En desarrollo de las acciones definidas por la Alta Comisión de la Política Pública de Empleo sobre las ocupaciones técnicas y profesionales para el establecimiento de un Marco Nacional de Cualificaciones- MNC, el Centro Interamericano para el Desarrollo del Conocimiento en la Formación Profesional-OIT/CINTERFOR y el Banco de Desarrollo de América Latina-CAF han venido apoyando la definición de una ruta para el establecimiento del MNC para Panamá, que establezca los niveles y certificaciones educativas para los trabajadores panameños.

Este documento consta de siete apartados. El primero, retoma el concepto del marco de cualificaciones, en el segundo se revisan sus atributos y en el tercero se presentan los elementos que dan cuenta de su estructura. En el cuarto se recogen algunos hitos en la historia de los marcos de cualificaciones, se comparan algunos por sus niveles así como por los descriptores que adoptan. En el quinto apartado se mencionan algunos de los antecedentes que se identificaron en el análisis del entorno de Panamá al iniciar el proceso de construcción del MNC. El sexto apartado contiene la propuesta para el Marco de Cualificaciones de Panamá, resultado del proceso de construcción orientado por la cooperación técnica de OIT/CINTERFOR y CAF con la República de Panamá, y resultado de la validación por parte de los diversos actores que conforman la Comisión del MNC, creada por la Alta Comisión de la Política Pública de Empleo. Este apartado incluye los objetivos del MNC panameño, los principios, alcance y niveles del MNC de Panamá. Asimismo, se relaciona los descriptores y la matriz del MNC. Finalmente, se incluye un glosario básico de principales conceptos utilizados a lo largo del documento.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

La comparación de estadísticas de formación entre las instituciones de la región ha resultado particularmente difícil por no disponerse de unidades de medición estandarizadas e indicadores que puedan facilitar dicho cotejo. OIT/Cinterfor ha realizado el esfuerzo de organizar en ciertas categorías desagregadas la información compartida por estas instituciones, lo que permitió arribar a un conjunto de conclusiones que aquí se plantean.

Este material es producto de dicho análisis y sintetiza los hechos más destacados de la formación profesional en nuestra región durante 2017. Toma como fuente la información estadística de las instituciones de formación profesional recabada durante el año 2018, donde participaron 24 instituciones que representan a 17 países.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The report provides a detailed diagnosis of youth policies in the areas of social, employment, education and training policies. Its main focus is on young people who are not in employment, education or training (the 'NEETs').

Earlier reviews in the same series have looked at youth policies in Brazil (2014), Latvia and Tunisia (2015), Australia, Lithuania and Sweden (2016), Japan (2017), and Norway (2018).

En 2010, OIT/Cinterfor presentó en la región el documento “Herramientas básicas para el diseño e implementación de marcos de cualificaciones: guía de trabajo” (Billorou, N; Vargas, F., 2010). Desde entonces, progresivamente a nivel global y de un modo más lento a escala regional, se han venido multiplicando las experiencias de países, instituciones o sectores de actividad económica que diseñan e implementan este tipo de herramientas.

Actualmente, por los menos cinco países de la región latinoamericana y caribeña están avanzando en la implementación de un marco nacional de cualificaciones - MNC. También se registran experiencias a nivel sectorial e incluso institucional. En esta ocasión, OIT/Cinterfor hace una primera entrega de breves resúmenes nacionales para las experiencias de Chile y República Dominicana.

Para la elaboración de los casos que se presentan en esta publicación, hemos contado con la valiosa e indispensable colaboración de SENAI de Brasil, INSAFORP de El Salvador, SENATI de Perú y UTEC de Uruguay. Diversos colaboradores de esas instituciones nos han narrado la forma en que sus instituciones anticipan y acompañan los cambios en el mundo del trabajo, y como desarrollan una visión innovadora de la competitividad y la productividad inmersas en su identidad de instituciones de formación para personas que requieren empleo e ingresos.

La narrativa acá presentada tiene un denominador común: la innovación. Se han tenido que modificar paradigmas, cambiar formas de actuar, buscar nuevas alianzas, desarrollar distintas respuestas, reinventar el negocio y dejar de hacer cosas. Queda al criterio del lector ver cómo y de qué manera este grupo de instituciones nos narran su historia reciente para adaptarse e innovar.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

A technological tool that will allow for improvements in better linking training with the demands of the production sector in Panama, was launched by the Ministry of Labor and Labor Development, with the support of the ILO. The platform - Human Talent Panama - will be useful in helping companies locate personnel specializing in technical areas. The platform is aimed at providing a user-friendly mapping of the availability of human resources that have completed training or a certification programme in technical and vocational education and training areas.

The new tool is not only visually appealing, interactive, and easy to use, but also provides georeferenced information on each school of the National Vocational Training Institute as well as the vocational centres attached to the Ministry of Education comprising variables such as field of training, speciality, sex, graduation year and institute. This platform can be consulted by institutions for planning and decision-making purposes and by external users (potential investors in the territories, other public institutions, enterprises all over the country, etc.).

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Quality apprenticeships based on robust social dialogue and public-private partnerships can improve employment prospects for young people while developing high level skills identified by employers as necessary for growth and increased productivity. Both informal and regulated apprenticeship systems are important learning resources enabling young people to overcome the work-inexperience trap, gain new and enhanced skills and recognized qualifications.

Upgrading informal apprenticeships and expanding regulated ones is a cost-effective way to invest in a country’s skills base, promote economic growth and enhance the employability of youth.

Los 'aprendizajes de calidad' contribuyen a igualar la demanda y la oferta de habilidades en los mercados laborales y en los sistemas de educación y formación. El diseño, la implementación y la evaluación de los sistemas de aprendizaje de calidad requieren esfuerzos colectivos de los gobier nos y sus diferentes agencias, los interlocutores sociales, como las asociaciones de empleadores y los sindicatos, y también por parte de los proveedores de formación.

OIT/Cinterfor promueve aprendizajes de calidad como una prioridad, no solo porque ayudan a los jóvenes a avanzar hacia empleos decentes, sino también a las empresas para encontrar los trabajadores que necesitan para el futuro y al mismo tiempo mejorar su productividad y competitividad.

Esta publicación tiene como objetivo proporcionar consejos prácticos a los miembros de OIT/Cinterfor y a las partes interesadas en educación y formación profesional sobre diseño, implementación y evaluación de aprendizaje de calidad, con una parte técnica y más teórica, además de experiencias prácticas y herramientas para los profesionales.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The U.S. Bureau of Labor Statistics (BLS) added four questions to the May 2017 Contingent Worker Supplement. These questions were designed to measure an emerging type of work—electronically mediated work, defined as short jobs or tasks that workers find through websites or mobile apps that both connect them with customers and arrange payment for the tasks. After extensive review, BLS determined that these questions did not work as intended and had a large number of incorrect 'yes' answers. To eliminate these false positives, BLS manually recoded the data using verbatim responses available only on the confidential microdata file. Using these recoded data, BLS estimates that electronically mediated workers accounted for 1.0 percent of total employment in May 2017. In the interest of transparency, BLS is releasing both the collected data and the recoded data.

This article describes the process of developing the four questions and summarizes the evaluation of the data, the recoding of the data, estimates of electronically mediated workers, and lessons learned.
