Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

UNEVOC Network Collaborative research This study looks at how community engagement is carried out in UNEVOC Centres across the UNEVOC Network’s five regions: Africa, Arab States, Asia and the Pacific, Europe, Commonwealth of Independent States (CIS) and North America, and Latin America and the Caribbean.

The objectives of the study are to: (i) collect information on how community engagement is addressed in technical and vocational education and training (TVET) institutions in different countries and regions; and (ii) address how to adapt a community engagement framework to different situations and TVET systems. The study’s methodology is adapted from the Delphi model, which is a survey-based methodology for obtaining consensus.

OECD Reviews on Local Job Creation This report focuses on how to better engage employers in apprenticeship and other work-based skills development programmes aligned with growing sectors of the local economy. A key part of this report was the implementation of an employer-based survey, which gathered information from over 300 Australian employers about their skills needs and barriers to apprenticeship participation. The report also provides information on four case studies, including Sydney Metro and STEMship in New South Wales, Collective Education in Tasmania, and the Dream, Believe, Achieve programme in Queensland. The case studies demonstrate how local organisations are building stronger business-education partnerships.

Panorama de la formación Nº 12

En 2010, OIT/Cinterfor presentó en la región el documento “Herramientas básicas para el diseño e implementación de marcos de cualificaciones: guía de trabajo” (Billorou, N; Vargas, F., 2010). Desde entonces, progresivamente a nivel global y de un modo más lento a escala regional, se han venido multiplicando las experiencias de países, instituciones o sectores de actividad económica que diseñan e implementan este tipo de herramientas.

Actualmente, por los menos cinco países de la región latinoamericana y caribeña están avanzando en la implementación de un marco nacional de cualificaciones - MNC. También se registran experiencias a nivel sectorial e incluso institucional. En esta ocasión, OIT/Cinterfor hace una primera entrega de breves resúmenes nacionales para las experiencias de Chile y República Dominicana.

Para la elaboración de los casos que se presentan en esta publicación, hemos contado con la valiosa e indispensable colaboración de SENAI de Brasil, INSAFORP de El Salvador, SENATI de Perú y UTEC de Uruguay. Diversos colaboradores de esas instituciones nos han narrado la forma en que sus instituciones anticipan y acompañan los cambios en el mundo del trabajo, y como desarrollan una visión innovadora de la competitividad y la productividad inmersas en su identidad de instituciones de formación para personas que requieren empleo e ingresos.

La narrativa acá presentada tiene un denominador común: la innovación. Se han tenido que modificar paradigmas, cambiar formas de actuar, buscar nuevas alianzas, desarrollar distintas respuestas, reinventar el negocio y dejar de hacer cosas. Volume I: Guide de l’OIT à l’intention des décideurs politiques. Ce guide a pour objectif d’améliorer la conception et la mise en place des systèmes et des programmes d’apprentissage. Le guide présente des exemples de bonnes pratiques de mandants de l’OIT à travers le monde et montre sur le plan pratique comment mettre au point des systèmes et des programmes d’apprentissage de qualité. Ce guide comprend deux volumes: un Guide de l’OIT à l’intention des décideurs politiques (volume I, la présente publication) et un Guide de l’OIT à l’intention des praticiens (volume II). Ce premier volume, le Guide de l’OIT à l’intention des décideurs politiques, présente les caractéristiques qui définissent des systèmes d’apprentissage de qualité selon l’OIT et vise à aider les décideurs politiques à concevoir et développer davantage de tels systèmes. Le second volume, qui sera publié ultérieurement, met l’accent sur les aspects pratiques de l’élaboration de programmes d’apprentissage de qualité. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Job quality remains a major concern with vulnerable employment pervasive around the world. As more and more investment is made in education and skills around the world, it is important to note that most young people in low- and middle-income countries will not be putting to use the skills they learn in formal sector jobs; they will be making use of these skills in the informal economy. This paper is concerned with jobs and skills mismatch in the informal economy in low and middle income countries. It reviews the analytical and conceptual framework for jobs and skills mismatch in the informal economy, considers the causes of skills mismatch in the informal economy, analyses available data on the phenomena and reviews policy and program options to address it.

This report identifies effective strategies to tackle skills imbalances in France. It provides an assessment of practices and policies in the following areas: the collection and use of information on skill needs to foster a better alignment of skills acquisitions with labour market needs; policies stimulating skills demand and skills use; policies related to general and professional education and training; policies to help the unemployed develop the right skills and better match them to jobs; career guidance initiatives; and policies facilitating the entry of migrants with skills that are in demand. The assessment is based on country visits, desk research and data analysis conducted by the OECD secretariat.

Cette évaluation est fondée sur des visites pays, la recherche et l’analyse de données exécutées par le secrétariat de l’OCDE.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

ILO Employment Policy Department. EMPLOYMENT Working Paper No. 233

This country study on India examines the framework for provision of employment services in the country, focusing on the recent comprehensive and radical reforms undertaken to revamp the system through the establishment of the National Career Service (NCS) in 2015, replacing the National Employment Service. The NCS, built around the versatile and universal online jobs portal and the establishment of modern model career centres, seeks to rally all key stakeholders in the labour market, through partnerships to improve service provision.
