Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The National Human Resources and Employment Policy (NHREP) lays down key policy priorities for human resource development and promotion of full, decent and productive employment. It covers a broad spectrum of subject areas including macroeconomic and sectoral policies, small and medium enterprises, labour market policies for specific groups and training, management and career guidance. Policy statements in these different subject areas are based on lengthy consultations with government officials, employers’ and workers’ organizations, professional bodies and academia. Every effort has been made to make this document inclusive, over-arching and comprehensive, keeping in mind the overall policy priorities of the government.

The objectives of NHREP are:
• to promote the attainment of full, productive and freely chosen employment for all women and men in Sri Lanka;
• to develop a highly competent, globally competitive, multi-skilled and productive workforce;
• to improve incomes and the quality of life of the working population across different sectors and regions;
• to provide the fullest possible opportunity to each worker without discrimination, to qualify for and to use his/her skills and endowments in a job for which he/she is best suited so that worker motivation and productivity are maximised; and
• to safeguard the basic rights and interests of workers in line with national labour laws and key international labour standards.

Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The Act on “Development of Lifelong Learning and other provisions” aims to set up a single comprehensive framework for Lifelong Learning under the responsibility of the Ministry of Education, Lifelong Learning and Religious Affairs. Specifically, the aims of this law are as follows:
i) to systematize and coordinate the investigation of the educational and training needs of adults in relation to the needs of the labour market and social development;
ii) to plan and decentralize lifelong learning activities; systematically support the institutions in the National Network for Lifelong Learning; and to plan the cooperation of the institutions in the Network with lifelong learning service providers;
iii) to promote vocational training and adult education in general as two equal pillars of lifelong learning;
iv) to establish the standards and tools for the development and qualitative improvement to lifelong learning;
v) to ensure the accessibility by people and particularly by the members of vulnerable and socially vulnerable groups to all the training activities and general adult education;
vi) to continually educate and evaluate adult educators;
vii) to establish a coherent national framework for the evaluation and certification for all forms of training and general adult education; and
viii) to create a uniform national framework for the recognition of qualifications and the certification of knowledge, skills and abilities.

The Act establishes the Zambia Qualifications Authority which is tasked with developing and implementing a National Qualifications Framework for the classification, accreditation, publication and articulation of quality-assured national qualifications.
The objectives of the Framework are to:
(a) create a single integrated national framework for learning achievements;
(b) facilitate access to, and mobility and progression within, education, training and career paths;
(c) enhance the quality of education and training; and
(d) promote education, training and employment opportunities.

The comprehensive National Policy Framework covers all areas of tertiary education, namely: higher education, technical and vocational education, as well as quality assurance assessment and accreditation, and career guidance and counselling in Sri Lanka. It provides recommendations for improving all sectors of tertiary education with a particular emphasis of relevance and responsiveness of education to economic and social demand. Among the issues covered are developing linkages between university and technical and vocational education sectors, providing internships and training placements, developing linkages with industry and service sector in order to widen the opportunities for employment of graduates, active participation of industry sector employers in designing courses provided by state-owned TVET institutions, entrepreneurship skills development, and improved access to TVET/livelihood training for vulnerable and disadvantaged groups.

Este Plan de Capacitación y Formación Profesional 2012 del SECAP se orienta a llevar a cabo procesos formativos de excelencia, con alto impacto, para generar inclusión económica y social que contribuyan al Buen Vivir. SECAP busca mejorar los niveles de acceso a la formación y al empleo, que genere mayores oportunidades de desarrollo en las y los trabajadores ecuatorianos, que disminuya la desigualdad social y sobretodo que se centre en el bienestar del ser humano, no como un medio, sino como el fin mismo de la producción.

Objetivo del Plan (general):
• Generar conocimientos, habilidades, destrezas y actitudes en las y los trabajadores ecuatorianos, a través de capacitación y formación profesional con enfoque de competencias laborales hacia la transformación productiva, contribuyendo a la democratización de los medios de producción y favoreciendo a la generación de una sociedad de propietarios, productores y emprendedores.

Objetivos específicos:
• Identificar la demanda de capacitación y formación de las y los trabajadores ecuatorianos en función de los criterios de negocios potenciales de acuerdo a los sectores productivos priorizados en las zonas de planificación.
• Ejecutar procesos formativos propendiendo al enfoque de competencias laborales y articulando con programas y proyectos que contribuyan a complementar las acciones y alianzas público - privadas para la incorporación de las y los trabajadores en actividades productivas.
• Evaluar la calidad así como el efecto de la capacitación y formación profesional ejecutada por el SECAP, en las y los trabajadores ecuatorianos.

The Trade Adjustment Assistance (TAA) Program is a federal program that provides a path for employment growth and opportunity through aid to US workers who have lost their jobs as a result of foreign trade. The TAA program seeks to provide these trade-affected workers with opportunities to obtain the skills, resources, and support they need to become reemployed.

TAA participants come from a variety of backgrounds and industries, and therefore many enter the program with a wide array of skills and experience. However, the majority of TAA participants who enter the program face similar challenges in obtaining reemployment, which can include no post-secondary degree, job skills solely in the manufacturing sector, and an average age of 46 with over 12 years of experience in a specific job that may no longer exist. The TAA program has been developed through legislation, regulation, and administrative guidance to best serve the needs of this unique population.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The Apprenticeships, Children, Skills and Learning Act published in 2009 guarantees all suitably qualified young people an entitlement to an apprenticeship place. The Act also set out details of the Specification of Apprenticeship Standards for England (SASE) which outlines the minimum requirements to be included in a recognised English Apprenticeship framework. Compliance with the SASE is a statutory requirement of the Apprenticeships, Skills, Children and Learning Act. The new rules set, for the first time, a set of minimum duration of 12 months for apprenticeships to help improve the relevance of the training.
