This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The Education Strategic Plan 2009-2013 consists of three policy pillars: (i) ensuring equitable access; (ii) improved quality and efficiency of education services; and (iii) institutional development and capacity building for decentralization. A particular focus is on pro-poor reform policies and strategies, equity issues and reduction of existing disparities as well as improving quality of education.

This strategic document identifies a number of objectives to be addressed by the Ministry of Labour and Social Welfare (MLSW) regarding the development and promotion of vocational training for the unemployed and others in Kosovo. Over the next three years – 2012 to 2014 - MLSW expects the Vocational Training Division and, specifically, the Vocational Training Centres (VTCs), to improve their performance as training providers starting with clearly identifying the bottlenecks in providing vocational training, including the organization and administration of the process; embedding quality in the provision of vocational training through accreditation of training programs and the leading training providers; and also opening VTCs to the wider public, especially local communities.

Lao PDR has established the Master Plan for Technical and Vocational Education and Training (TVET) in order to implement its TVET Strategy. The plan is an important tool in the efforts of the Government to accelerate socio-economic development, reduce poverty and help the country emerge from the group of the least developed countries by the year of 2020. Key issues addressed by the plan include: the scope of the technical and vocational education and training; integration of demand side in skills development and promotion of TVET; National Qualification or Certification Framework; curriculum method and content; teacher development; cross cutting issues; and, labour market information.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

The objective of the National Human Resource Development Policy is to serve as an umbrella policy for human resource development at all levels and provide overall direction to all agencies to work in a collective and concerted manner to build the required human capital for fulfilling the national goal of developing Bhutan as a knowledge-based society. Its main objectives are to: Create human capital to realize development of Bhutan as a knowledge-based society; strengthen the existing human resource development institutions; plan for required human resource development (HRD) institutions; support agencies in planning and developing their sectoral HRD needs by providing broad directions to them; promote coordination among different HRD agencies in implementing various HRD activities; develop HRD professionals; study labour market periodically and make projections of future labour market scenarios; and, increase the employability of and employment for the Bhutanese youth.

Jordan’s national employment strategy (NES) was developed through a consultative process involving social partners and other stakeholders. Hence the document is a reflection of a consensus that was reached between the government, social partners, and other actors on how to reshape and streamline national employment and labor market policies and actions.

The NES has three main sections. The first develops the NES vision against the current reality of the labor market; the second provides a comprehensive and systematic diagnosis for the labor market; and the third presents the way forward. The NES contains the following components: gradually replacing foreign workers with Jordanians; supporting employment projects and programmes; enhanced training of Jordanians according to the needs of the labour market, supporting vocational education and training; enhancing investment in employment; supporting an entrepreneurship culture; supporting people with special needs; decreasing restructured employment; supporting labour market employment projects; supporting workers’ rights (social security, insurance, etc.); supporting tripartite dialogue.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The government through the Department of Higher Education and Training launched the third National Skills Development Strategy (NSDS III) in January 2011 to make sure that the energy and resources of stakeholders are focused on addressing skills challenges, and that measurable impact is achieved over the next five year period. The strategy follows the integration of higher and further education and skills development into a single Department of Higher Education and Training in 2009. The key driving force of this strategy is improving the effectiveness and efficiency of the skills development system so that it impacts positively on poverty reduction and inequality. The strategy is informed and guided by other overarching government strategies, especially the Human Resource Development Strategy, the New Growth Path, the Industrial Policy Action Plan, the outcomes of the Medium-Term Strategic Framework, the rural development strategy, the new environment strategy and, sector development plans.
