Availability of skilled human resource is one of the main prerequisites for the economic development of any country. Comparative study of the status of various countries reveals that higher the level of education and skill of the citizen, higher the level of development of the country and vice versa. This fact is even more justifiable in the case of technical human resources. Furthermore, present situation of Nepal has epitomized these facts since lack of skilled human resource is felt as a major bottleneck both to enhance the industrial development as well as modernize the agriculture sector. On the one hand, economic development of Nepal is being adversely affected by the lack of skilled human resources in various sectors and regions. On the other hand, the mismatch between demand and supply of HR not only misuse the scare resources of the country but also creates serious repercussion due to educational unemployment. This study therefore is an attempt to quantify the actual need of middle level technical human resources and thereby helps to adjust the supply system accordingly.

Today’s globalised and highly competitive environment calls for a productive workforce that is skilful, efficient (doing things right), effective (doing right things) and innovative. This is imperative for any nation that seeks to build a knowledge-based economy via highly competent, well-educated human resource capital. According to a report by APEC Economic Committee (November 2000), "...in a knowledge based economy, there is a high proportion of people who have completed secondary ed-ucation (to exit, 'year 12' level), who have post-secondary qualifications, and (most characteristically) who are engaged in continuing education". Technical and Vocational Education and Training (TVET) which is increasingly considered as part of mainstream education, creates important pathways towards enhancing competencies for honing employability skills necessary for creating a highly successful economy.

Policy makers, administrators and educators in various fields of TVET have all agreed that TVET plays an important role in the economic and social development of a nation. To become more effective in managing its human resources and develop an integrated approach to skills development, there is a need to re-think the current position of TVET system in Brunei Darussalam.

Plans of actions which are presented in this 5-year Strategic Plan (2013 –2018) required for the modernisation of TVET in Brunei falls under 6 broad themes: (i) course restructuring; (ii) expanding apprenticeship options; (iii) progression opportunities; (iv) upgrading the training environment; (v) scheme of service; and finally (vi) renaming DTE and vocational institutes. In conclusion, this report purposes to apply the proposals mentioned with a view to achieving the objectives, goals and way forward.

Governments and policy makers recognise the importance of Technical and Vocational Education (TVE) in the social and economic development of people and nations. A dynamic system, TVE faces many challenges, including the growing expectations of the young in an increasingly competitive global environment. But, despite the many efforts, the quality, standards and outcomes often remain elusive. The public image remains negative. National education systems continue to be driven by an over emphasis on academic education at the expense of building a quality TVE which can better serve the needs of individuals and the economy.

Brunei Darussalam, a small but “well-to-do” economy, is not immune to the dynamics and forces driving change in society and the world. In responding to the national vision of a modern, harmonious and progressive society, the 21st Century New Education System (SPN21) initiative was introduced in 2008 to build a more educated and skilled workforce. A strategic policy shift in education to support Brunei Vision 2035, SPN21 ensures that all students will have at least 10 or 11 years of schooling before progressing to the Sixth Form, Polytechnic or TVE under the Department of Technical Education (DTE).

Thus, the ultimate proposal in this white paper is the need to restructure and establish a new system of technical and vocational education which is better aligned with the social and economic needs of the country. It calls for a fundamental shift in policy and the transformation of the present system under DTE. Replacing the DTE, will be a new autonomous post-secondary educational institution called “Brunei Technical Education” (BTE). This paper provides the rationale, proposed changes and timeframe for transforming technical and vocational education in Brunei Darussalam.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

In 2002, NRC began developing a programme targeting youth in post-conflict zones. These Youth Education Packs (YEP) were intended to respond not just to employment needs but also to teach young people, who had grown up in often challenging and unstable situations, literacy and life skills.1 After implementation in several countries around the world (Liberia; Burundi; Sierra Leone and more), beginning in 2010, NRC implemented this YEP project in Afghanistan, specifically in Herat, Faryab and Nangarhar provinces. Today, NRC at a global and strategic level is reviewing the efficiency of YEP as an instrument to enhance livelihood in post-conflict and conflict settings.

This evaluation falls at the intersection of migration studies, youth research and strategic review. It provides a fresh look at NRC’s achievement in Afghanistan and its options ahead. This case study of the Afghanistan YEP activities can be used to highlight future practice in the migration sector globally.

Internal displacement and the development of informal settlements in Afghanistan are key humanitarian and development challenges for policy makers to address, and growing concerns in an uncertain context of transition. This third research study by Samuel Hall on the living conditions and protection concerns of internally displaced persons (IDPs) contributes to the knowledge base required to mainstream protection in humanitarian and development priorities and interventions.

There are over 50 informal settlements in Kabul (KIS) where mainly returnee and IDP households live in extreme poverty and vulnerability. The working population in KIS can be identified as low-skilled and economically disadvantaged workers. In such a context, skills upgrading can be an effective policy intervention to strengthen the local integration of the working poor and can lead to poverty reduction in KIS. Thus, vocational training may lead to increased productivity and higher income next to the working poor in KIS, if it is designed based on the realities of the labour market in Kabul.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The National Strategy for Promotion of Gender Equality in TVET in Bangladesh transfers the recommendations of the National Skills Development Policy into a realistic framework of clear priorities and targets. It was developed by a Gender Working Group, comprising of 15 representatives from key governments ministries and departments, employers, workers and civil society organizations, with the support of ILO TVET Project and the National Skills Development Council Secretariat. The strategy is the first policy initiative of its kind in the TVET sector in Bangladesh, an important milestone towards women taking a greater role in the skills development system and a fundamental step forward towards Bangladesh becoming a middle-income country by 2021. This publication provides an overview of the current status and nature of gender inequalities in TVET, highlights the priority areas for action, discusses a number of steps to promote equal participation of women in TVET, seeks to break gender stereotypes, and outlines the way forward.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Alarming media coverage of rising wages and complaints among firms of a shortage of skilled workers has raised concerns over whether Lao workers are equipped with the skills sought by firms. The Government and other partners have responded by channeling more resources to skills development, for example with investments in vocational training facilities to train more workers. This report argues that the workforce problems which Lao PDR faces do not only stem from problems in the education sector. Looking only to skills development as a solution would not address the fundamental problems constraining economic growth, employment creation, and poverty reduction. Creating an environment conducive for farm and non-farm businesses to make investments and grow remains an essential first step for skills development. As World Bank (2004) states, Training does not create jobs. Skills are a derived demand and that demand depends on policies for growth and employment creation.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This study is part of the National Skills Sector Development Programme 2014-2020 (SSDP) This paper attempts to review conditions of demand and supply related to skills development in four industrial sectors that the government of Sri Lanka has ear-marked for long term development. They are the information and communication technology industry (ICT), the tourism and hospitality industry (THI), construction and light engineering. These four sectors accounted for 9 per cent of GDP and 10 per cent of total employment in 2012. The IT and tourism industries are projected to earn US 5 billion each in 2022. The two sectors have also revealed their potential for high growth in terms of value addition and employment. The growth potential of sub-sectors belonging to these two service sectors are linked to export markets, while the growth potential of the construction and light engineering sectors are largely determined by product market conditions of the domestic market. Using already available secondary data in the form of survey data, administrative data, and published reports, the present paper assesses the training gaps in these four sectors using standard skills assessment methodologies.
