The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This report aims to contribute to an informed and balanced discussion of the issues surrounding migration and work. It examines the role of the ILO and its constituents in attaining a fair and effective governance of labour migration that benefits societies of origin and destination, protects the rights of migrant workers and their families, and enhances social cohesion.

Chapter 1 provides an overview of the main global and regional trends relating to labour migration. Chapter 2 focuses on key challenges for labour migration governance and emphasizes the linkages between reducing decent work deficits and labour migration costs, creating strong and functional labour market institutions and active labour market policies, and strengthening international cooperation. Chapter 3 focuses on bilateral agreements relating to labour migration, an important aspect of international cooperation on migration, and considers how they can contribute to improved labour migration governance, including fair recruitment. Chapter 4 examines the challenges in facilitating labour migration and mobility at the subregional and regional levels, particularly in regional economic communities in Africa, the Arab States, Asia and the Pacific and Latin America, as well as in interregional cooperation, with reference to ILO interventions. Chapter 5 discusses the fair recruitment of migrant workers, with particular reference to the ILO general principles and operational guidelines for fair recruitment, the internationally agreed commitment to reduce the costs of labour migration, and implementation of the ILO Fair Recruitment Initiative. Chapter 6 considers the way forward and proposes some points for discussion.

ILO Employment Policy Department, Working Paper No. 234 This study was commissioned to contribute to the debate regarding the role of partnerships in promoting more efficiency in and effectiveness of employment services and ALMPs. In addition to reviewing literature at the global level, the study sought to fill knowledge gaps in developing and emerging countries, with a bias towards the BRICS. Five country studies were commissioned, covering the People’s Republic of China, Colombia, India, the Republic of Korea (South Korea) and the Russian Federation.

This study on South Korea, included because of the country’s outstanding history of rapid development, provides a wealth of knowledge on various important subjects, including the use of e-services, the developmental role of the State, policy coherence at all levels, performance management, the importance of an enabling legal framework, etc., which forms an invaluable reference for other countries.

ILO Employment Policy Department, Working Paper No. 225

This paper explores the mechanisms and preconditions that are contributing to successful partnerships in delivering employment services and active labour market interventions in Colombia. Such partnerships in the Colombian context are pursuing three main objectives: (1) to expand service provision and optimize service coverage; (2) to adapt service provision to local labour market needs; and (3) to improve service delivery to target groups facing barriers to employment.

The paper also presents three case studies which cast light on the key factors that prompt the formation of partnerships and the ways in which the challenges of working in cooperation have been addressed.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This year, 2018, offers the international community a historic opportunity to realize the first global compact for migration, an intergovernmentally negotiated agreement in preparation under the auspices of the United Nations. UNCTAD’s contribution to this historic process is the Economic Development in Africa Report 2018: Migration for Structural Transformation.

Migration benefits both origin and destination countries across Africa. The report argues that African migration can play a key role in the structural transformation of the continent’s economies. Well-managed migration also provides an important means for helping to achieve the Sustainable Development Goals, both in Africa and beyond.

The report adopts an innovative, human-centred narrative that explores how migrants contribute to structural transformation and identifies opportunities for absorption of extra labour in different sectors across the continent. African migrants include from highly skilled to low-skilled persons, who migrate through legal channels and otherwise.

These migrants not only fill skills gaps in destination countries, but also contribute to development in their origin countries. Children remaining in the origin country of a migrant parent are also often more educated than their peers, thanks to their parent’s migration. The connections that migrants create between their origin and their destination countries have led to thriving diaspora communities. They have also opened up new trade and investment opportunities that can help both destination countries and origin countries to diversify their economies and move into productive activities of greater added value.

Contrary to some perceptions, most migration in Africa today is taking place within the continent. This report argues that this intra-African migration is an essential ingredient for deeper regional and continental integration. At the same time, the broad patterns of extra-continental migration out of Africa confirm the positive contribution of migrants to the structural transformation of origin countries.

This report offers new and innovative analytical perspectives, relevant for both long-term policymaking and for the design of demand-driven technical cooperation projects, with a shorter time frame and will help Governments and other stakeholders in reaching informed decisions on appropriate migration policies in the context of Africa’s regional integration process.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

ILO EMPLOYMENT Working Paper No. 224 The paper analyses theoretically and empirically the effects on young people’s labour market outcomes of two specific labour market institutions and their interaction: employment protection legislation and active labour market policy. More specifically, the paper examines recent policy reforms in Italy focusing on the impact of the 2012 Fornero reforms of employment protection legislation as well as the initial impact of the EU-wide Youth Guarantee scheme introduced in Italy in March 2014. The paper also examines how these two policy reforms interacted.
