De meilleures compétences pour un meilleur emploi est le troisième d’une série de coups d’oeil sur la recherche pour Se propulser à l’avant-garde, une série qui prône de faire preuve d’innovation dans les programmes d’alphabétisation et de compétences essentielles afin d’obtenir des résultats concrets.

En Ontario, les programmes d’alphabétisation et de compétences essentielles et leurs transitions vers la formation professionnelle ou les programmes d’études postsecondaires ne s’alignent généralement pas sur les secteurs d’emploi, l’information sur le marché du travail ou la progression en milieu de travail. Ce manque d’harmonisation est particulièrement vrai lorsqu’il s’agit des types de professions normalement accessibles aux personnes sans diplôme d’études secondaires. Les chercheurs d’emploi comme les travailleurs peu qualifiés se heurtent souvent à des obstacles considérables quand il s’agit d’améliorer leurs capacités, car ils sont aux prises avec des contraintes financières, des besoins en matière de transport et de garde d’enfants, des emplois itinérants et des heures de travail irrégulières. Par ailleurs, pour les employeurs, le fait d’avoir des travailleurs qui peuvent passer d’un emploi peu spécialisé à un emploi plus spécialisé augmente la satisfaction et la productivité de la main-d’oeuvre, réduit le roulement du personnel ainsi que le temps et l’argent consacrés au recrutement, et améliore le rendement global de l’entreprise.

Le présent document explore les initiatives d’ échelons de carrière, une série de programmes interreliés d’alphabétisation, de formation linguistique et de formation professionnelle qui permettent aux individus d’obtenir un emploi dans un secteur industriel ou professionnel précis, puis de gravir successivement les échelons de formation et d’emploi au sein du secteur. Chaque étape vise explicitement à répondre aux besoins tant des participants que des employeurs afin de leur permettre d’obtenir les compétences nécessaires en milieu de travail.

The 2015 edition of the OECD Employment Outlook provides an in-depth review of recent labour market trends and short-term prospects in OECD countries. Chapter 1 looks at recent labour market developments focusing on minimum wages, while Chapter 2 draws on the OECD’s International Survey of Adult Skills and considers skills and wage inequality. Chapter 3 looks how policies to to get job seekers back into work can help make labour markets more inclusive, while Chapter 4 examines job quality in terms of earnings mobility, labour market risk and long-term inequality. Finally, Chapter 5 discusses how job quality in emerging economies can be enhanced.

In the aftermath of the Arab Spring, when thousands of young women and men fought for the opportunity to realize their aspirations and potential, the question of jobs continues to be crucial in the Middle East and North Africa region. This report uses jobs as a lens to weave together the complex dynamics of employment creation, skills supply, and the institutional environment of labor markets. Consistent with the framework of the 2013 World Development Report on jobs, of which this report is the regional companion, this work goes beyond the traditional links between jobs, productivity, and living standards to include an understanding of how jobs matter for individual dignity and expectations—an aspect that was clearly central to the Arab Spring. Just as important, this report complements the economic perspective with an analysis of political economy equilibrium, with a view to identifying mechanisms that would trigger a reform process.

This report has three objectives. First, it seeks to provide an in-depth characterization of the dynamics of labor markets in the Middle East and North Africa and to analyze the barriers to the creation of more and better jobs. It does so by taking a cross-sectoral approach and identifying the distortions and incentives that the many actors—firms, governments, workers, students, education, and training systems—currently face, and which ultimately determine the equilibrium in labor markets.

Second, the report proposes a medium term roadmap of policy options that could promote the robust and inclusive growth needed to tackle the structural employment challenge for the region.

Third, the report aims to inform and open up a platform for debate on jobs among a broad set of stakeholders, with the ultimate goal of contributing to reach a shared view of the employment challenges and the reform path ahead.

Regardless of the level of the current and long-term development of economy, employment is considered as one of priority areas for ensuring social-economic stability of the country, hence the state employment regulation and management stem from objective necessity. Here there is a need for highlighting the importance of “labour resource selection – labour market – population employment” cycle, which does not always provide for the effective balance in the labour market itself. Therefore, the main target for the state in this sphere has to be the provision of balances though additional efforts.

