China has been experiencing rapid economic development and the nature of work has also been changing. Vocational education and training (VET) used to prepare students with focused skills for jobs. Now, it also needs to prepare students for life in the changed labour markets of the future. This has changed the role of vocational teachers from simply passing on the skills traditionally associated with a trade to assisting students to develop key competences that will serve them across the entire labour market and not just in a single industry. This report examines the needs of the VET system in China and the implications for VET teachers, students and the governance of the system

Reflections on the ETF 2008 policy learning exercise in Croatia, the former Yugoslav Republic of Macedonia, Serbia and Turkey The role of the European Training Foundation (ETF) in the reform process in South Eastern Europe is to facilitate policy learning by making available expertise, information and experience of policies and practice in education and training through participatory processes of stakeholder interaction. Peer learning is one of the tools used by the ETF for policy learning. In 2008 the ETF’s peer learning project was organised around the topic of the ‘Involvement of Social Partners in Education and Training’. This involved peers from the four countries – Croatia, the former Yugoslav Republic of Macedonia, Serbia and Turkey – with the aim of developing an understanding of the involvement of social partners in vocational education and training, with a focus on the construction and tourism sectors. The current report is a cross-country study of the current state of affairs and the findings of the peer learning exercise.

The study provides a comprehensive analysis of social partnership in vocational education and training (VET) in eight southern Mediterranean countries (Algeria, Egypt, Jordan, Lebanon, Morocco, the occupied Palestinian Territory, Syria and Tunisia). It explores policy options within the different national contexts, specifically in terms of how to improve the participation of social partners in the field of human capital development in the context of lifelong learning. The study describes and analyses, country by country, the role of social partners in policy making and implementation in VET. The different stages of development of social partnership in the region are identified and discussed. The paper concludes with recommendations for policy development.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The report focuses on the issue of youth and female employment and employability in 14 Mediterranean countries. Employability is a complex concept and a transversal issue, encompassing all initial education and knowledge, skills, experience and intercultural competences required to succeed in the labour market. Hence, it depends on many different factors: human capital education and training, but also socioeconomic and personal factors, macroeconomic perspectives and labour demand, and the institutional determinants of the job search and matching processes. All these factors are analysed throughout the report.

The paper reviews the initiatives that have already been implemented in different countries to enhance youth employability and concludes with some elements for an agenda for national employability policies and Euro-Mediterranean cooperation.

The purpose of the symposium was to add an international perspective to TVET financing options at a time when Ethiopia faces the major challenge of fine-tuning and putting its TVET financing strategy into practice. The symposium was designed as an opportunity to benchmark the planned financing strategies against international best practice, to exchange lessons learnt with practitioners from other countries, and to assist Ethiopian decision-makers, implementers and stakeholders both at federal and regional levels in widening their understanding of the relevant issues, challenges and opportunities when developing and implementing sustainable mechanisms of financing TVET.

It is the product of common work of UNESCO and its statistical branch (UNESCO Institute for Statistics), the ILO and the European Training Foundation with technical support from the European Commission, the OECD, Asian Development Bank, the World Bank and the German Agency for International Cooperation (GIZ). The primary purpose of this report is to strengthen the ability of governments, particularly in the developing countries, to design, monitor and evaluate their TVET sectors.

This employment model for green jobs in the Philippines is produced by the Green Jobs in Asia project which is supported by the Australian Government (2010–2015). The construction of social housing is not typically considered a testing ground for green innovation. However, eligible residents of the Southville 8 housing project in Rodriguez, Rizal are learning the skills necessary for the production and installation of environmentally-friendly construction materials, improving their employment prospects and creating a healthier, more climate-secure community in the process. The employment model in sustainable construction for the Philippines establishes a strategy for the creation of green/er jobs. It does so by supporting innovative partnerships and developing curricula for skills, entrepreneurship and financial training to promote green jobs for low-income communities, with a particular focus on women. This strategy is based on the construction of new-build projects, involving a multi-tiered approach, with partners drawn from both the public and private sectors.

Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

This employment model for green jobs is produced by the Green Jobs in Asia project which is supported by the Australian Government (2010–2015). Sustainable tourism in Indonesia is expanding and in great demand. Therefore, taking advantage of the huge potential for job creation and livelihoods within the tourism industry is an opportunity that needs to be acted upon without delay to help create green jobs and decent work. Implementing the employment model as a tool in sustainable tourism in Indonesia is a first but important step in this direction. It sets the normative and technical conditions for the large scale creation of jobs and livelihoods in Indonesia linked to ecotourism and green homestays. It achieves this by combining innovative partnerships, skills development, entrepreneurship and financial training to improve working conditions and reduce poverty by creating productive work at the local level.
