This document supersedes National Skill Development Policy of 2009. The policy aims to provide an umbrella framework to all skilling activities being carried out in India, to align them to common standards and link skilling with demand centres. In addition to laying down the objectives and expected outcomes, the policy also identifies the overall institutional framework which will act as a vehicle to reach the expected outcomes. The policy links skills development to improved employability and productivity in paving the way forward for inclusive growth in the country. The skill strategy is complemented by specific efforts to promote entrepreneurship in order to create ample opportunities for the skilled workforce.

Italy has set itself the strategic objective of strengthening VET, recognising the important role that it can play in supporting its enterprises and empowering its people. The recent policy package focuses on the youth guarantee scheme and measures to reduce red tape for enterprises and promote inter-firm cooperation. These reflect the need to link education and training better with the labour market, extend work-based learning schemes, ensure teachers’ and trainers’ professional development, and strengthen vocational guidance. The initiative to offer apprenticeship-type schemes in higher education and in fields of studies and types of programmes that are traditionally perceived as general and academic education is innovative. Within the context of the European alliance of apprenticeship it will be important to see and discuss how these offers will be taken up by education and training providers, learners and enterprises.

This report provides an insight into the Italian VET system. By presenting its main features and current developments, Cedefop hope that it will contribute to a better understanding of VET in Italy, the challenges ahead and the policy measures devised.

L'Italia si è posta come obiettivo strategico quello di rafforzare l’IFP, riconoscendo alla stessa un ruolo essenziale per sostenere la crescita di aziende e persone. Il recente pacchetto di politiche si ispira al sistema di garanzia per i giovani (lo “youth guarantee scheme”) e a misure dirette a ridurre i vincoli burocratici per le aziende e promuovere la cooperazione tra le imprese. Tali politiche sottolineano l’esigenza di relazionare meglio l'istruzione e la formazione al mercato del lavoro, di ampliare i sistemi di apprendimento basati sul lavoro, di garantire lo sviluppo professionale di insegnanti e formatori e di rafforzare l'orientamento professionale. Innovativa è l’iniziativa finalizzata ad offrire programmi modellati sull'apprendistato professionalizzate a livello di istruzione universitaria per aree e corsi tradizionalmente percepiti come accademici e generalisti. Nel contesto dell' Alleanza europea per l'apprendistato professionalizzante sarà importante osservare e discutere su come questa iniziativa sia ripresa da soggetti formatori, studenti ed imprese.

Questa relazione offre una panoramica informativa sul sistema di IFP italiano. Presentandone le caratteristiche salienti e gli sviluppi correnti, ci proponiamo di contribuire ad una migliore comprensione della IFP in Italia, delle problematiche affrontate e delle misure politiche messe a punto.

The Netherlands Initiative for Capacity development in Higher Education NICHE is a Netherlands-funded development cooperation programme aimed at strengthening capacity in post-secondary education and training institutions. Technical and Vocational Training and Education (TVET), at both secondary and tertiary education levels, is especially focused on producing readily-employable skilled personnel for the labour market.

On this view this document aims to provide all actors within NICHE with background information on TVET and insights on the strategy on TVET within NICHE.

Strategies 140 Unemployment and underemployment are two of the most serious development problems facing the partner countries in which german development cooperation operates. according to the international Labour Organization (iLO), 186 million people worldwide are unemployed. the number of underemployed people in developing countries is estimated to be far higher – as many as 550 million. Facilitating more people‘s access to productive employment that pays a decent wage, thus giving them a source of income, is a key element of sustainable poverty reduction and the achievement of the Millennium Development goals.

This Strategy Paper establishes programmatic directives for the formulation of Germany’s official development cooperation in the core competency area of technical and vocational education and training and the labour market and in the priority areas of German development cooperation, in which technical and vocational education and training is a cross-cutting theme.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

El aprendizaje a lo largo de toda la vida y el concepto resultados de aprendizaje (learning outcomes), se han convertido desde el Consejo Europeo de Lisboa en marzo de 2000, en conceptos clave que presiden buena parte de las políticas europeas en Educación y Formación. En España, según la Encuesta de Población Activa 2010 (2ºT), existen 12.881.100 personas mayores de 16 años, el 33.5%, que no poseen titulación de enseñanza básica obligatoria, y 13.459.400 trabajadores, el 58,2%, que no han recibido preparación específica para el desempeño de un puesto de trabajo.

En este contexto, este Plan de Acción contempla todos los elementos relevantes del Programa de la Unión Europea 2010 sobre Educación y Formación, en consonancia con iniciativas como el EQF (Marco Europeo de Cualificaciones para el Aprendizaje a lo largo de la vida).

Recognition of prior learning is an assessment process aimed at confirming and recognising the competencies a candidate has obtained outside the formal education and training environment. These competencies may have been gained through informal or nonformal training or through life or work experience.

The purpose of this policy is to provide advice to training providers and individuals seeking Trade Skills Recognition under the Vocational Education and Training Act 1996 (VET Act) for all Class A qualifications and for those Class B qualifications with a condition that the qualification can only be obtained by fulfilling the obligations of an apprentice under a training contract.

This strategic plan charts the priorities to be addressed and the associated implementation agenda of the Grenada National Training Agency (NTA) for the period 2014 – 2016. The plan was derived from a combination of 1) a review of international, regional and national documentation on education and on the development of TVET implementation systems and priorities; 2) meetings, using a questionnaire format, to solicit feedback from 15 private and public sector entities involved in training and in technical and vocational work in Grenada; 3) repeat meetings with the NTA to seek clarification on their role and key functions and meetings with the Ministry of Education (MOE) to develop an understanding of their role in TVET education in the secondary school system; and 4) the hosting of a two-day strategy planning workshop with the private sector, NTA, TAMCC, MOE and other stakeholders held on 4th and 5th September 2013.

This Strategy 2014 – 2020 builds on the achievements of the developments experienced in the implementation of the previous strategy 2008- 2013, but also takes into account the lessons learned. Given a widespread, diverse network of public and private training providers with different institutional set-ups and their specific training philosophies it remains a fundamental task to create a coherent E- TVET system. This will follow an agreed upon and harmonized policy set, sharing underlying principles and philosophies throughout the sector. Its scope will cover all forms of post primary education and training instruction that are directly linked with the acquisition of vocational and technical skills at all levels, from semi-skilled to technician level, in initial and continuous training courses.

The aim of this strategy development is to make a significant contribution and achieve better alignment and cohesive governance in the E-TVET sector. Ultimately, building on past goals and achievements and current Government priorities, the strategy will assist in building a cohesive and structured employment oriented (demand-led) TVET sector that is well managed.

Technical and Vocational Education and Training (TVET) in Ethiopia seeks to create competent and self-reliant citizens to contribute to the economic and social development of the country, thus improving the livelihoods of all Ethiopians and sustainably reducing poverty.

This National TVET Strategy replaces an older version adopted in 2002. It reflects an important paradigm shift of recent years which places quality and relevance of TVET as its priority. Global experience has shown that the mere expansion of TVET does not solve the problems of unemployment and low productivity of the economy. TVET has to respond to the competence needs of the labour market and create a competent, motivated and adaptable workforce capable of driving economic growth and development.
