Part of a series of country projects within the OECD programme of work on building effective national and local skills strategies. Skills have become the key driver of individual well-being and economic success in the 21st century. Without proper investment in skills, people languish on the margins of society, technological progress does not translate into growth, and countries can no longer compete in increasingly knowledge-based economies. This diagnostic report identifies 14 skills challenges for Austria which were distilled from two interactive diagnostic workshops held with a range of stakeholders. It marshals a wide array of relevant OECD evidence, including Austria’s results from the Survey of Adults Skills (PIAAC), to shed further light on these challenges. Finally, it offers some concrete examples of how other countries are tackling similar skills challenges.

OECD Green Growth Studies This publication emerged from a joint OECD and Cedefop forum on green skills held in February 2012. The aim of the forum was to gather the recent work of researchers, government advisers, employment and policy analysts, and other social partners on skills development and training needs for a lower carbon economy.

The Forum discussions have already shown that the skills and training needs are threefold: i) upgrade skill sets in industries experiencing only minor adjustments; ii) gearing up educational institutions and firms to provide the new skills for new occupations and sectors that will emerge from the green economy; and iii) retraining and realigning skills in sectors that will decline as a result. The papers presented at the forum discussed new research, policy approaches, tools, strategies and local initiatives for green skills development. The forum acted as an “expert meeting” to draw theoretical work into policy practice and provide an evidence base for implemented policies for the OECD and Cedefop in their advisory capacity. This collected volume presents some of the papers from the forum in an effort to continue the contribution to these emerging issues.

Working Paper No. 22 The aim of the European credit system for vocational education and training (ECVET) is to allow individuals to gain a full vocational education and training (VET) qualification, or to update/upgrade their VET qualifications in a flexible way, by use of credits.

ECVET requires qualifications to be described in terms of learning outcomes that will be then defined as units that might translate into credits. Learning outcomes recognised in form of credits may be transferred between education and training institutions, whether in the same country or abroad, and accumulated towards achieving a full or a partial qualification. If the VET system allows it, learning acquired in non-formal and informal settings may be assessed and validated as credits to be used for transfer and accumulation purposes. In this context, ECVET is more likely to reach its full potential if linked to the European qualifications framework (EQF)/national qualifications framework (NQF) developments that support the description of qualifications in terms of learning outcomes, as well as with national arrangements and practices for validating non-formal and informal learning.

This report covers ECVET developments in 38 countries and regions up to September 2013; it is the fourth since 2010, when Cedefop started its regular ECVET analysis in relation to national VET reforms. The deadlines of the ECVET recommendation set 2013 as the year for ECVET’s gradual application to VET qualifications at all levels of the EQF, following more than three years of testing and development.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The paper summarises key findings of the study visit to the Austrian province of Upper Austria undertaken as part of the OECD Local Economic and Employment Development (LEED) Forum on Partnership and Local Governance to learn about specific local youth integration policies and partnership strategies for youth employment, developed and delivered within the framework of provincial and local partnerships. The report gives an overview of some of the latest youth-related policies and initiatives in the province to keep youth joblessness low, to better meet employers’ skill demands, and to work with disadvantaged young people to make sure they do not fall through the cracks between education and work. The thematic paper is designed to be useful to local practitioners and policy makers working in the area of youth employment, education and training who can learn from the good practice initiatives outlined and perhaps adapt elements to work in their own regions.

The country report on postsecondary vocational education and training analyses the strengths and weaknesses of the Austrian vocational training system. The study, from the series "OECD Reviews of Vocational Education and Training Policies", concludes that the Austrian system offers a high-quality, high-value service for many different social groups, though the diversity could be better co-ordinated and would gain in transparency and efficiency as a result.

Overall, the report notes that Austria has a wide range of pathways to give those completing VET programmes access to further training, though relatively few young people have taken advantage of them to date. Completing a vocational training course brings clear advantages on the labour market and relatively high earning capability. In addition, further examinations, such as those for master craftsman or foreman, provide an effective means of up-skilling, opening the door to greater responsibility or even the possibility of starting a business.

The report highlights the social partners' close involvement in the VET system. Chambers of commerce and industry and chambers of trade in Austria have their own educational institutions. Both trade unions and employers play an active part on a range of committees which develop the VET programme, and hence exert a strong influence on the curriculum.

The book examines policy approaches and policy recommendations for cluster development based on the in-depth analysis of seven internationally reputed clusters in the OECD area, namely Grenoble in France, Vienna in Austria, Waterloo in Canada, Dunedin in New Zealand, Medicon Valley in Scandinavia, Oxfordshire in the United Kingdom, and Madison, Wisconsin, in the United States. Adopted by the Austrian Federal Government on 24 July 2012 National Action Plan on Disability 2012-2020 is envisioned as the main strategy of the Austrian government to implement the UN Convention on the Rights of Persons with Disabilities for the coming years. It has been developed with the involvement of the organisations of people with disabilities and civil society. With 8 main areas of action and a total of 250 actions, the Plan's scope covers the policy level, antidiscrimination, accessibility, education and training, employment, independent living, health and rehabilitation as well as awareness raising and information.
