Working Paper 49 This paper considers models of employer engagement within different international approaches to sectoral skills development, focusing on examples from the UK, New Zealand, South Africa, Hong Kong, Singapore, the Netherlands and the USA. Four sectoral models of employer engagement are outlined, exploring what is expected from employers within these different models. Some of the challenges and implications of these different sectoral approaches to engaging employers and creating demand-led skills systems are discussed.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This report explores the experiences of employers who are attempting to bring in highly skilled international talent to Canada. It reveals that the employer’s role in selecting the most qualified and skilled talent, and thereby sending signals on labour market demand, has been thwarted. Immigrants’ economic outcomes will suffer if they do not arrive with job offers. The impacts of the roadblocks and delays that have resulted from the changes within the past two years are accompanied by suggestions for improvements in the short-term.

The returns to schooling or the skill premium is a key parameter in various literatures, including globalization and inequality and international migration. This paper explores the skill premium and its link to exports in Latin America, thus linking the skill premium to the emerging literature on the structure of trade and development. Using data on employment and wages for over five million workers in sixteen Latin American economies, the authors estimate national and industry-specific skill premiums and study some of their determinants. The evidence suggests that both country and industry characteristics are important in explaining skill premiums. The analysis also suggests that the incidence of exports within industries, the average income per capita within countries, and the relative abundance of skilled workers are related to the underlying industry and country characteristics that explain skill premiums. In particular, higher sectoral exports are positively linked with the skill premium at the industry level, a result that supports recent trade models linking exports with wages and the demand for skills.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

In an increasingly competitive economy, and with retirement starting for the Baby Boomer generation, the Congress of the US has indicated a strong interest in ensuring that today’s young people have the educational attainment and employment experience necessary to become highly skilled workers, contributing taxpayers, and successful participants in civic life. Challenges in the economy and among vulnerable youth populations, however, have heightened concern among policymakers that many young people may not be prepared to fill these roles.

Within that context, this report provides an overview of federal employment programs for vulnerable young people. It begins with a discussion of the current challenges in preparing all youth today for the workforce. The report then provides a chronology of job training and employment programs for at-risk youth that began in the 1930s and were expanded or modified from the 1960s through the 1990s. It goes on to discuss the four youth programs authorized under the Workforce Innovation and Opportunity Act, and draws comparisons between these programs. Following this section is a detailed discussion of each of the programs.

This report brings into sharp focus the youth unemployment situation in the Caribbean and what can be done to tackle the issue. It has been informed by extensive consultations across the Caribbean and offers a rich analysis of the phenomenon in all its economic, social and cultural aspects. Central to the analysis is an empirical examination of the socio-economic costs of high youth unemployment. The findings suggest that these costs are non-trivial, thus strengthening the case for resolute policy action. The report, therefore, makes recommendations for transformative shifts in policies, practices and institutions to promote sustainable employment in general, and for the youth, in particular.

EU-US study for the European Commission This report presents research findings from a transatlantic comparative study on Emerging skills and Competences. The study contributes to the on-going policy dialogue between the US Department of Education and the European Commission, DG Education and Culture on the future strategic direction of education and training systems. More specifically, the study explores approaches adopted to make education and training systems more responsive to emerging skills needs to match future demands in more globalised labour markets. Through exploratory interviews with a range of stakeholders and through a limited number of illustrative case studies, the study has identified a number of promising practices emerging on both sides of the Atlantic, An inventory of European practices of forecasting and anticipation of emerging skills was prepared as part of the study.

SABMiller sells its products across Latin America through a value chain of very small retailers called tenderos from low-income communities, holding local grocery stores. By supporting these entrepreneurs with business skills, mentoring, life skills and networking, the company has accelerated their growth and social development whilst benefitting from increasing sales and improving livelihoods across its value chain. In 2013, the company launched a large-scale enterprise development program called 4eCamino al Progreso (Path to Progress). The program is introduced in this case study.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

En la última década, más allá de los avances en materia de crecimiento económico, baja del desempleo, reducción de la pobreza y mejoramiento de otros indicadores laborales, América Latina y el Caribe sigue siendo una zona con amplias desigualdades. La atención a dichas desigualdades demanda políticas públicas integradas, tanto económicas como sociales que promuevan la inclusión social, el trabajo decente y el empleo productivo, así como un entorno propicio para empresas sostenibles.

La previsión de escenarios futuros en el ámbito del desarrollo de las competencias laborales es uno de los insumos clave para la toma de decisiones informada relativas a tales políticas. En este sentido, esta edición de Notas pretende orientar la discusión en torno a las herramientas de anticipación de las necesidades formativas como parte de las estrategias que atiendan las brechas de competencias existentes.
