La question des reconversions professionnelles est au cœur des enjeux actuels. Mais vouloir changer de métier ne garantit pas de réaliser une reconversion, encore moins de retrouver un emploi. Si ouvriers et employés peu qualifiés sont les plus demandeurs de changement, ce sont aussi eux qui tirent le moins de bénéfices d’un parcours de reconversion. Most young people around the world do not have the chance to attend formal institutions of learning. The capacity of formal education and training systems is often limited due to inadequate training infrastructures and the relatively high costs of full-time, centre-based training. Consequently, large numbers of youth are learning and then working in the informal economy. 

Informal apprenticeship systems that transmit the skills of a trade to a young person in a micro- or small enterprise have operated for generations in many countries. They are considered by far the most important source of skills training in Africa and South Asia.

Women and men in the informal economy often do not possess a formal proof of their skills. Skills acquired informally are not visible and hence are often not recognized by employers. Transitions to the formal labour market can also be facilitated if skills are assessed and recognized. Systems of Recognition of Prior Learning are being introduced by countries to offer access to further learning or to formal labour markets.

Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The proposal of pilot projects in September 2017, and of the Talent Partnerships in September 2020 with the New Pact on Migration and Asylum, gave momentum to the political debate on labour migration in the European Union (EU). The shift towards “talents” hints at an approach focusing on the interlinkage between migration and skills development when defining new partnerships with partner countries.

In a context of global transitions, such as the green and digital ones, economies and labour markets are set to undergo major transformations, and future partnerships will have to tackle the short-, medium- to long-term needs deriving from these changes. To this end, identifying skills that are necessary today and that will become important in the future is crucial. Due to opposite demographic trends, the EU will soon face increasing workforce replacement needs while the young populations in Southern Mediterranean countries are expected to grow exponentially. On this basis, this Policy Report aims to identify possible areas in which Talent Partnerships can be developed between the EU and Southern Mediterranean countries within a mutually-beneficial framework.

A new, hands-on, eLearning journey for TVET and skills practitioners!

This practical micro-course with 15 learning hours is for you!

The ITCILO and ILO’s Employment Department, Skills and Employability Branch join forces to organize a set of micro-courses on the skills anticipation and matching methods.

Tracer studies are common in higher education, but are becoming more and more popular in technical and vocational education and training (TVET). Reforms and programmes seeking improvement of TVET systems try to respond to labour market needs and contribute to overcoming skills mismatch, and support the transition from school to work; to achieve these objectives, TVET institutions need data from tracer studies to measure their effectiveness and the impact they have generated.

 

The main objective of this course is to help participants preparing to carry out tracer studies in their respective professional environment with a practical, output-oriented, quality assured approach.

Upon completion of the course, participants will have all the necessary tools to:

  • plan and design a tracer study with clear objectives;
  • develop the questionnaires and roll out the data collection phase;
  • analyse data, interpret and present results and apply self-evaluation.

The Joint Research Centre of the European Commission, the Labour Market Information Council of Canada and the ILO are glad to invite you to a research webinar on “Big data and the future of work” organized as part of the EU funded project “Building partnerships on the future of work ”.

This project is being undertaken by the ILO and the Joint Research Centre of the European Commission and aims at developing new evidence around some specific and understudied Future of Work themes.

The objective of the webinar is to bring together experts from the three institutions and external experts to discuss the possibilities of using big data sources to analyze ongoing future of work trends in both developed and developing economies. It will be an opportunity to present recent research work based on different types of big data such as online job vacancies or CVs, geospatial data sources or mobile communication data and discuss their use for policy purposes.

To allow an in-depth discussion and participation of colleagues in other time zones, the meeting will take place on Thursday 3 February (15:00 hours – 18:00 hours Geneva time / 09:00 – 12:00 hours Ottawa time) via Zoom.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The report sheds light on changing demand for skills in digital economies and societies, based mostly on a literature review, supported by a set of case studies from low- and middle-income countries. It reviews different approaches to measuring digital skills, and discusses the impact of digitalization on skills and related policy recommendations. It shows that, while digitalization may vary widely in its extent and forms across countries and sectors, its impact on jobs and skills is nevertheless considerable everywhere.

The report contributes to a better understanding of the key skills implications of the digitalization process and helps to address the fundamental challenge of how skills and lifelong learning systems should respond to the rapid pace of technological and structural change brought about by digitalization.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. A key driver of current efforts to reform technical and vocational education and training (TVET) in Ethiopia is the need to strengthen linkages between industry and the national training system.

The ILO Skill-UP Ethiopia Project is partnering with the Ministry of Science and Higher Education and the Textile and Garments sector to improve productivity through skills development and to strengthen the quality and relevance of training for priority occupations in the sector. The four key goals are:

  • Reduce skills gaps and shortages
  • Improve productivity
  • Increase opportunities for all individuals in the workforce
  • Improve learning supply

There is common agreement that clear multi-stakeholder governance arrangements, such as Sector Skills Committees lead to better coordination, dialogue and active engagement strategies, which enhances the relevance of skills development systems and underpin economic growth in the sector.

Semi-government and non-government organizations, such as, Sector Skills Committees, partner with government to achieve mutually beneficial national goals. These new types of partnerships, brought about by the coming together of government and the private sector leads to new forms of training and ultimately higher quality employment outcomes.

The ILO's Global Programme on Skills and Lifelong Learning/SKILL-UP Ghana project supported the Ghanaian Commission of Technical Vocation Education and Training (CTVET) in the establishment of the Oil and Gas Sector Skills Body (SSB) and developed a skills strategy for the sector. This  strategy outlines the current and future skills and labour needs for the sector and sets out a comprehensive action plan to ensure that the supply of skills and labour meets those needs.

Ghana’s oil and gas sector is a key driver for the national economy in terms of attracting foreign investments and creating employment opportunities. It is regarded as a catalyst to move the country into the upper-middle income category. A skilled and productive workforce is needed to maximize this potential.  However, evidence suggests that the sector lacks essential skills in a variety of occupational areas.

Skills mismatch and shortages are a common challenge in many countries, where job candidates and the existing workforce do not have the skills to meet labour market requirements. In response to this challenge, countries have been adopting a demand-driven skills development approach that aims to provide individuals with the current and future skills required by the labour market through more effective linkages between technical and vocational education and training (TVET) institutions and the labour market.

ILO’s Skill Up Ghana project supported the Ghanaian Commission for Technical and Vocational Education and Training (CTVET) in the establishment of the Oil and Gas Sector Skills Body (SSB) with the aim of implementing a demand led TVET offer for this sector.

ILO’s Skills for Trade and Economic Diversification (STED) approach was applied to the oil and gas sector, leading to the development of a skills strategy.  This document, elaborated with members of the Oil and Gas SSB, outlines this strategy and the proposed actions to address the sector’s skill needs.
