Second iteration of the Tourism, Travel and Hospitality Workforce Development Strategy The tourism, travel and hospitality industry continues to experience growth and change. With visitor numbers to Australia continuing to expand into new markets, it is crucial that the workforce is suitably skilled and committed, in order to provide appropriate service to meet the demands of all aspects of consumer need.

Given the changing market demands that have emerged since the publication of the strategy, and in order to prepare for tourism activity over the next decade, a review of the framework is appropriate and timely. This second iteration of the Tourism, Travel and Hospitality Workforce Development Strategy outlines a series of priority areas for action that will strengthen the industry and better position it to take advantage of the continued and growing demand for its products and services.

Under ESDP III, Ethiopia made significant progress in education. Access at all levels of the education system increased at a rapid rate in line with a sharp increase in the number of teachers, schools and institutions.

The achievements under ESDP III are fundamental to allow Ethiopia to progress towards becoming a middle-income economy by the year 2025. Challenges, however, remain in order to realize this long-term vision. Because of the progress made during the previous years and within this long-term vision, the focus of education policies under ESDP IV will shift towards priority programs which address these remaining challenges. This includes TVET and adult education.

The Workforce Development Strategy will act as a catalyst for an industry wide approach to human resource needs, by providing a strategic response to the issues identified. This document has been developed with industry, and by industry, to provide an overarching framework to address the workforce challenges confronting the tourism and hospitality industry. Whilst the document will sit with the Industry Skills Council (Service Skills Australia) it will be owned by the industry and to that extent, industry will take responsibility for its currency and relevancy.

The strategy seeks to encourage all those involved in the industry, including government, to work together. The strategy identifies priority areas and actions that can be realised in a coherent and coordinated way to address workplace issues. It seeks to transform businesses in the tourism and hospitality industry into employers of choice that deliver highly profitable, world class visitor experiences.

Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The Strategy for Lifelong Learning (LLL) provides guidelines for the actions that the Bulgarian government should undertake in order to ensure the future preparedness of Bulgarian citizens to actively participate in a new global knowledge-based economy.

This strategic document points out the priority directions for development of LLL, the activities needed to achieve them, the necessary legislative changes, financing mechanisms, indicators for measuring the progress.

The National Strategy for Lifelong Learning aims to unify the efforts of all institutions and citizens of the Republic of Bulgaria for creating the necessary conditions and realising the process of lifelong learning in order to ensure full-value development of each citizen of the Republic of Bulgaria as an individual, professional and citizen, thus supporting the process toward a competitive knowledge-based economy.

Lifelong learning expands life choices and enhances people’s quality of life. Thus, it is a critical thrust in ensuring the success of the nation’s economic development. In our desire to achieve Vision 2020, it is imperative that lifelong learning be adopted as a New National Agenda in achieving the nation’s human capital development. Like primary and secondary schooling and tertiary education, lifelong learning should be in the mainstream of our education system; thus becoming the “third pillar” to propel human capital development in this country. This blueprint provides a list of initiatives to be undertaken for the enculturation of lifelong learning in Malaysia.

The Adult and Non-Formal Education Development Plan (ANFEDP) 2012/13 to 2016/17 focuses on: advocacy and mobilization, access and equity, quality enhancement, capacity enhancement and development, financing and sustainability of the adult, non-formal and continuing education. Furthermore, ANFEDP indicates and clarifies institutional roles and responsibilities of various levels of Government as well as Civil Society Organizations. It includes administrative arrangements, and the need to strengthen linkages with main support institutions such as the Institute of Adult Education (IAE), Tanzania Institute of Education (TIE), the National Examinations Council of Tanzania (NECTA), Vocational Education and Training Authority (VETA) and National Council for Technical Education (NACTE). ANFEDP intends to enhance and strengthen the linkage of adult and non-formal education and formal education for better coordination thus improve the quality of education and enhance access and equity.

Education is the process of initiating and preparing man through training. Cette stratégie s’inscrit dans la perspective d’une mise en œuvre des dispositions pertinentes de la Constitution, des lois d’orientation de l’éducation, des orientations majeures du Document de Stratégie de Réduction de la Pauvreté (DSRP), ainsi que des engagements du Togo en faveur de l’éducation pour tous (EPT) et plus particulièrement de l’universalisation de l’enseignement primaire (OMD n° 2) comme objectif à atteindre par le système éducatif en 2020.

Le développement attendu du système éducatif doit être soutenu par une augmentation de la part de l’éducation dans les dépenses de l’Etat. De plus, il commande la prise en compte de la formation professionnelle comme un moyen de professionnalisation des enseignements, de développement des ressources humaines, d’amélioration de la productivité du travail dans les secteurs informels agricole et non agricole et un mécanisme de régulation des flux à la fin de chaque niveau d’études, en vue de l’insertion des sortants dans le système de production.

The Government of Trinidad and Tobago has developed a framework for sustainable development based on seven interconnected pillars as the cornerstone of this strategy. One of these pillars is to develop ‘A More Diversified, Knowledge Intensive Economy – Building on the Native Genius of the People.’ To meet this goal and, as a part of Trinidad and Tobago’s response to rapid changes in both the global and local economic environment, there is need for significant changes in the landscape of tertiary education, technical and vocational education and training, and lifelong learning. This policy paper is the culmination of the efforts of several ministerial and professional educators concerned with tertiary education and training development in Trinidad and Tobago.