This employment strategy has been developed taking into consideration the Constitution of the Republic of Armenia, the legal regulatory framework of the sphere, as well as the International labour Organization conventions and agreements concerning employment, the requirements of the European Social Charter, European Neighbourhood Policy. It provides a concise chapter on employment development and challenges, among which the labour market & education relation is discussed.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Employability entails the accumulation of skills, competencies, and professional qualifications and refers to the capacity of graduates to get available jobs and to function well in them once hired (World Bank 2012). An individual is considered employable, independently of his or her educational attainment and employment status, if he or she has skills and competencies that are relevant to finding a job in the labor market. Today’s graduates in Tunisia, especially those who have attained some tertiary education, have invested in their human capital but find it difficult if not impossible to find appropriate employment options in the labor market.

Tunisians are striving for the opportunity to realize their potential and aspirations in a country that is rich in both human and physical capital, but whose recent economic growth has failed to create enough opportunities in the form of good and productive jobs. This report highlights the main barriers that hinder the Tunisian labor market from providing income, protection, and prosperity to its citizens and proposes a set of labor policies that could facilitate the creation of better, more inclusive, and more productive jobs.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The transformation of the Saudi Arabian economy is one of the success stories of the past few decades. The path of its development has been a particularly unique one, which requires rigorous analysis to understand the current situation and the way forward to continue its prosperity. In this context, the Ministry of Labor has a goal to enhance the skills of the Saudi workforce, especially for the youth. Indeed, the principal mechanism by which Saudi Arabia seeks to specifically address its challenge of youth unemployment. A particular focus has been driving greater job readiness for the private sector, where the majority of workers are currently foreign workers. For youth there are key skill development programs, namely Career Education, On the Job training and Colleges of Excellence, whilst there are also courses targeted at wider participation. This plan introduces the current successes and challenges of Employment in Saudi Arabia.

Part of the international project on Leveraging Training and Skills in SMEs This report presents the findings and analysis of the research conducted in Turkey as part of the international project on Leveraging Training and Skills in SMEs. The project has been implemented by the Local Employment and Economic Development (LEED) Programme at the Organisation for Economic Co-operation and Development (OECD) in collaboration with the Small and Medium Entreprise Development and Support Organisation (KOSGEB) in Turkey. The study in Turkey focused on the OSTIM Organised Industrial Zone in Ankara, which, similar to the other industrial zones, provides necessary infrastructure dedicated to manufacturing companies.

The project mainly investigated both the formal/vocational education and training (VET), and informal learning resulting from daily activities of firms related to work that is not organised in terms of objectives, time or learning support (the so-called 'Knowledge Intensive Service Activities' or KISA). The research conducted for this purpose consisted of the questionnaire surveys (which were responded to by 108 SMEs in OSTIM), the in-depth interviews with five randomly selected firms, and the workshop organised with the stakeholders of trainings and skills development ecosystem. Since OSTIM has four industrial clusters (namely, construction and engineering machines cluster, medical industry cluster, defence industry cluster and renewable energy cluster), developed since 2007, the research also included a comparative analysis of these clusters.

South Asia, despite impressive growth and poverty reduction over the past two decades, remains home to more than half a billion poor people, large numbers of whom have little or no education and suffer from poor health. Part of the reason is that South Asia has some of the worst nutrition indicators in the world. Research clearly shows that a person’s cognitive development begins in the early years of life, long before formal schooling begins. Nutrition and early childhood development have a strong positive relationship with educational achievement and significant payoffs for lifetime learning and labor market productivity. The challenge of generating more productive jobs is intensified because most of the countries in the region are still in conflict or have only recently emerged from it and many people face serious problems related to access to opportunities based on gender, caste, and socioeconomic status. More and Better Jobs in South Asia attempts to answer three questions:

• Has South Asia been creating an increasing quantity and quality of jobs?
• What are the determinants of the quality of job creation and what is the employment challenge going forward?
• What demand- and supply-side bottlenecks need to be eased to meet South Asia’s employment challenge in the face of intensifying demographic pressure?
