The OECD Jobs Strategy. The labour markets of OECD and emerging economies are undergoing major transformations. The widespread slow-down in productivity and wage growth and high levels of income inequality in many countries are coupled with structural changes linked to the digital revolution, globalisation and demographic changes. These deep and rapid transformations raise new challenges for policy makers.

The aim of the new OECD Jobs Strategy is to help countries addressing these challenges. It provides detailed policy recommendations across a broad range of policy areas. The new Jobs Strategy, in particular, goes beyond job quantity and considers job quality and inclusiveness as central policy priorities, while emphasising the importance of resilience and adaptability for good economic and labour market performance in a changing world of work. The key message is that flexibility-enhancing policies in product and labour markets are necessary but not sufficient. Policies and institutions that protect workers, foster inclusiveness and allow workers and firms to make the most of ongoing changes are also needed to promote good and sustainable outcomes.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

The Asia-Pacific Employment and Social Outlook 2018 report pulls together the most recent statistics to take stock of developments in labour markets across the most populous region of the world. Asia and the Pacific stands out as the world’s top performer when it comes to economic growth, owing in large part to its dynamic labour markets. Yet despite the plethora of work in the region, work that qualifies as 'decent' remains in short supply in many countries.

Acknowledging the commitments made in the 2030 Agenda for Sustainable Development to 'promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all' under Sustainable Development Goal (SDG) 8, special attention is given to assessing the region’s prospects to advance decent work for inclusive growth and sustainable development.

Where countries in the region fall short in their capacity to expand decent work and hence inclusive growth – as almost all countries do – the report suggests a course of action for advancing on a policy mix that can help to keep decent work front and centre in the development agenda.

The main objective of the course is to provide participants with a sound understanding of the main functions, components, and applications of a Labour Market Information System (LMIS). The course will highlight how an efficiently functioning LMIS is essential for the design, implementation, monitoring and evaluation of evidence-based employment and labour market policies.

Using a systematic approach, this course provides practical skills and tips for understanding the dynamics of an effective and efficient labour market information system (LMIS). The course is structured around five modules:
• Overview of labour statistics and analysis;
• The collection and compilation of labour market data and information;
• Establishing a repository of information (data and indicators);
• Developing analytical capacity and tools, including monitoring and tracking indicators, analyzing relationships, and creating econometric models and projections;
• Institutional arrangements, coordination mechanisms, and networks for an effective LMIS.

The course targets: Statisticians and Analysts from National Statistical Offices (NSOs); Ministries of Labour and related Institutions (such as labour observatories); Governmental agencies in charge of labour market data analysis and SDG national reporting; Research and academic institutions; International organizations; Development agencies; in addition to Non-governmental organizations.

Future of manufacturing in Europe Apprenticeships combining alternating periods at the workplace and in training institutions are well suited to providing young people with an entry point into the labour market and to supplying enterprises with skilled workers. This report examines apprenticeship systems and practices in the manufacturing sector in five EU Member States (Denmark, France, Germany, Ireland and Italy) and two countries outside Europe (Australia and the USA), exploring reform processes in response to new skill requirements arising from technological change. The report highlights the variety of approaches to modernising national apprenticeship systems and sheds light on the many challenges posed by technological change. A promising avenue is to establish a coherent industrial policy framework that prioritises skills acquisition, supports the transition from initial to higher vocational and educational training, and assigns a central role to apprenticeship training in the context of the modernisation of manufacturing.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Migrants in the survey of adult skills Migration has been at the centre of political debate across the OECD in recent years. Drawing on data from the OECD Survey of Adult Skills (PIAAC), this report provides new evidence on differences in migrants’ characteristics and contexts and considers how these relate to the skills migrants possess. It also examines the relationship between migrants’ skills and their labour and non-labour market outcomes in host countries. Finally, it sheds new light on how migrants’ skills are developed, used and valued in host country labour markets and societies. Results and lessons gleaned from analysis highlight the way forward for future research on this topic.

The report represents an invaluable resource for policy makers across different sectors as they design and implement strategies aimed at promoting the long-term integration of foreign-born populations in the economic and social life of their countries. The analyses presented allow us to identify the skill composition of foreign-born populations, the labour market and broader social outcomes associated with such skills, and the factors that can promote skill acquisition and skill use.

Platform work is a form of employment that uses an online platform to match the supply of and demand for paid labour. In Europe, platform work is still small in scale but is rapidly developing. The types of work offered through platforms are ever-increasing, as are the challenges for existing regulatory frameworks. This report explores the working and employment conditions of three of the most common types of platform work in Europe.

For each of these types, Eurofound assesses the physical and social environment, autonomy, employment status and access to social protection, and earnings and taxation based on interviews with platform workers. A comparative analysis of the regulatory frameworks applying to platform work in 18 EU Member States accompanies this review. This looks into workers’ employment status, the formal relationships between clients, workers and platforms, and the organisation and representation of workers and platforms.

Drivers, Workers, Sellers, and Lessors Technological innovation is transforming economic exchange. Just a decade ago, the Online Platform Economy comprised a handful of marketplaces connecting independent sellers to buyers of physical goods. Today, many consumers use software platforms to procure almost any kind of good or service from independent suppliers as a routine part of daily life. Have these innovations created viable new options for making a living?

Technological innovation is transforming economic exchange. Just a decade ago, the Online Platform Economy comprised a handful of marketplaces connecting independent sellers to buyers of physical goods. Today, many consumers use software platforms to procure almost any kind of good or service from independent suppliers as a routine part of daily life. Have these innovations created viable new options for making a living?

For this study, the JPMorgan Chase Institute Online Platform Economy dataset is extended in order to track supply-side participation and earnings. We identified 38 million payments directed through 128 different online platforms to 2.3 million distinct Chase checking accounts, out of a de-identified sample of 39 million, between October 2012 and March 2018. Our description distinguishes four sectors of the Online Platform Economy:

1.The transportation sector, in which drivers transport people or goods

2.The non-transport work sector, in which workers offer a growing variety of services including dog walking, home repair, telemedicine, and many others

3.The selling sector, in which independent sellers of goods find buyers through online marketplaces

4. The leasing sector, in which lessors find lessees to rent homes, parking spaces, and many other types of assets.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The course is aimed at policy makers and advisors from ministries of labour and economy; and representatives of workers' and employers' organizations.

The academy aims to enhance the capacity to formulate, implement and/or evaluate formalization policies through effective diagnostic analysis, better understanding of concepts and approaches for measuring informality, and its drivers and impacts on the world of work.

The Academy offers a learning platform to review promising practices on the transition from the informal to the formal economy as well as to engage in constructive dialogue and debate on the future of informality. The event is an opportunity to learn about the most advanced thinking around concepts and methodologies for reducing informality, to exchange on existing practices, and to adapt lessons learnt to specific country contexts.

The Academy combines interactive plenary sessions with personalized learning paths through micro courses.
