Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

In January 2012 the Egyptian Ministry of Education’s (MoE) technical sector introduced curriculum-based career guidance services in a number of technical secondary schools (TSS) in Egypt with the support of the German government, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the International Labour Organization (ILO). With the backing of both institutions, career guidance material for students and teachers were developed, teachers and facilitators were trained, and a group of students in each school received the career guidance lessons as part of their classes or after school extra circular activities.

The objective of this report is to assess the impact of the career guidance services provided throughout the past years on enhancing the employability of technical secondary school graduates, their employment status, and their perception of the labour market and career opportunities. In addition, this report assesses the beneficiaries' satisfaction with career guidance services provided by the GIZ and the ILO as a first step towards the institutionalization of career guidance services and including them in the regular curriculum of technical secondary schools.

Part of the Impact Report Series, Issue 4 Boosting youth employment through active labour market programmes.

How and when do they work? This new review of the programming landscape in Egypt shows that current programmes should be integrated with each other and a common understanding of Active Labour Market Programmes (ALMPs) is needed. Emphasizing the need to invest in young people is crucial to bring about a more coordinated and sustained employment policy. To improve results on the intervention level, existing evidence on “what works” have to be taken into account systematically.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

This study has three broad objectives. Firstly, it seeks to compare experiences on the education and training of Technical and Vocational Education and Training (TVET) teachers in South Africa, Egypt, Ghana, Tanzania, and Cameroon. Secondly, it seeks to get input from inspiring practices from European Member States. Lastly, policy pointers should be proposed for further action. This study was commissioned as part of the South Africa – EU Strategic Partnership sectoral policy dialogue in education. Data was collected between December 2014 and September 2015. The study serves as input to that policy dialogue, in particular in relation to the education and training of upper secondary and higher TVET teachers working in institution-based TVET providers in the formal public education system.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

This publication shares ILO experiences and highlights success stories resulting from five technical cooperation projects on youth employment and women empowerment in Egypt, all designed to contribute to enhancing skills and employability among those disadvantaged in the labour market. Egypt has witnessed tremendous social and political changes since 2011, when the Arab Spring started to shake the political landscape in North Africa. Social unrest and instability led to sharp declines in economic growth rates that soon translated into low rates of job creation. This exacerbated poor labour market prospects for young people, in particular for women, who are at a stark disadvantage to access decent jobs, and for the growing number of highly educated graduates who do not find jobs that match their qualifications.

The ILO was called upon by the national government, workers, employers and civil society to support the economic and social transition as well as smooth labour market transformations. These types of interventions, which are grounded in internationally agreed labour standards, and also apply and adapt ILO tools to the Egyptian context, aim to enhance the relevance of skills provided, improve job matching, career guidance and counselling. These interventions also target those that are most disadvantaged, including working children.

The main purpose of this publication is to share ILO experiences and highlight success stories resulting from collaborative efforts between five technical cooperation projects on youth employment and women empowerment in Egypt, all contributing to enhancing skills and employability among those disadvantaged in the labour market: The Decent Jobs for Egypt’s Young People Project is supported by the Government of Canada; The Way Forward After the Revolution – Decent Work for Women in Egypt and Tunisia by the Government of Finland; Creating a Conducive Environment for Effective Recognition and Implementation of Women’s Fundamental Principles and Rights at Work in Egypt by the United States Department of State; Combating Worst forms of Child Labor by Reinforcing Policy Response and Promoting Sustainable Livelihoods and Educational Opportunities in Egypt by the United States Department of Labor; and, Transition To Employment: Career Guidance for Youth and Job Creation by the Italian-Egyptian Department for Development Swap Program.

The five success stories highlighted in this publication include: Training for employment; Upgrading informal apprenticeships; Skills sharing and upgrading within social and economic solidarity groups; Employment fairs; and, Career guidance.

This report presents an application of the ILO’s Skills for Trade and Economic Diversification (STED) methodology to the food processing sector of Egypt’s economy. STED is a sector-based approach to identifying and anticipating the strategic skills needs of internationally tradable sectors. The food processing sector is one of Egypt’s leading export sectors. It has grown rapidly since the early 2000s, principally through serving markets in the Arab/MENA (Middle East and North Africa) region, including its own domestic market. The sector has been selected due to its large employment share, potential for growth in regional trade, and positive effects for backward linkages to the agricultural sector.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. This report describes the furniture industry in Egypt, highlights the findings of the STED analysis conducted in 2014, including a skills establishment survey, and presents conclusions, strategies and recommendations based on stakeholder consultations and a final validation workshop on how to further develop the industry.

Part of a series of country reports on post-secondary vocational education and training in OECD and non-OECD countries. Post-secondary VET in Egypt offers many programmes in different specialties and through different types of institutions. There are approximately 108 different technical programmes covering 22 disciplines. In total, Egyptian post-secondary VET and its 68 institutions had 127 440 enrolled students in 2009/2010. Although post-secondary VET could be encouraged to offer more services for some specific groups or purposes (up-skilling, adult education, second chance education, and career shifts) the current institutional and curricula mixture reflects the importance of Egyptian VET for both economic prosperity and social cohesion.

This first chapter places the review of Egypt in the context of the wider OECD policy study of post-secondary VET, presents the structure of the report, describes the main features of the post-secondary VET system in Egypt and examines its opportunities/strengths and challenges. The following chapters advance policy recommendations.
