Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This report first provides an overview of the youth population and the increasing complexity of transitioning to adulthood for all adolescents. It also provides a separate discussion of the concept of “disconnectedness,” as well as the protective factors youth can develop during childhood and adolescence that can mitigate poor outcomes. Further, the report describes the evolution of US federal youth policy, focusing on three time periods, and provides a brief overview of current federal programs targeted at vulnerable youth. The report then discusses the challenges of coordinating federal programs for youth, as well as federal legislation and initiatives that promote coordination among federal agencies and support programs with a positive youth development focus.

The National Policy on Vocational Education and Training of Botswana has the following objectives:

• providing an integrated system with a close link between general education and vocational education which enhances recognition of prior learning, mobility, open career and educational paths;
• involving all stakeholders in the provision of vocational education and training through joint responsibility for planning, designing, monitoring, financing, and implementing programmes in the most cost-effective manner;
• providing adequate resources and open access to vocational education and training programmes whilst catering for disadvantaged groups;
• providing vocational education and training programmes which promote “total training” (i.e. the development of knowledge, skill, positive work attitudes, quality consciousness, and belief in training as a way of life), and emphasises training for self-employment, adaptability to technological change, increased productivity, and diversification of the economy.

The scope of the Policy encompasses both formal and non-formal skills training; life-long learning as an integral part of overall human resource development; public institutional training, employer-based training, and the private training institutions; and training for both the formal and informal sectors of the economy including self-employment.

While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. Investing in the 21st Century Skilled Filipino Workforce Themed “Investing in the 21st Century Skilled Filipino Workforce”, the Plan outlines innovative strategies to guide the major TVET actors on the courses of action that need to be carried out to address the economy’s future skills requirements. Anchored on the Philippine Development Plan 2011-2016 and the Labor and Employment Plan 2011-2016, the NTESDP 2011-2016 seeks to contribute to achieving the vision of inclusive growth through the improved provision of TVET. As a means by which workers’ productivity and employability are enhanced, TVET is seen as a primary enabler that allows the active and meaningful participation of workers in the development process.The NTESDP serves the following purposes:
• It outlines the major directions, including specific strategies, policies and programs for technical vocational education and training;
• It serves as a guide for the multifarious TVET players so that coherence and alignments in its implementation are advanced.
The NTESDP is mainly directional and its operational translation takes place in the Regional and Provincial Technical Education and Skills Development Plans (R/PTESDPs). The R/PTESDPs, to be determined and implemented at the regional and provincial levels, shall provide the area and sector-specific skills development requirements and program interventions.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Un cadre d’action pour promouvoir la réforme de l’enseignement et de la formation techniques et professionnels (EFTP) en Afrique subsaharienne à l’appui du Plan d’action de l’Union Africaine pour la Deuxième décennie de l’éducation (2006-2015)

Ce document a été élaboré par l’UNESCO-BREDA (Bureau régional pour l’éducation en Afrique). Il trace un cadre d’action en vue d’aider les pays d’Afrique subsaharienne, par l’intermédiaire de l’UNESCO et de ses bureaux hors Siège, à relever les nombreux défis aux- quels ils se trouvent confrontés en matière d’enseignement et de formation techniques et professionnels (EFTP).

Il a pour objectif de fournir aux professionnels de l’UNESCO des lignes directrices pour le développement de programmes et d’activités en Afrique subsaharienne. Il aidera les Commissions nationales pour l’UNESCO et les autres partenaires au sein des États membres à repérer dans quels domaines le BREDA et les autres bureaux hors Siège pourront mettre en œuvre leurs instruments et méthodes de travail à l’appui du développement des systèmes nationaux d’EFTP.

Vocational Education and Training Act has the following objectives:

1. to achieve an effective and sustainable system of skills formation that (i) is aligned with the labour market; (ii) provides the skills that are needed for accelerated development; (iii) develops the competencies needed by young people for productive work and increased standards of living; and (iv) promotes access, equity and quality in vocational education and training;
2. to establish a stable organisation and management system that clarifies roles in and responsibilities for vocational education and training and which is accountable to Parliament through the Minister;
3. to establish and maintain a sustainable partnership between government, the private sector and civil society to resource the provision of vocational education and training.

The Act establishes the Namibia Training Authority to regulate the provision of vocational education and training and to provide for the funding of vocational education and training; the imposition of a vocational education and training levy; the appointment of inspectors and designation of quality system auditors.

The document seeks to establish an effective and efficient Vocational Education and Training system, responsive to industry and community needs. Among the priority areas of the policy are: engaging private sector in training; establishment of the Namibia Training Authority to coordinate the development and implementation of a flexible competence-based VET system based on the Namibia Qualifications Framework; introduction of reforms to the financing of skills development through the establishment of a training levy; expansion of the number of student places and improvement of facilities in training institutions; curriculum reform; and improved access to certification and qualifications through streamlining arrangements for the recognition of prior learning.
