

The 2017 edition discusses the implications of technological change for youth labour market prospects – both quantity and quality – focusing on trends in sectoral employment and on the forms of work available to young people.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

In addressing the persistent youth employment crisis, the ILO has called upon robust actions based on broad partnerships and innovative mechanisms of policy formulating and multiplication of efforts. As a significant step in this direction, and with reference to recently adopted guiding documents, the ILO is issuing this report aimed at supporting its constituents in tackling youth employment challenge through a coherent and sound approach to macroeconomic policies, employment, skills development and other relevant issues. Such approach is suggested to be fostered through a mechanism of voluntary peer reviews on youth employment policies, which serves as an arena for mutual learning and elaboration of policy tools and recommendations with reference to good practices.

The publication provides viable solutions on what works for youth employment, and can be used as a separate report or together with the Toolkit for conducting voluntary peer reviews on youth employment policies and Methodology for conducting youth labour market analysis. The publication has been inspired and nourished by the practical experience of a comprehensive peer review process organized within the frames of the ILO Project “Partnerships for Youth Employment in the Commonwealth of Independent States (YEP CIS)”. The project has been implemented by the ILO Decent Work Team and Country Office for Eastern Europe and Central Asia, with financial support of LUKOIL company.

The peer review process involved constituents representing nine countries from Eastern Europe and Central Asia: Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, the Russian Federation, Tajikistan, Turkmenistan and Uzbekistan. This publication has been ameliorated by original and eloquent inputs by all participating countries, which through the whole process validated the content, checking it against their concrete experiences of policy making and adequate policy change.

Nurturing the energy and creativity of youth in economically depressed environments is a challenge across the world and the development spectrum. This guide delineates a practice model to building social and economic capital through meaningful youth engagement and the promotion of social entrepreneurship.

In Egypt, a consortium of United Nations agencies worked with government stakeholders, international and local non-governmental organisations (NGOs) to address stark economic and community insecurity in two districts in the Upper Egyptian Governorate of Minya. The ‘Human Security through Inclusive Socioeconomic Development in Upper Egypt – Hayat’ project was designed to strengthen economic security through job creation and increased skills within the local labour force. At the same time, the project enhanced community and personal security through development of social capital and enhanced cohesion and inclusiveness. The ILO component of Hayat focused on the role of youth, particularly in light of high rates of unemployment among those 18 to 35 years of age. This component’s unique design sought to create new opportunities for decent work for young women and men through a combination of vocational and entrepreneurial skills training with activities designed to waken their engagement in community building, thereby creating an enabling environment for nurturing potential social entrepreneurs.

This Guide has been developed to share the ILO’s experience in introducing the concept of social entrepreneurship in a challenging environment, highlighting opportunities, success factors and lessons to be learned.
