Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The study provides a situational analysis of youth employment in Ghana and Senegal, based on interviews of 300 firms in each country. It investigates sectors with the highest employment potential for youth, employers’ perceptions related to hiring young people, minimum skills requirements, existing gender differentials in hiring practices, and existing interventions by businesses to promote youth employment. The study thus provides labour market information to employment actors including youth, employers, education and training institutions, government, financial and technical partners, etc.

This exploratory study examines vocational skills acquisition and employment experiences of people with disabilities in South Africa. It is part of a four-country study undertaken by the ILO. The aims of the study were to: (1) identify effective strategies for vocational skills acquisition by persons with disabilities leading to productive work; (2) promote training policies and effective methods of training and employment services delivery for individuals with different types of disabilities, particularly in mainstream training institutions. While not representative of the South Africa population with disabilities as a whole, the study provides insight into the process of skills development for disabled persons, and its effectiveness in enabling them to obtain work, and highlights possible trends which merit further research.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

The Youth Entrepreneurship Facility (YEF) is partnership between the Africa Commission, the Youth Employment Network (YEN) and the International Labour Organization (ILO) running from 2010-2014 in Kenya, Uganda, and Tanzania. A joint publication of the ILO Youth Entrepreneurship Facility and the ILO Green Jobs Programme describes the work of the Youth Entrepreneurship Facility in enabling young men and women to turn their energy and ideas into business opportunities contributing to the creation of decent work for young Africans, both as a means of self-employment and as job creation for others. >br>
The report is structured as follows. First, it profiles all of YEF’s activities to promote green entrepreneurship from 2010-2011. Second, it showcases specific achievements in terms of green entrepreneurship as a result of the activities (case studies) and profiles some best practices in promoting green entrepreneurship. It concludes with first lessons learned and gives some recommendations for the second phase of the facility in 2012-2014.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The Youth Employment Network (YEN) is a partnership among the United Nations, the International Labour Organization (ILO) and the World Bank. The Private Sector Initiative (PSI) is a project of YEN’s subregional office for West Africa. In recognizing the importance of youth employment both as a factor of business growth and of wider development goals, the PSI promotes and facilitates partnerships between the private sector, government and civil society organizations in the promotion of youth employment in West Africa.

As part of the research and knowledge development phase, the “PSI Brochure” was developed to demonstrate to business the benefits of engaging with youth on issues related to employment. The best practice case studies contained within the brochure were based on input from private sector partners including Shell International, Vlisco Helmond B.V. and the World Cocoa Foundation, all of whom are supporting youth employment projects in the region.

Proclamation No. 568/2008 seeks to ensure equal opportunities in employment, participation in training programmes and that rights of persons with disabilities are protected and respected. It also requires employers to make reasonable accommodation by providing "appropriate working and training conditions and working and training materials for persons with disability". Many of these same principles are supported by Article 27 on 'work and employment' of the United Nations Convention on the Rights of Persons with Disabilities and and key ILO Conventions and other legal standards.
